4. Operational Scope and Constitutional
Definition
The functions and duties are defined and set by the Constitution of Pakistan in Article 239I in Chapter
1. The Commission charged with the following duties:
1. To act as the implementing, coordinating and monitoring body for disaster management
2. To prepare the National Plan to be approved and implement coordinate and monitor the
implementation of the National policy
3. To provide necessary technical assistance to the Provincial Governments and the Provincial
Authorities for preparing their disaster management plans in accordance with the guidelines laid
down by the National Commission
4. To coordinate response in the event of any threatening disaster situation or disaster

8. Relief Assistance to Nepal
Relief Flights have been operated to provide relief to
Nepal earthquake affectees. These included Army
Field Hospital of 30 beds with doctors and
paramedics, 38 man USAR team with necessary
equipment, 2531 Tents, 3 ton Food Packs(13 kg/ 29
kg each),1000 NDMA Blankets and additional 12.5
tons of Medicines, 15 Community Shelter, 20000
Tarpaulin Shelters, 20 ton Rice, 0.5 tons Lentil ,
3024 litres Water and 3000 MREs. USAR Team has
already returned on 5 May (having successfully
cleared 5 sites), while the field hospital after
carrying out a successful tour of duty (2700 patients
treated and 32 operations conducted) has also
returned on 18th May 2015 from Nepal.

11. Budget Allocation
NDMA advises provinces to allocate Rs. 20
billion for disasters
NDMA has suggested to all four provinces and
Azad Jammu and Kashmir to allocate budgets to
deal with disasters. It had been suggested to
Punjab and Sindh to allocate Rs 5 billion each,
Balochistan and Khyber-Pakhtunkhwa (KPK) Rs.
3 billion each, AJK Rs2 billion and GB and FATA
Rs. 1 billion each.
12. Minor budget raise for NDMA betrays
misplaced priorities
Despite occurrence of several major natural disasters in
different parts of the country, the federal budget 2015-
16 for the National Disaster Management Authority
(NDMA) has not been increased more than 7 percent.
The NDMA has been allocated Rs 503,752 billion in the
fiscal year 2015-16 against the sum of Rs 446,446
billion for fiscal year 2014-15.

NDMA by providing some information about yourself, i.e. personal info, contact info, your skills
& expertise and availability.
Donations can be made to NDMA by individuals or organizations. For the purpose of transfer of
amount, two accounts are there: "Local Currency Account" and "Foreign Currencies Account"
along with the details of account number, branch code, branch name and swift code.
14. NDMA sends advisory for rough sea
conditions
National Disaster Management Authority (NDMA) on Sunday issued advisory to the fishermen
and other people living along the coastal areas of the country in view of the cyclone threat in
the Arabian Sea.
According to NDMA, the sea conditions along Sindh-Makran coast are likely to remain very
rough associated with strong gusty winds from Tuesday afternoon to Friday.
It advised to fishermen of Sindh not to venture in open sea from Tuesday afternoon to Thursday.
Likewise, fishermen of Balochistan are advised not to venture in open sea from Wednesday to
Friday.
NDMA advised all stakeholders and concerned to take necessary precautionary measures to
avoid any loss of lives and damage to public as well as private property.
It said that as per Pakistan Meteorological Department, the area of intense convection has
concentrated into a well-marked low pressure area in Arabian Sea and now lies at a distance of
about 1200km south-southeast of Karachi.
