1. AZ GOP LD4 Meeting Minutes
Wednesday, April 3, 2024
Time: Check-in 6:30pm, Meeting begins at 7:00pm
Location: Reformed Living Bible Church, 6140 E. Thunderbird Rd. Scottsdale, AZ 85254
I. Call to Order: Morgan Perry
II. Invocation: Sarah O’Neil
III. Pledge of Allegiance: Ramona Kelley
IV. Treasurer’s Report: Randy Pullen
V. Chairman’s Report: Morgan Perry
a. ECG Meeting update: Poll workers/observers/watchers needed. PC’s encouraged to sign up
early with the county and get involved to be a worker and a watcher.
b. LD4 also discussed at the ECG meeting: proposed that any district chairman who doesn’t
comply shall forfeit and resign. MCRC demands compliance by each member of the political
org. with MCRC EGC as a “tribunal”!!! (attached)
VI. Recognition of present elected officials and candidates
VII. Credentials Report: Linda Rizzo
a. 7:19pm closed, 426 eligible, 145 credentialed, 64 needed
b. Quorum established
VIII. Previous Meeting Minutes not distributed therefore they can’t be approved, therefore moved to next
meeting.
IX. Approval of meeting rules with the following revisions: Morgan Perry
a. Majority not required, striking the word “majority.”
b. Clarifying that we will resolve a tie by using a new deck of cards. Aces are high, rank is over
suit in order of spades, diamonds, clubs, and hearts.
c. Due to the amount of candidates for 73 slots and 73 alternates, request was made for non-
candidate volunteers for hand counting. Rhonda Woodward and Victoria Bonavito
volunteered and served.
d. Hand count is serving as verification of tabulated count:
i. Systematic: lowest candidate and highest alternate will be hand counted to validate
tabulated count (agreed in the rules package to satisfy the 1% vote difference recount
requirement stated in the bylaws); and
ii. Random: lowest highest alternate will supply a seed number to be randomized using
Excel spreadsheet’s random number generator feature to select candidates to spot
check tabulated results.
e. Brian Hummel asked random is when? Morgan replied after the tabulation when we know
who the lowest voted delegate and the highest voted alternate are.
f. Motion to approve rules, seconded by Sarah O’Neil, motion passed, meeting rules adopted.
X. Election of State Delegates
2. a. Robert Bogart was not on call letter due to a clerical error, was fixed and was on the ballot
though not on original call letter.
b. Karl Stone called ballot box watchers to front of room and advised voting PC’s to have ID’s
ready.
XI. Speakers
a. Adam Kwasman running for Scottsdale city council candidate
b. Tamra Farah, Director AZ women of Action to inform and engage people to protect kids and
restore schools thru effective local action. SMART schools is new initiative. AZ is 49th
in the
US. Schools for Merit, Academics, Respect, Truth. Look at Azwomenofaction.com/education
c. David Wanetick, CEO of Davos in the Desert, anti-globalist org. Population reduction?

d. Carson Carpenter, VP of College Republicans, ASU. From Prescott, interning for Eli Crane
this summer. Will give us an update at the end of summer.
e. Yvonne Cahill, CD1 AZ GOP MAL, State and National convention Overview. April 27 AZ
state convention. April 7th
date to submit delegate list, April 17 letter goes out. Submitted to
RNC on June 10th

b. Carolyn Leff, Sheriff Lamb, April 26th fund raiser at Il Capo. People needed for phone
banking.

a. 143 ballots turned in out of 145 credentialed due to 2 over votes

i. Jeff Greenspan made motion to draw cards among the people who are present,
seconded; motion is out of order as it disenfranchises the people who already left the
meeting.
ii. Jeff Greenspan withdrew his motion.

Brian Conneely chose two number: 55 and 85, which randomized to 37th
and 46th
persons Virginia Franklin
and Lori Huff; cut off of 73rd and 74th persons Jeff Greenspan and Tyler Smith. These four tabulations were
hand recounted.
Meeting adjourned 10pm due to no quorum.
Hand count continued and discovered 1-vote discrepancy with tabulated count. Source of discrepancy was not
determined but was suspected. Agreed to have team reconvene subsequently to resolve discrepancy. [Team did
reconvene and did resolve discrepancy as suspected: hand-count and retabulation matched exactly.]
