AZ GOP LD4 Meeting Minutes
Wednesday, March 13, 2024
Time: Check-in 6:15pm, Meeting to begin at 7:00pm
Location: The Retreat, 6140 E. Thunderbird Rd. Scottsdale, AZ 85254
Call to order: Morgan Perry
Invocation: Morgan Perry
Pledge of Allegiance: Karl Stone
Memoriam of William Kelley, displayed memorial and donation info
Treasurer’s report: Ramona Kelley
Credential report (establish quorum): Linda Rizzo
433 eligible PC’s, 193 signed in, needed 65 total to have 15%, we have a quorum
Approval of previous meeting minutes:
Motion made and seconded, motion passed
Approval of meeting rules, including replacement election
Morgan read rules 8 & 9 from rules page
Point of order: Jackie Mesa stated that the ECG deemed last election invalid and voting to keep
the last election results goes against what ECG decided; Morgan deferred to Dan Grimm
Parliamentarian for clarification.
Point of order: Dan Farly asked “does MCRC have authority to dictate?” MCRC does not have the
authority, we are separate statutory entities. We are not beholden to MCRC.
Question: Laura Schaffer questioning why Dan Farley was able to speak. Bylaws state that
Morgan should cooperate with MCRC, she states he is not cooperating. Morgan replied that does
not mean he has to agree with everything MCRC says.
Motion made and seconded to approve meeting rules.
PC pointed out a typo in rule 8. “Interference” misspelled, correction made.
Discussions for and against:
Tommy Andrews Del Joya supports reviewed bylaw 4 sect 2 to deal with dispute resolution,
complaint assigned to committee for resolution.
Jeff Greenspan against on agenda and orders of the day? Not sure, we are in order dealing with
the rules package.
Jodi Johnson, wants parliamentarian to give opinion out loud.
Barbara Jennings against includes all the chairs that found at least 6 violation we are supposed to
go to MCRC. We need MCRC to do our election for us to ensure fairness.
Dan Farley had been to ECG meeting many, MCRC forces itself on us because they want to bully
us. Don’t lose self-governance, we are legal separate entities.
Tommy Andrews in our bylaws to file a complaint with the exec committee, did we receive any
complaints to our exec committee? No per Morgan no complaints were ever filed with the LD4
exec committee and only came from MCRC 12 days later after Morgan repeatedly asked for
them.
Ka’rin Royster ran for chairman what she thought was legally on feb 15th
. She followed the
process of filing 3 days. MCRC found some things were done incorrectly at the LD4 Feb 15th
election meeting.
Morgan Perry addressing three dispelled issues falsely alleged by Craig Berland’s appointee,
Mark Beach, at EGC as entire basis to attempt to invalidate current meeting call: 1) alleged
several differing calls (shown only to be one official call, the one physically mailed); 2) call
needed to have candidates listed and did not (LD4 bylaws say only announced and qualified
candidates are to be included, and at the time of the call, there were none…even Mark Beach’s
own report quotes this portion of the LD4 bylaws); and 3) Mark Beach alleged that handwriting
is less personally identifiable than professional printing, hence the handwriting on the call made
it not possible for PC’s to know who the physical mailing came from (this flies in the face of
literally hundreds of years of Western jurisprudence and also everyone’s personal experience).
Laura said an email came to Morgan after 6 days.
Joe Junker we don’t want bid daddy to rule our body, a play power, self-governance
Jodi Johnson speaking out of order.
Dan Farley: unity but one side is attacking, for the last year MCRC 16 people vote the same,
Morgan ruled Dan out of order.
Standing vote with cards taken, Karl and Valerie (Sarg of Arms) count, rules adopted:
88 vote for rules package
48 vote against rules package
Jeff Greenspan point of info wanted to clarify the #s.
Morgan read statement of statutory independence and non-interference, a copy was given to everyone.
The LD4 body is in control.
Motion to accept, seconded.
Mark Jones: has point of order question who would challengers with question or complaint
come to in LD4, Morgan points to the LD4 bylaws and a committee would be appointed to
address the question or complaint.
Jodi Johnson: against this independence, Morgan is overseeing his own election, comparing him
to Katie Hobbs overseeing her own election
Ryan Nicolas: point of info in section 19, Karl took over because Morgan recused himself in the
February 15th
meeting minutes
Tommy Andrew: supports this independence and states “we are qualified to do the business of
LD4,” and agrees with Joe Junker’s “big daddy” statement. “I am a big boy and we should be
fighting Dems.”
Leslie Noding: against independence and agrees with Tommy Andrews but believes we need an
independent neutral party, MCRC part of GOP.
Mark Jones: supports independence and agrees with Tommy. He is bothered if there is an issue
with the voting and brought forward by a candidate and by candidate’s people, how is it
resolved?
Morgan Perry: brought forth a point of info, chairs are charged with being neutral. Opening
himself to the body, if there is appearance of bias, he wants to hear from PC’s about it.
Jeff Greenspan: all PC’s rec’d call letter to the MCRC election on March 20 “so they don’t turn
LD4 into LD3, abide by the bylaws.” Jeff will not participate in this [March 13th
] vote “because it
pulls away from the Republican Party.”
Paul Rowe: previous speaker spoke for about divisiveness and he is projecting.
Laura Schafer: against independence, and said bylaws state Chair will clarify election results with
MCRC.
Yvonne Cahill: state statute overrule every bylaw we have. The LD’s are sovereign.
Karl Stone: supports independence and states that “we aren’t pulling away from MCRC, we are
saying we can do our own election.”
Vote to accept the declaration of independence and non-interference document and reading
102 voted to support the independence non-interference statement
2 voted not to support the independence non-interreference statement
Replacement Election
Motion to accept results of the Feb 15th
election, seconded.
Tommy Andrews: Support, states we had an election he doesn’t believe the attendance will
change the results and believe it reflects the feeling of the body.
Jeff Greenspan: against, the complaints brought to MCRC of all the LD chairs voted 4 to 1 that it
was not valid and that all PC’s need to attend March 20th
meeting. Morgan pointed out EGC vote
was voice vote not roll-call vote, so Greenspan allegations are unsupported by EGC record.
Mark Lewis: Support, has been a PC for 44 years and ready to go home. “Let’s vote and go
home.”
Vote to keep the Feb 15th election results, election results upheld:
105 Vote to keep
3 Vote not to keep
Election, Chair (not needed)
Statement from Morgan Perry: “MCRC would not force an election on the LD4 body” as promised by
Craig Berland, Morgan will call on him to stand down. MCRC is reportedly planning to force themselves
on LD4 to take over our caucus for state delegates. We need to attend MCRC’s illegitimate meeting and
make motion and vote to adjourn. April meeting is moved up to 3rd
to comply with State Party calendar.”
Mark Lewis: point of order can MCRC be recalled and removed for what they are trying to do?
Morgan stated there is a procedure for doing this.
Jackie Mesa: chair should be neutral so now she’s calling on Morgan to be neutral.
Joe Junker nominations committee with Lynne Weaver and Julie Fisher, validated eligibility per
bylaws and candidates met residency requirements per Article 3, Section 1. Pam Kirby and Randy
Pullen were validated and will now take nominations from the floor:
