Kazhagam (AIADMK) chief J Jayalalithaa will
be sworn in as the Chief Minister of Tamil
Nadu on Monday. This is for the first time
since the death of former chief minister MG
Ramachandra Menon, who is popularly
known as MGR, in 1987 that a party will
return to power for a consecutive second term
in Tamil Nadu. The swearing-in ceremony will
be held at the Centenary Auditorium at the
Madras University at 12 noon.
Tamil Nadu Governor K Rosaiah will adminis-
ter the oath of office to the Chief Minister and
28 members of the cabinet. AIADMK MLA

Digital infrastructure may not
be of much help in addressing
governance and development
concerns unless it is integrat-
ed into wider structural and
institutional reforms Digital
India is the flavour of the sea-
son, and not without any rea-
son.
Digital technologies have per-
meated into more and more
aspects of our private and
public life spaces. A lot of us
increasingly depend on them
to order groceries, book a taxi
ride or train and flight tickets,
file tax returns and apply for a
passport. The entire basket of
Information and
Communication Technologies
(ICTs), which include laptops,
tablets, smartphones, broad-
band and Wi-Fi connectivity,
are seen to represent a new
wave of general purpose tech-
nologies, similar to what elec-
tricity was in the early 20th
century and steam engines
were in the early 19th century.
On the other hand, India,
home to the second largest
population in the world and
witness to relatively higher
economic growth rates in the
past few years, is seen as an
important market, still
untapped in terms of usage of
digital technologies. All this
leads up to the, not so unsur-
prising, optimism and euphoria
that engulfs our current set of
policy makers and large global
corporates that sell and, often
control, important components
of these digital technologies.
The India story of the past
couple of decades, however,
is seen to have its own set of
blemishes. There are many
within the country, and out-
side, who are growing increas-
ingly impatient with the reality
that we are not anywhere
close to global benchmarks
when it comes to the state of
our basic physical infrastruc-
ture — roads, water and elec-
tricity and also those related to
sanitation, public health and
primary education. The frus-
tration manifests more
amongst those who see them-
selves connected, or having a
potential to connect, to impor-
tant global networks and sup-
ply chains, such as, for soft-
ware and financial services
and commodity trading, and
for whom the aforesaid blem-
ishes negatively affect their
bargaining power vis-à-vis
other constituents of these
networks.
There is another set of people
who could be equally con-
cerned with the state of basic
infrastructure but they may
look at the solution more from
its utility in addressing the
inequities, some of them his-
torical, in access to and distri-
bution of resources. This set
may not be as impatient given
that the change they look for-
ward to is also with respect to
deep-seated exploitative rela-
tions and institutions in our
society.
The former group of people
would see Government of
India’s flagship Digital India
programme as an opportunity
to include digital infrastructure
in the same category of public
goods as roads and electricity
and, hence, push for laying
more broadband cables, cre-
ating more Wi-Fi hot-spots and
freeing up more spectrum for
commercial data exchange.
The assumptions that are car-
ried here are somewhat simi-
lar to trickle-down economics:
that availability of a digital
infrastructure — in the present
instant, smartphones and data
connectivity, and also unique
digital identity — with every cit-
izen of the country will lead an
‘invisible hand’ to direct its use
for addressing the governance
and development challenges
we face as a nation.
Framers of development poli-
cies worldwide, and in India,
have realized that an explicit
recognition of the pathways
through which the poor and
marginalized contribute and
benefit in the economic growth
process is important. The
entire human development
discourse derives from such
an understanding. More
recently, it has also played a
key role in informing the newly
formulated Sustainable
Development Goals (SDGs)
that were adopted by the
United Nations General
Assembly during the SDG
summit in New York on
September 25, 2015. The
event was attended by over
150 heads of states, including
the Indian Prime Minister,
though the relevance of it was
overshadowed by his visits to
corporate headquarters in
California. While one cannot
deny the importance of digital
infrastructure, such as the
ones mentioned above, in the
present age, it is equally
important to understand that
they may not be of much help
in addressing governance and
development concerns unless
they are integrated into a wide
reforms agenda, which could
often involve not-so-popular,
structural and institutional
change. One such could be
the long-called-for, real and
effective devolution of func-
tions, finances and functionar-
ies to local government bod-
ies, which has, in most
instances, continued as a
mere lip-service even after
Constitutional Amendments of
the early 1990s. Amidst the
ongoing endorsements by
global corporate heads of the
Digital India programme, we
should not forget that unless
use of digital technologies is
appealing and makes sense to
an Auxiliary Nurse Midwife
(ANM) in a village health sub-
center, an Anganwari worker,
a teacher in a government pri-
mary school, a village
accountant in the revenue
department, an agriculture
assistant, a fair-price shop
owner and a food inspector
and similar such frontline serv-
ice providers, who are the face
of the state for many of our fel-
low citizens, the promise of
leveraging digital technologies
for achieving sustainable
development may continue to
elude us. I hope the torchbear-
ers of the Digital India pro-
gramme will also attach equal
importance to this latter con-
stituency as they march for-
ward in their journey of inte-
grating digital technologies in
Indian life spaces.

Q-2 Sir, what is journalism according
to you? As we all know that journalism
has its many form print, electronic and
digital media, so according to you sir
which is the most powerful medium
among these?
Ans- Journalism is gathering, pro-
cessing and dissemination of news
and information related to news to an
audience. The media that journalism
uses vary diversely and include: con-
tent published via newspapers and
magazines (print), television and
radio (broadcast), and their digital
media versions — news websites and
applications.
In modern society the new media is
the chief purveyor of information and
opinion about public affairs.
Journalism is not always confined to
the news media or to news itself as
journalistic communication may find
its way into broader forms of expres-
sion including literature and cinema.
In some nations the news media is
controlled by government interven-
tion and is not a fully independent
body.
Q-3 What is investigative journal-
ism? Does it play important role in
NEWS whether in any medium?
Ans-Yes, definitely investigative
reporting plays powerful role in the
journalism. Investigative journalism
is a form of journalism in which
reporters deeply investigate a single
topic of interest such as serious
crimes, political corruption or corpo-
rate wrongdoing.
Investigative journalism is a primary
source of information. An investiga-
tive journalist may spend months or
years researching and preparing a
report. Most investigative journalism
is conducted by the newspapers,
wire services and freelance journal-
ists.
Q-4 Investigative Journalism is dead
from last few years, why it has hap-
pened and does it will continue like
this only in future or it will take it pre-
vious position to investigate things
as it was earlier?
Ans-No, according to me
Investigative Journalism has not
ended yet, it is going on but slowly
not like earlier times when the issues
were sought out in few weeks and
months only.
Q-5 Sir, today maximum channels
are running for the TRP of their
channel except investigating the
story. Why it is happening sir? Does
it will be continue like this only?
Ans- No stories are investigating
now also but not like earlier it were
investigating which are shown to the
public on television, but I totally agree
with you that the channels are run-
ning for the TRP and they have to run
also because TRP is the thing for
which channel has to work continu-
ously.
TRP (Television Rating Point) for cal-
culation purpose, a device is attached
to the TV set in a few thousand view-
ers' houses for judging purpose.
These numbers are treated as sam-
ple from the overall TV owners in dif-
ferent geographical and demographic
sectors. The device is called as
People's Meter. Then, the average is
taken for a 30-day period which gives
the viewership status for a particular
channel.
Q-6 As we all know sir, print media
had played a vital role in journalism
from the time of world war till date.
Does it will continue in future also or
we will go to see the dead of print
journalism in media?
Ans- Print media played a major role
in passing the important information
regarding the freedom struggle from
different parts of the country. There
were many articles written and printed
in newspaper inspired the youngsters
so much that they left their job as well
as their education and joined the
freedom moments.

Twenty-year-old Franco Luis Ferrada
Roman was rushed to a hospital in a
‘grave condition’ after he was mauled by
two lions whose enclosure he broke into
in Santiago zoo, Chile. The zookeepers
had to shoot dead the two lions aggravat-
ed by Ferrada Roman.
The incident took place during peak visit-
ing hours and there were several witness-
es — including children — who were trau-
matised by the incident. The director of
the Santiago zoo, Alejandra Montalva,
told Daily Mail, “We believe that this per-
son entered as a visitor and paid for his
ticket. Later he trespassed into an area
where the public are not normally allowed
and we understand that he forced the roof
of the lion’s enclosure. It was from there
that he jumped, took off his clothes and
started to attract the lions.”
Montalva was, understandably, deeply
affected by the decision to shoot the lions
as there were no fast-acting tranquilizers
available to stop the lions from mauling
Ferrada Roman.
One witness, Cynthia Vasquez, said that
the security personnel were slow to react.
According to her, they jumped into action
only after “he entered the enclosure from
above and the lions started to play with
him and then after they attacked him.”
She even criticised their approach, say-
ing, “First they threw water, evacuated the
people and only later did they fire shots.”
Vasquez and other witnesses said that he
was “screaming religious things” — partic-
ularly about Jesus.

Myanmar’s transition to a civilian government steered by
Aung San Suu Kyi as a “remarkable statement” that fur-
thers the cause of global democracy.
In the first high-level meeting with Suu Kyi and her
administration since it took office in March, Kerry told the
Nobel laureate her country’s evolution towards democra-
cy after decades under the military served as a beacon
of hope.
“Today my message is very, very simple: we strongly
support the democratic transition that is taking place
here,” he told reporters at a joint press conference with
Suu Kyi in the capital Naypyidaw. Historic elections in
November swept Suu Kyi and her party into office and
effectively ended half a century of military rule.
Kerry applauded the process as a “remarkable statement
to people all over the world”, adding that the new govern-
ment “has already accomplished extraordinary things.”
Washington last week lifted a host of financial and trade
embargoes, but has kept the backbone of its sanctions
as well as a blacklist of cronies and businesses close to
the former junta.
“I know that the legacy of more than half a century of mil-
itary rule has not been completely erased,” Kerry said.
Suu Kyi, a veteran activist whose decades-long struggle
against the generals won the world’s admiration, has
much political capital in Washington.
She now serves as Myanmar’s foreign minister, while
also holding the newly-created position of state counsel-
lor putting her at the helm of government in defiance of
an army-drafted constitution that bars her from the pres-
idency. That role is now held by her longtime ally Htin
Kyaw. In addition to November’s landmark election,
reforms so far have seen hundreds of political prisoners
freed, the press unshackled from censorship and foreign
investment flood into a country cut-off from the world for

A senior commander of the Afghan Taliban confirmed that the extremist group’s leader, Mullah
Akhtar Mansour, has been killed in a US drone strike. Mullah Akhtar Mansour-AVMullah Abdul
Rauf, who recently reconciled with Mansour after initially rebelling against his ascension to the
leadership, told The Associated Press that Mansour died in the strike late Friday “in the
Afghanistan-Pakistan border area.”
The office of Afghan President Ashraf Ghani confirmed in a statement that the strike took place
but could not confirm Mansour’s death. Chief Executive Abdullah Abdullah, however, said that
Mansour is “more than likely” dead. Speaking live on television as he chaired a Cabinet meet-
ing, Abdullah said Mansour’s death would have a positive impact on attempts to bring peace to
Afghanistan, where the Taliban have been waging an insurgency for 15 years.

girl has been found aban-
doned at a metro station in
South Delhi. CCTV footage
shows a man and a woman
leaving the child. The girl
was found by the staff at
the Govindpuri Metro sta-
tion a security staff at the
Metro station spotted the
child lying on the side of a
footover bridge. They
informed the police control
room about the abandoned
baby. And the baby girl is
now at an orphanage in
North Delhi's Civil Lines
where those who were tak-
ing care of her have named
her Anushka. The doctors
treating her said she had
jaundice but is now much

Bangalore: Kiran Singh (45) was found
murdered in her home at Chikkagubbi in
Kothanur.
A 45-year-old home alone woman was
found murdered at her residence at
Chikkagubbi in Kothanur.
DCP North East, Dr.P.S.Harsha who
rushed to the spot and inspected whole
area and collected all the information told
reporters that the deceased has been
identified as Kiran Singh. Kiran was work-
ing as a volunteer with Manasa
Fousndation, a city-based non-govern-
mental organisation. She was earlier
employed as a human resources execu-
tive with an airline company.
The incident came to light when neigh-
bours noticed that Kiran’s helper came on
Wednesday morning and found the door
unlocked. When she went in, she saw
Kiran’s body with the hands and legs tied.
She immediately informed the neigh-
bours, who alerted the police.
Kothanur police, who have registered a
case, said that prima facie, it appeared
that more than one person was involved
in the murder, which may have taken
place at around 10 p.m. on Tuesday night.
“She was probably alone. We suspect that
someone she knew entered the house.
Else, a gang which knew her movements
may have committed the crime,” a senior
official said. The police official also said
that though there were no signs of rob-
bery in the house, it could be a murder for
gain.
Experts from the Forensic Science Lab
and dog squad were pressed into service
and a case has been registered in kotha-
nur police station and special team has
been formed to nab the culprit DCP,

New Delhi : In a bid to support the Skill India and Sarva
Shiksha Abhiyan movements, ‘aisectmoocs.com’ has
been launched as India’s largest free online open learn-
ing platform. This Massive Open Online Course (MOOC)
portal, launched by the Bhopal-based education group
AISECT, will offer over 2,000 courses including school
courses, skill courses and higher education courses.
This is the largest number of courses introduced on an
Indian MOOC platform till date. All courses on aisect-
moocs.com will be free of cost.
For this initiative, AISECT has partnered with Ireland-
based ALISON, which is the global leader in free online
certified skills training for the workplace with 7 million
registered learners and 800,000 graduates worldwide.
All 750+ diploma and certificate level ALISON courses
will be offered through the AISECT MOOC portal.
Additionally, AISECT will offer courses on school curricu-
lum as well as courses on higher education
subjects. Initially, the course curriculum will be available
in English and Hindi but more regional language content
will be added to the MOOC platform over the next few
months.

vate educational institutions to collaborate with govern-
ment in improving access, transparency and quality of
higher education in India, while announcing a series of
new initiatives by her ministry to help students with quali-
ty academic content and other supports to prepare for
country’s premier educational institutions such as IITs.
Speaking at a National Conference “Reforming &
Rejuvenating India’s Higher Education” organized by the
Education Promotion Society for India (EPSI) in the cap-
ital, the minister urged the private institutions to partici-
pate in government’s Unnat Bharat programme of under
which premier educational institutions such as IIMs & IITs
are adopting neighboring villages and rejuvenating their
educational system. “Considering the spread of mobile
technology that has reached even the hitherto unex-
plored areas of the country, we would be launching
Bharat Vani App on May 25 that would provide the stu-
dents with higher education study material in 22 different
languages. However, within next year, we would provide
access to the same content in 100 non-scheduled and
tribal languages, for greater reach and accessibility. We
are also coming up with innovative mobile app and por-
tal, IIT Pal, that would provide the engineering aspirants
with IIT question papers of last 50 years to all the students
across the country. The portal and app would also have
video lectures by top notch faculty and audio aid in 13 dif-
ferent languages,” said the Hon’ble Minister.
HRD Minister Smt. Smriti Irani appeals private
Institutions to partner with government in improving
Shri Singh said that India has acquired largest cold storages
capacity in the world which is 32 million tones during last two
years. Nearly 250 projects comprising of more than one million
capacities have been developed. Now, horticulture sector has
become the largest source of income within the precincts of
agriculture sector. He further said that we have to ensure that
the farmers expand their marketing approach for their perish-
able crops. For this purpose focus will be concentrated on cold
storages and other related infrastructures.
The Minister added that Hon’ble Prime Minister has launched
National Agriculture Market Portal formally on 14th April, 2016
for 21 mandis of 8 states. As a whole, 25 agricultural commodi-
ties for which commercial parameters have been framed out,
are being given permission for online trade under the scheme.
Shri Singh informed that Department is implementing sub
scheme of Agriculture Marketing Infrastructure Integrated
Scheme for agricultural marketing across the country so as to
construct a number of storages of adequate capacity in rural
areas and to provide scientific facilities in these storages.
37795 storage projects with 619.49 lakh metric tonnes capac-
ity have been approved. As on 31.03.2016 a provision of
2199.07 crore rupees subsidy has been made. The Minister
informed that during 2016-17, 14 districts of Kerala and 2 dis-
tricts of Goa have been included additionally under NFSM
Pulse Seeds scheme. With this, 638 districts of 29 states have
now come under cumulative coverage. In this respect, produc-
tion of hybrid pulse seeds, seed production subsidy, establish-
ment of seed centres in KVK and SAU, distribution of seed
mini kits of pulse seeds, industrial demonstration, INM, IPM
promotion, utilization of rice fallow area and irrigation promo-
tion of pulse seeds like new schemes under PMKSY have
been proposed to be implemented during 2016-17.
