  – PTS Business rules dated 9 Apr 12
• HYT
  – NAVADMIN 030/11 (update E2/E3 HYT limits)
Why ERB?
• High retention/ low attrition
• Changes in force and realignment resulted in
  unexpected over and under manned ratings
• Other force management tools (PTS, ECTP,
  ETP, etc) were not meeting required end
  strength
  – PTS was not designed to absorb the pressure that
    was placed on it due to snapshot of force it
    represents.
ERB Standards
•   The Navy requires first class petty officers to be fully engaged deckplate
    leaders who drive mission accomplishment daily. They adhere to the
    Navy standard through personal example and commitment to teaching
    Sailors. They challenge, mentor and measure their division’s and
    command’s success through team performance and deckplate results.
    They learn from their Chief and train their Division. They demand
    consistent procedural compliance and accuracy from themselves and
    those they lead. Their commitment is seen through dedicated self
    improvement and a passion for excellence in themselves and all Sailors.
    They clearly communicate standards to the Sailors they lead, while
    consistently keeping the chain of command informed. They are visibly
    loyal to the command, Sailors, peers and themselves. They create
    circumstances which provide their Sailors the opportunity to succeed.
    They ensure heritage is weaved into daily events, so Sailors understand a
    commitment to excellence is a time-honored tradition that connects our
    past while forging the foundation of our future.
ERB substandard and marginal
               indicators
• Documented misconduct involving NJP or civilian
  offenses
• Moral or professional dereliction (DFC)
• Eval marks, during the reporting period,
  suggesting substandard or marginal performance
  to include:
  – Significant problems or Progressing
  - A decline in performance is defined as a decline in
    two or more trait grades by the same reporting senior
    on subsequent reports.
ERB substandard and marginal
        indicators (cont’d)
– A decline in promotion recommendation caused by
  forced distribution is not considered a decline or
  adverse. If, however, caused by misconduct, it is then
  considered a decline and may be considered adverse.
- Receipt of an eval with any grade below 2.0
- Multiple documented Physical Readiness Program
  failures
- Any circumstance related to performance which
  results in the Sailor’s inability to perform in their
  rating/duties such as:

        indicators (cont’d)
– Loss of security clearance when required by rating
– Disqual from performing primary duties in
  accordance with the Lautenberg Amendment of
  1996
– Other documented substandard or marginal
  performance indicators that the Sailor’s retention
  may be inconsistent with national security
  interests or may otherwise not be in the best
  interest of the Navy.

Why PTS?
• Force shaping tool
  – 328,700 FY11 - 320,000 FY14 (estimated)

  • Streamlined opportunity to convert from
    overmanned rating to undermanned rating
Who is required to be in PTS?
• E3-E6 Sailors
• < 14 years of service
• Only eligible if last TWO evals were
  recommended for advancement/retention
• Required to be in Fleetride not later than 12
  months prior to SEAOS or PRD
    – PRD required if less than 24 months between PRD
      and SEAOS
PTS Timeline
• Reporting CDB
• 24-15 months prior to SEAOS - Determine
  career intentions (know your YG)
• 15-12 months prior to SEAOS – Ensure you are
  in Fleetride
• 12-6 months prior to SEAOS – PTS negotiation
  window
• 6 months prior to SEAOS – Final PTS
  determination
PTS Timeline
• 5-3 months prior to SEAOS – Apply for SELRES
  quota if desired
  – Affiliation guaranteed with quota but can still
    enlist in SELRES without PTS quota
  – Quota not needed for IRR
Who gets PTS quotas?

• PFA results
• Proximity to SEAOS
• Results released mid month following
  application

How to succeed in PTS
•   Know your YG
•   Study
•   evals
•   PFA
•   Get involved in your career
• Year Group (YG) is based on the Fiscal Year (FY) that a Sailor
  attended Recruit Training (i.e., entered boot camp December
  2009 = YG 2010). Sailors will only be compared against their
  peers within the same Year Group (YG) vice being compared
  to Sailors in a whole zone (i.e., E5 with 6.5 years in the Navy
  to an E6 with 9.5 years).

  • 2. Guiding instructions • ERB – NAVADMIN 129/11 & 16/11 – NAVADMIN 140/12 • PTS – MILPERSMAN 1440-060 – NAVADMIN 352/10 – PTS Business rules dated 9 Apr 12 • HYT – NAVADMIN 030/11 (update E2/E3 HYT limits)
  • 3. Why ERB? • High retention/ low attrition • Changes in force and realignment resulted in unexpected over and under manned ratings • Other force management tools (PTS, ECTP, ETP, etc) were not meeting required end strength – PTS was not designed to absorb the pressure that was placed on it due to snapshot of force it represents.
  • 4. ERB Standards • The Navy requires first class petty officers to be fully engaged deckplate leaders who drive mission accomplishment daily. They adhere to the Navy standard through personal example and commitment to teaching Sailors. They challenge, mentor and measure their division’s and command’s success through team performance and deckplate results. They learn from their Chief and train their Division. They demand consistent procedural compliance and accuracy from themselves and those they lead. Their commitment is seen through dedicated self improvement and a passion for excellence in themselves and all Sailors. They clearly communicate standards to the Sailors they lead, while consistently keeping the chain of command informed. They are visibly loyal to the command, Sailors, peers and themselves. They create circumstances which provide their Sailors the opportunity to succeed. They ensure heritage is weaved into daily events, so Sailors understand a commitment to excellence is a time-honored tradition that connects our past while forging the foundation of our future.

ERB substandard and marginal indicators • Documented misconduct involving NJP or civilian offenses • Moral or professional dereliction (DFC) • Eval marks, during the reporting period, suggesting substandard or marginal performance to include: – Significant problems or Progressing - A decline in performance is defined as a decline in two or more trait grades by the same reporting senior on subsequent reports.
  • 6. ERB substandard and marginal indicators (cont’d) – A decline in promotion recommendation caused by forced distribution is not considered a decline or adverse. If, however, caused by misconduct, it is then considered a decline and may be considered adverse. - Receipt of an eval with any grade below 2.0 - Multiple documented Physical Readiness Program failures - Any circumstance related to performance which results in the Sailor’s inability to perform in their rating/duties such as:

ERB substandard and marginal indicators (cont’d) – Loss of security clearance when required by rating – Disqual from performing primary duties in accordance with the Lautenberg Amendment of 1996 – Other documented substandard or marginal performance indicators that the Sailor’s retention may be inconsistent with national security interests or may otherwise not be in the best interest of the Navy.

  • 11. Who is required to be in PTS? • E3-E6 Sailors • < 14 years of service • Only eligible if last TWO evals were recommended for advancement/retention • Required to be in Fleetride not later than 12 months prior to SEAOS or PRD – PRD required if less than 24 months between PRD and SEAOS
  • 12. PTS Timeline • Reporting CDB • 24-15 months prior to SEAOS - Determine career intentions (know your YG) • 15-12 months prior to SEAOS – Ensure you are in Fleetride • 12-6 months prior to SEAOS – PTS negotiation window • 6 months prior to SEAOS – Final PTS determination
  • 13. PTS Timeline • 5-3 months prior to SEAOS – Apply for SELRES quota if desired – Affiliation guaranteed with quota but can still enlist in SELRES without PTS quota – Quota not needed for IRR
  • 14. Who gets PTS quotas? • Paygrade • Evals • Critical NECs • PFA results • Proximity to SEAOS • Results released mid month following application • Quota expiration

  • 16. • Year Group (YG) is based on the Fiscal Year (FY) that a Sailor attended Recruit Training (i.e., entered boot camp December 2009 = YG 2010). Sailors will only be compared against their peers within the same Year Group (YG) vice being compared to Sailors in a whole zone (i.e., E5 with 6.5 years in the Navy to an E6 with 9.5 years).
