Evacuation means exiting a facility as
directly and safely as possible.
Evacuation is appropriate when
conditions inside a structure pose a
threat to the health and safety of
building occupants and leaving the
facility is safer than remaining inside of
it.
Purpose of evacuation -
Within the preparedness plan,
evacuation centers are to provide safe
emergency shelter for a short time
before the disaster strikes. In
principle, evacuation centers will
provide safe shelter to communities
at potential risk of disaster (cyclone,
flood, fire, etc.).

WHEN SHOULD WE EVACUATE FROM FLOOD?
If flood waters are likely to rise to
dangerous levels or conditions point to the
risk of a flash flood, you may need to
evacuate your home. Evacuation orders can
be issued in person, by a member of the
SES, police door knocking, via radio, by
automated phone or SMS message.

How do you evacuate during a flood?
If you must prepare to evacuate, you
should do the following:-
Secure your home. If you have time,
bring in outdoor furniture. Move
essential items to an upper floor. Turn
off utilities at the main switches or
valves if instructed to do so. Disconnect
electrical appliances.
How do you develop an evacuation plan?
 Determine escape routes and nearest exits. A good
evacuation plan includes primary and secondary
escape routes. ...
 Create a communication plan. ...
 Know your tools and inspect them. ...
 Rehearse the evacuation procedures. ...
 Follow-up and reporting.

Shelter Management Teams coordinate
and manage resources in a congregate
care facility (shelter) intended to
provide a safe and protected
environment for populations displaced
by an incident or an event.
What is shelter planning?
Shelter in place means finding a
safe location indoors and
staying there until you are
given an “all clear” or told to
evacuate.
 Different Team(Team should be
both male& female)
 1) Medical Team
 2) Sanitation Team
 3) Dry Food & Cooked Food distribution
 4)Safe drinking water.
 5)Trama counciling
Gruel kitchen becomes a necessity when the
persons sheltered in permanent or temporary
shelters have lost means for livelihood for a
temporary period under impact of a severe type of
natural calamity, which caused wide spread
destruction of housing stock of the evacuated
people. In such cases, the persons who have been
evacuated may have to depend upon government
aid for a week / fifteen days and to stay at the
rescue shelters for fifteen days at a stretch. Gruel
kitchens have to be opened by the government for
the affected persons in this exceptional case.
Conditions under which gruel
kitchen will be opened
Gruel kitchens have to be opened under express
permission of the State Government to be taken prior to
such opening by the concerned DM. The BDO will inform
the DM about the scale of destruction of houses of the
persons affected after a thorough on the spot enquiry by
a four-member team as quickly as possible. On the basis
of the report of the BDO, the DM will assess in
consultation with the Sabhadhipati of the concerned Zilla
Parishad, the need to open a gruel kitchen. If a gruel
kitchen is found to be of immediate necessity, the DM
will report to the State Relief Commissioner and with
permission of the later, will arrange for opening as many
gruel kitchens as required in really affected areas.
Duration of gruel kitchen
Gruel kitchen will be opened usually after
two/three days in the relief camps if it is found
on enquiry that the persons evacuated have
lost their houses fully, irrespective of nature of
the houses, rendering them houseless and
thereby making the district administration
responsible for their upkeep for some time,
maximum for a fortnight.
A list of recipients of cooked food in each
gruel kitchen should be prepared family wise
by the four-member committee with approval
of the Block Development Officer concerned
in the following form:

without a card will be allowed to have any
food served from the kitchen.

A Muster Roll of persons served with cooked food from
each gruel kitchen should be maintained in the following
form:

Workers at the Gruel Kitchen
 Two cooks and three water carriers should be
engaged from among the beneficiaries by the
committee for each Gruel kitchen. They will be
given in addition to their share of cooked food a
sum equivalent to the prevalent minimum Wages
for unskilled labours.
 Surprise visits are necessary by the
Prodhan/Upa-Prodhan/Ward
Councilor of the concerned Gram
Panchayat/Ward, Block Disaster
Management Officer, Block
Development Officer or Sabhapati of
concerned Panchayat Samity. Vice-
Chairperson/ Chairperson.
What to check during inspection?
 Check the Register of Recipients of cooked food with
the Admit Card and the Muster Roll,
 See that the recipients have their Admit Cards,
understand how many of them in each family are
entitled to be served with cooked food, and are actually
given their food in regular groups,
 Enquire into any unusual contingent expenditure,
 See that the cooks and water carriers have received
their wages and that their numbers are not excessive,
 Check the Dead Stock Register,
 Examine the quality of food materials and cooked food,
 See that the drinking water is healthy.

Accounts to be maintained in -  Form of Accounts to be kept at Gruel Kitchen  A dead-stock Register - Stock Register of Furniture/Tools/Plants etc. Workers at the Gruel Kitchen  Two cooks and three water carriers should be engaged from among the beneficiaries by the committee for each Gruel kitchen. They will be given in addition to their share of cooked food a sum equivalent to the prevalent minimum Wages for unskilled labours.
  • 24.  Surprise visits are necessary by the Prodhan/Upa-Prodhan/Ward Councilor of the concerned Gram Panchayat/Ward, Block Disaster Management Officer, Block Development Officer or Sabhapati of concerned Panchayat Samity. Vice- Chairperson/ Chairperson.
  • 25. What to check during inspection?  Check the Register of Recipients of cooked food with the Admit Card and the Muster Roll,  See that the recipients have their Admit Cards, understand how many of them in each family are entitled to be served with cooked food, and are actually given their food in regular groups,  Enquire into any unusual contingent expenditure,  See that the cooks and water carriers have received their wages and that their numbers are not excessive,  Check the Dead Stock Register,  Examine the quality of food materials and cooked food,  See that the drinking water is healthy.
