Minister of Women and
Child Development, Smt.
Maneka Sanjay Gandhi
interacted with women jour-
nalists at the Women’s
Press Club in New Delhi on
the eve of International
Women’s Day. She
answered the queries raised
by women journalists on the
issues ranging from sexual
assaults, sexual harassment
of women at workplace,
adoption, surrogacy, nutri-
tion and the status of
women in the society.
On the issue of sex related-
crimes against women, the
Minister said thatthe Union
Ministry of Women and
Child Development is
preparing a film on ‘Good
Touch and Bad Touch’ to be
shown in the schools so that
the girls can learn to identify
the difference between the
two. Smt Maneka Gandhi
said that the Government is
very strict on the issue of
sex related crimes against
women and sexual harass-
ment laws have to be taken
very seriously. The Minister
elaborated that the
Government is setting up
one stop crisis centres for
women in distress which will
be connected by a universal
women’s helpline. 36 such
crises centres will be set up,
one in each state, to begin
with The Minister also pro-
posed 33% reservation for
women in police to make the
system gender sensitive. In
another measure to tackle
crimes against women,
SmtManeka Gandhi also
proposed appointment of
women as Special Police
Officers who will work as
honorary police women and
provide interface between
the police force and the
women affected by violence.
Replying to the question on
the adoption process, she
said that the laws need to be
simplified so that the babies
can find families.
On the nutrition issue, she
said that the real time moni-
toring on a daily basis can
help raise the nutritional
level of children. Smt
Maneka Gandhi added that
Women & Child
Development Ministry is giv-
ing shape to a Nutrition
Mission which will entail
training anganwadis,
redesigning the composition
of meals given to children
and pregnant mothers, and
real time monitoring of the
nutritional status of children.
Responding to the issue of
slashing of budget allocation
for the Ministry’s Schemes,
the Minister clarified that it is
only a re-organisation where
a part of funds have now
been allocated directly to the
States to be spent on the
schemes for the welfare of
women and children.
The Indian Women’s Press
Corps also gave a represen-
tation to the Minister which
included their demands
such as a need for a mech-
anism to regularly monitor
compliance of all laws
including labour laws within
media organizations which
affect the working of women
journalists.

The Maharashtra government has
banned cow slaughter. The amended Act
puts a blanket ban on the slaughter of
bulls, bullocks and calves, too. However,
the slaughter of female buffaloes and buf-
falo calves can continue, but only with the
permission of relevant authorities. The
intention is not to criticize or disobey the
decision (it may go to the High court) but
to put forward a point of view based pure-
ly on facts. It is true that many people eat
beef as it tastes good and is cheap. Beef,
generally seen as the poor man’s meat,
costs almost a third of mutton. Mumbai
alone consumes nearly 90,000 kg of mut-
ton every day, sold through 900 licensed
stalls and an equal number of illegal stalls.
Beef is consumed in large quantities in
foreign countries too. Vienna steak is
famous the world over.
The new Act will, however, allow slaughter
of water buffaloes, which provides
carabeef — generally seen as an inferior
quality meat that makes up only 25 per
cent of the total beef market in the state.
Beef traders claim the move will not only
render thousands jobless, but will also
drive up the cost of other meats in the
state. A gradual and calibrated approach
is always better taking into account any
deep adverse effect on any particular sec-
tion. India must study what the other
countries like Germany, Russia and
Argentina are doing in this matter. How
are they looking after their cows?
Who will be affected? How many people
will be affected, how will the cows and bul-
locks be looked after? Will it not give rise
to illegal, clandestine and unhealthy
slaughter? The cows and buffaloes will
need water to drink and fodder to eat, are
we paying attention to these things? Are
we setting up wash water recovery plants,
desalination plants for providing drinking
water, taking steps to curtail wastage of
water etc? These are the things on which
urgency is needed.
We must seek foreign assistance in vari-
ous matters which will also include animal
husbandry. Cow dung has been used in
villages to apply on hutments for cleaning
purposes. Cow dung cake was applied on
hutment walls for drying and later was
used as fuel. However, the ban doesn’t
mean that we ask people to stop eating
beef overnight, all of a sudden. It is neces-
sary to have dialogue with everyone and
seek consensus on this issue. “Hum
sabko saath lekar kyon nahin chal sakte”.
Govt should have taken everyone into confidence
Women have always managed the household and agri-
cultural activities well. Men have also been working hard
and are well educated. However, the scenario has
changed now as girls are performing well in studies.
They have proven themselves in the teaching field too.
While I was working in Tolani Institute, I always used to
seek assistance to improve my soft skills from a lady lec-
turer whose cubicle was just ahead of mine. She was a
very competent teacher and used to teach electrical
engineering. A mathematics teacher often used to stop
her car and offer me lift whenever she found me walking.
She was very courteous and competent teacher. Several
lady dentists are polite and well mannered.
Transport Minister Nitin Gadkari is in favour of lifting the
ban on E-rickshaws and wants to bring legislation in the
parliament. He should provide 50 per cent reservation to
women drivers in these vehicles. Women have proved to
be good drivers of motor vehicles. Many of them should
be encouraged to drive e-rickshaws which will make
women secure while using public transport. Our ship
used to anchor at Navlakhi in Gujarat and families used
to board it for cargo discharging. Later, in the evening,
they used to prepare food on the deck. I always used to
procure “bajra roti” from them in exchange for soap, old
clothing and empty drums. The barge men used to take
bottles from us and purchase milk from the shore.
In the villages, men were also very hard working no
doubt but they indulged in lot of anti social and criminal
activities too. For instance, they will brew crude alcohol
from “mahua”( I can still not forget its unique fragrance)
and drink it indiscriminately spoiling their health in the
long run. Subsequently, their wives will come to their res-
cue. You should see films like Ganga Jamuna, Mother
India, Naya Daur to view all the good and bad aspects of
life. Women are performing a good job in “gram panchay-
ats”. Infact, all the development must commence from
the grassroots level with the assistance of local level
administration, the corporate, rich cricketers and film
stars.
Empowerment of Women
It is obviously good if
the children study in
schools and play rather
than working in haz-
ardous situations.
However, India is a
country where large
number of poor people
is living and children
need to work to sup-
port their parents. This
situation is prevalent in
agrarian societies for a
long period of time.
Many young boys and
girls are very compe-
tent and they can com-
bine work with studies.
If you visit villages sur-
rounding cities you will
notice young girls per-
forming some work and
earning money.
They also study well.
Until 15 years back, I
must confess that I
was unaware about the
marijuana shrub which
was growing outside
our farmhouse gate. A
ten year old boy had
informed me about it.
The boy was very
smart, he could work in
the fields, milk and ride
the cows and buffaloes
and even managed to
clear examinations
with good marks. When
I was staying in com-
munity centre CGS
colony, the son of our
“presswala” used to
assist his father but
today he is a state civil
service officer.
Children must be pro-
hibited from working in
factories manufactur-
ing crackers or work
places where they may
inhale poisonous and
fibrous (hazardous)
material. They can
support their parents
until they become self-
reliant. The film Boot

worth watching. In the

bright to be able to
help his mother and

If sanitation, basic
education, health care
becomes available
then child exploitation
will automatically van-
ish. When I was study-
ing in 7th standard
some of my school
mates used to reach
school by walking a
distance of 5-6 km
barefoot.
They used to come
first and second in the
class and not me.
Obviously, they also
must have been work-
ing in the fields to
assist their parents.
Too much economic
disparity exists
between the rich and
the poor which needs
to be addressed.
I have read reports that
Ravi Shastri and Sunil
Gavaskar have earned
more money from BCCI
than Mahendra Singh
Dhoni. Visit the interior
areas of states like
Odisha, West Bengal
and Bihar and then you
can find the difference.
Disparity between the
rich and poor must be
narrowed. It is neces-
sary to provide basic
amenities to citizens
so that children will be
relieved from assisting
their parents and will
learn and play freely.
Let us hope our new
Maharashtra govern-
ment sets about mend-
ing the basics by total-
ly forgetting empty
rhetoric.
Lending a helping hand
Vishwa Hindu Parishad leader Sadhvi Prachi has been
making unwarranted statements. Salman Khan is a good
human being and has offered break to many new com-
ers in the film industry. Even Prime Minister Narendra
Modi admires him. Shahrukh Khan and Amir Khan are
excellent actors and have performed good work in the
film industry. A saint should refrain from issuing such
statements. She should recite the couplets from
“Ramcharitmanas”, “sundar kand” etc; and praise Lord
Ram and Hanumanji instead of spreading hatred.
The VHP and RSS should ask Sadhvi to divert her ener-
gies towards constructive purposes, for educational
effort. The RSS bosses must introspect and understand
that they have lived cushy life. Many of them didn’t have
to shoulder the family responsibilities. So they have not
passed through trials and tribulations and therefore they
live with half-baked ideas. They must work towards mak-
ing the Hindus physically strong and impart skill based
training, use of modern technology in engineering and
medical field etc. They must care for the cows and buffa-
los and work towards increasing milk production. The
Maharashtra government has banned calf slaughter.
Cow slaughter is already banned in the State under the
Maharashtra Animal Preservation Act (MAPA) but right-
wing groups have for decades fought to extend the pro-
hibition to the killing of calves, which could be slaugh-
tered after acquiring the ‘Fit for Slaughter’ certificate from
civic authorities. Madhya Pradesh has already passed a
bill to ban cow slaughter. The government must take
steps to increase agriculture and horticulture production
and not set up too many industries. Quality of the prod-
uct is more important than proliferation of factories.

pendent documentary “In Their Shoes”. Centered on the shoe industry in Agra and the

a producer-director with the project but also features in it as a son as he quenches his personal quest
to go deep and learn about the legacy of his old family business i.e. Shoe trade.Talking about a per-
sonal experience, Atul reminisces, “Back in 2010 I saw my father standing in a Woodland showroom
in Agra, looking at a certain item on the shelf and muttering, ‘so much has changed’. At that time, I did
not know what had ‘changed’ though bulk trading in shoe material has always been my family busi-
ness. Hence, I decided to document what ‘used to be’ and what had ‘changed’ and the result is this
film.”With a runtime of 92 minutes, this film navigates through the narrow alleys, crowded slums and
giant export houses of the historic city of Agra, India, exploring certain answers through the interviews

Delhi/ NCR: ICARE Eye Hospital organized the 4th
Glaucoma Awareness Walk in Noida to mark the starting
of World Glaucoma Week. ICARE Eye Hospital organ-
ized the 4TH Glaucoma Awareness Walk from Noida sta-
dium, Sector - 21 to ICARE Eye Hospital, Sector – 26,
Noida. The participants included Ophthalmologists from
Noida, staff, patients of ICARE Eye Hospital and volun-
teers. The objective of the walk was to generate aware-
ness among general people so that blindness caused
due to Glaucoma may be avoided. Over 70 people par-
ticipated in the walk. ICARE has been organizing such
Awareness programs and events for the past many years
and has got immense support from the residents, media,

says Commissioner of East Delhi Municipal Corporation Mr. Amit
Yadav. Addressing a National Conference on Waste Management
under aegis of PHD Chamber of Commerce and Industry, Mr.
Yadav, however, added that solid waste management would still be
a challenging issue for all three municipalities of Delhi because
these generate close to 9000 million tones of solid waste every-
day.“The integrated plant of East Delhi after becoming operational,
would, however, address all the environmental issues including the
ecological concerns as all necessary precautions have been taken

200 vehicles enter in Nigeria
About 200 vehicles with soldiers from Chad and Niger
were seen crossing the border into Nigeria to fight
Islamic extremists there, a local source said.
Adam Boukarna, a resident of Bosso which is in Niger
across Nigeria’s northeast border, said vehicles had
been crossing the area. He said after they all crossed
into Nigeria loud detonations could be heard, signaling
fighting against Boko Haram members. Nigeria’s neigh-
bours are forming a multinational army to confront Boko
Haram.Niger’s government has not publicly confirmed
this ground assault. The Chadian military spokesman
also declined to comment. Cameroon’s Minister-
Delegate at the Presidency for Defense Edgard Alain
Mebe Ngo’o confirmed that there was an offensive by
Nigeria and Chad but that Cameroon’s military was not

Delhi: Repo rate cut by 25bps from 7.75% to 7.5% by
Reserve Bank of India will re-fuel the demand scenario
which is affected by high interest rate regime vis-à-vis
high inflation in the economy during the recent past said,

Commerce and Industry. While common man will be
benefited with softening of EMIs on loans; the ripple
effect of rate cut will also improve market sentiment and

HCL Technologies drops as Shiv
Nadar Foundation offloads stake
Delhi: HCL Technologies fell 0.47% to Rs 2,054.95 at 14:19 IST on BSE after the com-
pany said that Shiv Nadar Foundation sold 56 lakh shares or 0.8% stake in the com-
pany in the open market. The announcement was made before market hours.
Meanwhile, the S&P BSE Sensex was down 529.48 points or 1.8% at 28,919.47 The
counter clocked huge volume. On BSE, so far 60.85 lakh shares were traded in the
counter as against average daily volume of 66,239 shares in the past one quarter. The
stock hit a high of Rs 2,069.30 and a low of Rs 1,975 so far during the day. The stock
hit a record high of Rs 2,075 on 5 March 2015. The stock hit a 52-week low of Rs 1,257
on 19 May 2014. The stock had outperformed the market over the past one month till
5 March 2015, rising 4.69% compared with 2.07% rise in the Sensex. The scrip had
also outperformed the market in past one quarter, rising 29.44% as against Sensex's
3.48% rise. The large-cap IT firm has an equity capital of Rs 140.54 crore. Face value
per share is Rs 2. HCL Technologies said during market hours that Shiv Nadar
Foundation sold 56 lakh shares or 0.8% stake in the company in the open.
The Foundation supported by donation of HCL Corporation and Associates, held 56
lakh shares of HCL Tech through such donations. Governance, tax and legal regula-
tions require the Foundation to sell these shares by 31 March 2015. Sale took place to
fulfill these conditions. Proceeds of this sale will be used to realise various objectives
and initiatives of the Foundation. This transaction has been concluded at one go at a
discount to the last closing price to avoid any overhang in the market for shareholders
of HCL Technologies, the company said.
