Accord de coopération
Russie et Arménie
À la suite de la session sur la
coopération économique intergouvernementale russo-arménienne, les
deux pays ont signé le programme sur
une coopération économique bilatérale à long terme jusqu’en 2020.
Le Département d’information et de
relations publiques du gouvernement
de la République d’Arménie a déclaré
que, après la fin de la session susmen-
tionnée les co-présidents du comité,
le Premier ministre d’Arménie Tigran
Sargissian et le ministre des Transports de Russie Maxim Sokolov, a
souligné l’importance de la réalisation du programme et a noté que les
gouvernements d’Arménie et de
Russie travailleront à la réalisation
des projets impliqués dans le
programme.
Clôture du Festival « Komitas
Vartabed » à Erévan
Le 3 octobre dans la salle « Aram
Khatchatourian » de l’Opéra d’Erévan
se sont déroulés les cérémonies de clôture du Festival pan-arménien « Komitas Vartabed » (Père Komitas), une
manifestation qui est à l’initiative du
ministère arménien de la Diaspora
dédiée au plus célèbre musicologue
arménien. Parmi les personnalités
présentes dans la salle notons celles de
la Première dame d’Arménie Rita
Sargissian, de la ministre de la Diaspora Hranouche Hagopian, des représentants du gouvernement et un public fidèle à l’œuvre de Komitas. Dans le
cadre de ce festival, la chorale « Komitas Vartabed » a offert durant les semaines écoulées plusieurs concerts à
Erévan, mais également à Gumri, Vanatsor et Etchmiadzine. Lors de cette cérémonie de clôture, on comptait dans la salle, des invités musiciens ou choristes
venus d’une dizaine de pays, dont le Japon et la Russie. Un documentaire de
Haïk Sayatian dédié à Komitas a également été projeté. Des œuvres de Komitas
ont été réalisées accompagné d’un koto japonais.
Le koto, un instrument de musique à cordes traditionnel japonais, est composé de 13 chaînes qui sont enfilées sur 13 ponts mobiles sur la largeur de
l’appareil.
Les joueurs peuvent ajuster les emplacements de chaîne en déplaçant ces
ponts avant de jouer, et utiliser trois doigts (le pouce, l’index et le majeur) pour
pincer les cordes.
Augmentation de la production
de légumes en Arménie
Selon les dernières projections, la production végétale en Arménie atteindra
865 000 tonnes, soit une augmentation de 1,8 pour cent par rapport à l’année
précédente.
Le vice-ministre de l’Agriculture Samvel Galstian a déclaré que les volumes de
production des cultures végétales vont probablement atteindre les 210 000
tonnes de pommes de terre et les 665 000 tonnes de légumes. Cependant, le prix
actuel des pommes de terre dans le pays a augmenté, en raison de la baisse du
volume des pommes de terre semi-mûres.
Cathédrale à Moscou
et colloque à Erevan

Je reviens d’un colloque de trois
jours à Erevan : 40 militants arméniens, des journalistes et des représentants d’organisations politiques, religieuses et culturelles de 18 pays
(Argentine, Arménie, Artsakh,
Belgique, Brésil, Canada, Danemark,
Égypte, Éthiopie, France, Iran, Israël,
Liban, Pays-Bas, Russie, Syrie, ÉtatsUnis d’Amérique et Uruguay), ont
assisté à des réunions à huis-clos avec
des responsables gouvernementaux
haut placés.
Les participants ont rencontré le
vice-président et les présidences de
tous les comités parlementaires, le
président du directeur de cabinet,
Viguen Sarkissian, le ministre des
Affaires étrangère Edouard
Nalbandian, le ministre de la Défense
Seyran Ohanyan, la ministre de la
Diaspora, Hranouch Hakobyan, le
secrétaire du Conseil national de sécurité, Artur Baghdasaryan, le président
de la Cour constitutionnelle, Gaguik
Haroutounyan et le président de
l’Artsakh, Bako Sahakyan.
Étant donné que les réunions portaient sur des sujets sensibles de sécurité nationale et de politique, et
qu’elles étaient confidentielles, je ne
peux révéler que les thèmes généraux,
sans mentionner le nom de l’orateur
ou du participant :
— La décision de l’Arménie de
rejoindre l’Union douanière de la
Communauté des États Indépendants
(CEI) au lieu de signer l’Accord de
libre-échange avec l’Union européenne ;
— Les menaces pesant sur la sécurité nationale de l’Arménie et les
efforts pour les neutraliser ;
— Les préparations en vue d’un
éventuel procès international contre la
Turquie pour assurer des restitutions
pour le génocide arménien ;
— Des projets pour le centenaire du
génocide arménien ;
— Le statut des protocoles
Arménie-Turquie, signés mais non ratifiés ;
— Le moral supérieur des soldats
victorieux arméniens – un avantage
sur les Azéris dans le cas d’une nouvelle guerre avec l’Azerbaïdjan ;
— La participation de la diaspora
dans le développement économique de
l’Arménie et de l’Artsakh.
La conférence, organisée par le ministère de la Diaspora, a fourni aux participants une rare occasion de faire
connaître leur évaluation critique de la
situation dans la patrie et de poser des
questions aux plus hauts responsables
de l’Arménie et de l’Artsakh. Les leaders politiques et leurs invités de la
diaspora ont insisté sur le besoin
urgent d’un cadre ou d’une structure
qui permettrait de coordonner les initiatives des Arméniens en Arménie, en
Artsakh et en diaspora. Pendant la
conférence et les interviews avec les
médias, j’ai proposé la création d’un
comité pan-arménien, qui comprendrait des représentants de
l’Arménie, de l’Artsakh et de la diaspora, et qui pourrait gérer expressément
les besoins primordiaux de l’Artsakh, à
l’instar du Comité du Centenaire du
génocide arménien, la différence étant
que le Comité de l’Artsakh serait de
nature permanente.
Le 21 septembre, les participants à
la conférence ont été invités à assister
à la réception présidentielle spéciale
pour la célébration du Jour de
l’Indépendance de l’Arménie. La soirée
s’est terminée par un concert impressionnant et des feux d’artifice tirés sur
la Place de la République.
Avant ma venue à Erevan, j’ai
assisté à la consécration spirituellement stimulante de la cathédrale
arménienne de Moscou, qui aurait
coûté des dizaines de millions de dollars, pris en charge par un généreux
homme d’affaires russo-arménien. La
structure magnifique de l’église et le
centre communautaire non loin
doivent jouer un rôle important dans la
préservation de la langue arménienne
et de la foi chrétienne pour les deux
millions d’Arméniens vivant en Russie.
Le 17 septembre, les présidents de
l’Arménie et de l’Artsakh, le Catholicos
Karekin II, des ecclésiastiques
arméniens de haut rang et le patriarche russe orthodoxe Kirill étaient
présents à la cérémonie de consécration. Le président Poutine n’a pas pu y
assister, n’étant pas à Moscou.
Pour cette auguste occasion, des
séries de concerts, de réceptions et de
banquets ont eu lieu à Moscou, organisés par le Diocèse arménien de
Russie pour le grand nombre d’invités
venant du monde entier. En guise de
remerciement, le Catholicos Karekin II
a honoré la dizaine de bienfaiteurs de
la cathédrale en leur remettant la plus
haute médaille honorifique de l’Église
arménienne.
Lorsque j’étais à Moscou, j’ai participé à plusieurs événements liés à la
bijouterie, organisés par des bijoutiers
arméniens célèbres en Russie. Pour la
première fois depuis cent ans, un
Arménien, Gaguik Guevorkyan, président de l’Estet Jewelry House, a été
élu président de la prestigieuse Guilde
des Joailliers russes. M. Guevorkyan a
sponsorisé le somptueux bal annuel de
bienfaisance des joailliers, qui a eu lieu
au quartier général de sa société à
Moscou, auquel ont participé plus d’un
millier de joailliers et leurs familles, y
compris des bijoutiers arméniens connus, venant de France, du Canada et
des États-Unis.
C’est avec un sentiment de grande
fierté que j’ai regardé les membres de
l’Association des bijoutiers arméniens
de Russie et d’Amérique du Nord,
s’adresser aux invités de marque lors
du Forum économique international
des bijoutiers et exposer leurs précieuses pièces d’artisanat à JUNWEX,
la XIIe Exposition Internationale de
bijoux et de montres.

A Sigh of relief

Against the backdrop of bloodbaths
raging in Syria and Iraq, the drumbeat
of a looming new war was too much
for the international community to
bear. Finally the United Nations
Security Council’s unanimous vote on
September 27 arrived just in time to
bring a sigh of relief to the war-weary
world.
The UN vote was the work of
responsible leadership on all fronts to
avert another disaster in the Middle
East.
All of the participants — from the
east and west — will enjoy the peace
dividends of that historic vote.
Armenia being in the proximity of that
region will also become one of the
beneficiaries of this new development.
What has come to be known as the
Arab Spring is a sinister process of dismantling stable and prosperous countries in the Middle East to eliminate all
real and presumed threats to Israel.
Iraq and Libya were destroyed
under the false pretenses of bringing
democracy to those countries. The
aftermath of those debacles is too
obvious for any statesman to draw the
right conclusions.
During the trigger-happy administration of Bush-Cheney, Israeli Prime
Minister Benjamin Netanyahu did not
need too much arm-twisting in
Washington to draw the US into disastrous adventures.
After $3 trillion was wasted on war
and the sacrifice of 4,500 of the
bravest of the brave in the US military,
with 50,000-plus maimed and wounded, President Obama paused for a
moment before committing the US to
another war.
Contrary to news media fabrications, the war in Syria is far from being
a civil war, since foreign mercenaries
are engaged to establish another
Islamist state in the Middle East. The
US and the West had been contributing to that goal inadvertently by helping fundamentalist mercenaries.
The bloodshed already afflicting the
region and the prospect of another Al
Qaeda regime sobered up the statesmen on all fronts to seek a diplomatic
solution to the artificial Syrian problem.
Despite the fact that President
Obama was elected on the premise
and promise of bringing peace to the
world, he was pushed into a corner,
threatening to attack Syria with
Tomahawk missiles.
The budget debate and other
domestic concerns forced the White
House to reach out across the aisle to
garner votes, and hawkish legislators
like John McCain raised the price of
that support by illegally entering the
Syrian territory, ushered by hired
guns, to sort out the good terrorists
from the bad.
Thus Obama hypothetically drew
the red line in the sand, making use of
chemical weapons as casus belli. That
proviso provided the opportunity to
Saudi Prince Bandar Bin Sultan, master of international intrigue, Turkey’s
Premier Recep Tayyip Erdogan and
Israeli intelligence to stage the August
21 chemical weapons attack to justify
US retaliation. It took the creative
diplomacy of US Secretary of State
John Kerry and Russian Foreign
Minister Sergey Lavrov to craft a consensus deal at the UN to save the day.
The UN resolution calls for dismantling all of Syria’s chemical weapons
under its supervision. The resolution
blames no particular party for the
August 21 incident, meaning that the
Russians, as well as theWest, had presented strong evidence to cancel each
other out. The resolution does not
automatically activate Article 7 of the
UN Charter, which calls for military
action in case of non-compliance.
These two cases are considered victories for Lavrov’s diplomatic skills, at
the same time, providing a face-saving
device for President Obama, a reluctant warrior.
The 68th UN General Assembly
brought another breakthrough when
Obama had a 15-minute phone conversation with the newly-elected
President of Iran Hassan Rouhani. The
standoff between the US and Iran over
the latter’s nuclear ambitions, was dramatically eased.
Against a negotiated settlement of
the issue, Iran is seeking the removal
of international sanctions which had
crippled its economy.
Iran being Armenia’s important
trading partner, its relations were
frowned on by the West, while
Pakistan, a staunch US ally challenged
the sanctions entering into an energy
deal with Tehran. Not only Armenia
will breathe easily in trading with Iran,
but a danger of war on its borders will
be averted.
Therefore, it is no surprise that
Armenia’s Foreign Minister Eduard
Nalbandian welcomed the breakthrough and congratulated his Iranian
counterpart Mohammed Javad Zarif
for the resumption of G5+1 negotiations.
All of the member representatives
of the UN Security Council profusely
praised the diplomatic efforts of Kerry
and Lavrov for making the prospect of
peace a real deal.
Kerry gave credit to Lavrov who
took up his challenge of eliminating
chemical weapons and worked out the
agreement with the Syrian government.

Armenian parliament approves
amnesty for prisoners
YEREVAN (Arka) — By a vote of 102, Armenia’s parliament endorsed president Serzh Sarkisian’s proposal to grant amnesty to a large portion of the country’s prisoners, in what the president attributes to be in honor of the 22nd
anniversary of Armenia’s independence. No lawmaker voted against or
abstained from voting.
The amnesty applies to persons who were convicted of crimes before
September 1, 2013, excluding those convicted of serious crimes such as murder
or rape. Persons convicted for a maximum period of three years, persons given
probation sentences, or persons whose jail term was postponed will be freed
from serving their terms.
The amnesty also applies to persons convicted for a term of up to 3 years,
who were awarded first degree disability, persons older than 60 years, those
aged under 18, those who have no other criminal record, pregnant women and
women with children under the age of 3 years, WWII veterans, and veterans of
the Karabakh war. The amnesty will apply to some 1,200 prisoners out of a total
of approximately 4,600 in the country’s prisons.
The amnesty will not apply to persons who committed serious crimes, willfully violated the prison regime, committed a second offense in a penitentiary institution, or those who are on the wanted list. Armenia has declared a total of nine
such amnesties since independence from the Soviet Union.
Skulls and bones exposed in
mass grave near Van
VAN, Turkey (Armenian
Weekly) — Skulls and bones, possibly from the Armenian Genocide, protrude from the soil near a school in the
district of Westan in Van, according to
the pro-Kurdish Ozgur Gundem. A
mass grave believed to be from the
Armenian genocide has been
unearthed during the construction of
the Dagyore Elementary School last
year in the village of Ili in the district
of Westan (current name Gevash). The
bones remain there, protruding from
the soil, to this day. Villagers say the
mass grave is likely that of the
Armenians who lived in the village a
century ago. The village, Ili, southwest
of Geva_ (Armenian name Vosdan),
had 21 Armenian households prior to
the Armenian Genocide.
Armenia to export drones to Denmark
Armenia will be exporting
unmanned aerial vehicles (UAV) to
Denmark, the Executive Director of
the Union of Information Technology
Enterprises (UITE) said.
According to Karen Vardanyan, the
winner of the unmanned aircraft competition has registered an enterprise to
manufacture commercial drones.
A preliminary agreement stipulates
for a monthly production of 10 drones,
he noted. The device will be used for
agronomic research and cultivation
area surveys.
“This is a major step for Armenia to allow the country to enter the international drone market as well as find foreign partners to promote the sector,”
Vardanyan said, adding that the drone can also be used for defense purposes as
well as to facilitate highway police work.
Krunk is an Armenian unmanned aerial vehicle in service with the Armed
Forces of Armenia. It is intended for close reconnaissance, transmitting realtime video data (visual or infrared) or taking higher resolution still images.

Syrian Armenians, which was
made possible by the generosity of donors worldwide. Every
penny is now at work to meet
the urgent humanitarian needs
of countless Syrian Armenians
on the ground. Yet, as the devastating conflict unfolds with
no end in sight, thousands of
vulnerable families continue to
look to the global Armenian
community for support.
Since the outbreak of Syria’s
civil war over two years ago,
an estimated four million people have been internally displaced. There are losses that
are felt acutely by Syrian

Armenians, whose presence in
the country can be traced to the
11th century and whose future there is now in peril. Amidst the devastation,
AGBU is working to ensure that Armenians in Syria receive the food, healthcare,
shelter and emergency assistance they need. In August 2012, the AGBU District
Committee of Syria formed the AGBU Emergency Body in order to cope with
the humanitarian crisis. Comprised of local AGBU representatives, the Body has
created its own social welfare system, registering beneficiaries, assessing their
needs, and administering life-saving aid to more than 3,000 families.
While a scarcity of fuel and public transportation has made it nearly impossible for scores of Syrian Armenians to leave the country, those who have found
refuge in Armenia and Lebanon face their own challenges. Not knowing when-or
if-they will be able to return home, those individuals have relied on AGBU for
housing stipends, grocery coupons, medicine, warm clothing and school fees.
Events hosted by YP Athens, YP Boston, YP Greater New York, YP Northern
California and YP Toronto have brought in thousands of dollars, while the
AGBU Toronto Chapter, the AGBU France District, and the AGBU Sao Paulo
Chapter have set new fundraising records, collecting over $40,000, $25,000 and
$9,000, respectively. Following suit, AGBU Montreal has also pledged $10,000.
Even non-AGBU entities, such as the Armenian Youth and Student Association
of Austria, have joined the cause.
Together, those efforts are making a dramatic difference across the region,
but resources are stretched thin as Syria’s conflict persists. AGBU Central Board
member-and Damascus native-Vasken Yacoubian praised AGBU’s relief work,
commenting, “AGBU was the first organization to foresee the immediate and
long term needs of the Syrian Armenian community within and outside Syria,
and to develop and implement an effective response strategy. AGBU will do its
utmost to sustain its efforts for as long as needed.”
‘We Are Our Mountains’ Monument
Reopened after Renovation
STEPANAKERT—On September 25, the President of the Nagorno
Karabakh Republic Bako Sahakyan partook in a reopening ceremony for
the renovated “We Are Our Mountains” monument – one of the most
iconic symbols of Artsakh – the press office of the Artsakh President

59 ‘Armenian Power ’ gang members
are behind bars
59 members of the “Armenian Power” group active in the US have pleaded guilty to charges such as robbery, murder, kidnapping, extortion, fraud,
drug smuggling and illegal weapons trafficking.
In 2011, the US law enforcement authorities conducted a large-scale
operation, which resulted in the arrests of dozens of people. All in all, 70
people found themselves in the dock, RIA Novosti reports.
The “Armenian Power” gang included mainly immigrants from Armenia
and other Republics of the former USSR. It was formed in Los Angeles in
the 1980s. The gang allegedly consisted of up to 250 people.

Syrian crisis in perspective, it reminds
us of the Cuban Missile Crisis which
had pushed the world to the brink of
nuclear war.
Reviewing the Cuban Missile crisis,
here is what Wikipedia says about it:
“Khrushchev told Mikoyan of his idea
of shipping Soviet missiles to Cuba.
Mikoyan was opposed to the idea, and
was even more opposed to giving the
Cubans control over the Soviet missiles. In early November 1962, at the
height of Cuban Missile Crisis, the
Soviet leadership dispatched Mikoyan
to Havana to help persuade Castro to
cooperate in the removal of the
nuclear missiles and bombers the
Soviet Union had placed on the island.

with Castro, Mikoyan was informed
about the death of his wife, Ashkhen,

for the funeral, Mikoyan opted to stay
and sent his son Sergo there instead.
Castro was adamant that the missiles remain but Mikoyan, seeking to
avoid a full-fledged confrontation with

position that you will keep all the
weapons and all the military specialists with the exception of the ‘offensive’ weapons and associated service

removal of the Il- 28 bombers and tactical nuclear weapons still left in Cuba.
But after several tense and grueling
weeks of negotiations, he finally
relented and the missiles and the
bombers were removed in December

The same Wikipedia entry says
about Lavrov: “Lavrov was born in
Moscow on March 21, 1950 to an
Armenian father from Tbilisi and a
Russian mother from Georgia.” It turns
out that two Armenians emerge as
peacemakers at the verge of international crises.
The world will benefit from the
skills of these two diplomats. In the
case of the UN vote, the prospect of a
Geneva 2 Conference is becoming
reality. At this time there are more
than 10,000 Armenians from Syria living in Armenia, hoping to return to
that prosperous community once
normality is restored in that
country.
Very few people have realized, and
will realize in this case, that the diplomatic genius of two Armenians has
come to save the world from catastrophe.
On the other hand, the sad commentary is that Armenians excel when
they are in the service of foreign powers.
Yet at this point the peace prospect
is the most redeeming factor giving a
chance to the world to enjoy a sigh of
relief.
