• Established in 2009 to support the CNP’s
  Continuum of Service (CoS).
• Provides Sailors a seamless transition
  between Active and Reserve Components
  (AC/RC).
• Encourages a lifetime of service.
• Consist of TA’s (East & West), CPU, Admin

CTO’S ROLE IN AC2RC

• Educate Sailors about the benefits of NR
  affiliation (void left by CARIT disestablishment).
• Streamline the transition from AC to RC
  through centralized processing.
• Decrease transition processing times to 72
  hours between components and reduce
  potential pay interruptions.

   – Exams (Feb/Aug)
   – Bonus
   – MGIB-SR (SOU/NOBE)
TRANSITION ASSISTANT (TA)

 TA’s
• Officer Transition Assistants (OTA)
• Enlisted Transition Assistants (ETA)
• Medical Transition Assistants (MTA)

• TA’s assist Sailors with their affiliation into
  the Navy Reserve.

TRANSITION ASSISTANT (TA)

TA’s work directly with CCC’s & Sailors to:
• Expedite the affiliation/transition process.
• Prepare documents for affiliation.
• Sailors POC regarding Navy Reserve
  Programs and policies.
  – Bonus eligibility
  – Tricare Reserve Select
  – SGLI
  – Reserve Retirement and much, much more.
CAREER COUNSELORS

• Ensure ALL ECTP and SELRES PTS
  approved Sailors complete the Reserve
  Affiliation Screening Checklist prior to
  terminal leave.
  – Ensure contact information is accurate
• Submit RASC to CTO/Retain on file until 61
  days after EAOS
• Ensure Sailors notify TA’s of their terminal
  leave date and the name of their SEP clerk
  ASAP *can affect Involuntary Separation Pay*.
CAREER COUNSELORS

• Ensure Sailors notify their SEP clerk they are
  affiliating with the SELRES.*
• Once the RASC is submitted contact the TA
  for contract details (if necessary).
• If the Sailor is no longer eligible after you
  submit the RASC; resubmit the RASC.**
• Don’t send PTS & ECTP approved Sailors to
  see Navy Recruiters!

CENTRAL PROCESSING UNIT (CPU)

• The CPU gains the member into the
  NR(NOSC) CPU does not effect AC losses
  in NSIPS.
• Updates the member's MAS code and billet
  information in NSIPS-R.
• Submits a request for IDT(NR Unit) orders
  through IDT Order Writer.
• CPU provides gain package including a
  copy of orders to the TA, Sailor and NOSC.
CENTRAL PROCESSING UNIT (CPU)

• Sailors who affiliated prior to 1 May 2012
  were gained in their permanent
  rating/paygrade.
• CPU provides gain package including a copy
  of orders to the TA, Sailor and NOSC.

INVOLUNTARY SEPARATION PAY

• Sailors who are eligible to receive ISP must
  complete a NAVY reserve contract for a
  minimum of 3 years prior to their release
  from active duty.
• Sailors with a SELRES PTS quota can fulfill
  this obligation in the SELRES (Contract
  generated by PERS 97 CTO).
• Sailors who don’t have a SELRES PTS
  quota must obligate service in the IRR
  Contract is done by PERS 93).

INVOLUNTARY SEPARATION PAY

Commands must forward to PERS 93 (IRR)
• Incur Page 13 (MPM 1910-050)
• DD 214 worksheet
• ERB notification PG 13
• Special request chit signed by the CO for
  Sailors who are authorized to be released
  from active duty prior to their EAOS or Sep
  1.

INVOLUNTARY SEPARATION PAY

• Commands must forward the signed original
  ISP Page 13 and DD 214 to PERS 93 for
  Sailors who will complete their ISP obligation
  in the IRR and to PERS 97 for Sailors who
  will be affiliating in the SELRES.
  – Ensure Sailors who are going on TDY or
    Terminal leave are identified and reported to
    PERS 93 and PERS 97 (CTO) so their contracts
    can be sent prior to the Sailors departure from
    the command.

WHAT DO I NEED TO DO

• Complete your affiliation documents prior to
  going on terminal leave (Reserve Affiliation
  Screening checklist, Reserve Contract, Page 13’s).
• Select the NOSC closest to were you intend
  to reside (This is not always the NOSC in your state)
• Don’t report to the NOSC until the date
  specified by your TA.
• Contact the CTO/your TA while on terminal
  leave if you have any questions or changes
  occur.

TERA
• NAVADMIN’s 025/12 and 140/12 outline the
  eligibility requirements and application
  procedures for TERA.
  – 15 years of active service as of 1 September
    2012. Only Sailors whose ADSD is 2 September
    of earlier are eligible.
  – Applications must be submitted by 15 June
    2012.
  – Must be retired NLT 1 September 2012
  – May retire prior to 1 September 2012 if approved
    and they have 15 years active service.
TERA
• STE may be requested if your EAOS is prior
  to 1 September and you will have 15 years of
  Service on 1 September.
  – Submitted to PERS 81 via CO (by direction auth)
  – Request should not result in the Sailors SEAOS
    exceeding September 2012.
  – Email request format in NAVADMIN 140/12

CTO’S ROLE IN AC2RC • Educate Sailors about the benefits of NR affiliation (void left by CARIT disestablishment). • Streamline the transition from AC to RC through centralized processing. • Decrease transition processing times to 72 hours between components and reduce potential pay interruptions. CAREER COUNSELORS • Ensure ALL ECTP and SELRES PTS approved Sailors complete the Reserve Affiliation Screening Checklist prior to terminal leave. – Ensure contact information is accurate • Submit RASC to CTO/Retain on file until 61 days after EAOS • Ensure Sailors notify TA’s of their terminal leave date and the name of their SEP clerk ASAP *can affect Involuntary Separation Pay*.

CAREER COUNSELORS • Ensure Sailors notify their SEP clerk they are affiliating with the SELRES.* • Once the RASC is submitted contact the TA for contract details (if necessary). • If the Sailor is no longer eligible after you submit the RASC; resubmit the RASC.** • Don’t send PTS & ECTP approved Sailors to see Navy Recruiters! CENTRAL PROCESSING UNIT (CPU) • The CPU gains the member into the NR(NOSC) CPU does not effect AC losses in NSIPS. • Updates the member's MAS code and billet information in NSIPS-R. • Submits a request for IDT(NR Unit) orders through IDT Order Writer. • CPU provides gain package including a copy of orders to the TA, Sailor and NOSC.

INVOLUNTARY SEPARATION PAY • Sailors who are eligible to receive ISP must complete a NAVY reserve contract for a minimum of 3 years prior to their release from active duty. • Sailors with a SELRES PTS quota can fulfill this obligation in the SELRES (Contract generated by PERS 97 CTO). • Sailors who don’t have a SELRES PTS quota must obligate service in the IRR Contract is done by PERS 93). INVOLUNTARY SEPARATION PAY • Commands must forward the signed original ISP Page 13 and DD 214 to PERS 93 for Sailors who will complete their ISP obligation in the IRR and to PERS 97 for Sailors who will be affiliating in the SELRES. – Ensure Sailors who are going on TDY or Terminal leave are identified and reported to PERS 93 and PERS 97 (CTO) so their contracts can be sent prior to the Sailors departure from the command. WHAT DO I NEED TO DO • Complete your affiliation documents prior to going on terminal leave (Reserve Affiliation Screening checklist, Reserve Contract, Page 13’s). • Select the NOSC closest to were you intend to reside (This is not always the NOSC in your state) • Don’t report to the NOSC until the date specified by your TA. • Contact the CTO/your TA while on terminal leave if you have any questions or changes occur.

  • 28. TERA • NAVADMIN’s 025/12 and 140/12 outline the eligibility requirements and application procedures for TERA. – 15 years of active service as of 1 September 2012. Only Sailors whose ADSD is 2 September of earlier are eligible. – Applications must be submitted by 15 June 2012. – Must be retired NLT 1 September 2012 – May retire prior to 1 September 2012 if approved and they have 15 years active service.
  • 29. TERA • STE may be requested if your EAOS is prior to 1 September and you will have 15 years of Service on 1 September. – Submitted to PERS 81 via CO (by direction auth) – Request should not result in the Sailors SEAOS exceeding September 2012. – Email request format in NAVADMIN 140/12
