New Delhi: Upset by what
the government perceives
as a snub from the
European Union, India has
called off plans for Prime
Minister Narendra Modi’s
travel to Brussels during
his visit to Europe and
Canada next month.
The incident could set off a
bigger row as the decision
comes just as a high-level
delegation of EU parlia-
mentarians, including two
senior most members of
the European Parliament
in charge of relations with
India, Mr. Geoffrey Van
Orden, and Ms. Neena Gill,
are in India for official
meetings and to address
trade ties that have been
lagging in the past year.
Officials confirmed that the
Ministry of External Affairs
had informed the EU,
headquartered in Brussels,
some weeks ago that the
Prime Minister would be
travelling to Hannover in
Germany and later to
France in April, and sug-
gested holding the EU-
India summit during the
visit. However, after receiv-
ing no reply from the EU
for a month, the MEA has
decided to continue with
the plans without Brussels
on the Prime Minister’s
agenda. He will now con-
tinue from Europe to
Canada for the second leg
of his eight-day tour.
‘Working on dates’
In a written response to a
question from media on the
issue, the EU however,
said it was still working on
dates for the summit.
"The EU is keen to have a
Summit with India and is
looking for a mutually con-
venient date which would
allow for sufficient prepara-
tion,” said Cesare Onestini,
Chargé d'affaires for the
European Union delega-
tion. Mr. Onestini also
pointed out that other
exchanges on issues
including cyber security,
science and technology
are ongoing, adding “pend-
ing an agreement (on
dates for the summit), high
level visits continue to take
place.”
A senior diplomat from an
EU nation countered the
contention that there was

said that their understand-
ing was that India had sent
its request for the EU-India
summit and it proposed
only one date for it in April.
“Given the time that we
had to prepare, we were
unable to fix the date as
per the government's con-

MEA officials, however,
said there was absolutely
no response from the EU.
The incident has taken on
a more political tone as
reports suggest that the
EU’s unusual behaviour
reflects anger over the
treatment of the two Italian
marines charged with the
killing of Indian fishermen
off the coast of Kerala. In a
very strong resolution, led
by EU Foreign Affairs High
Representative Federica
Mogherini in January 2015,
the European Parliament
had accused India of a
“serious breach of human
rights”, demanding that
both marines, one of whom
is convalescing in Italy, be
repatriated. The resolution
was rejected by India.

National Congress into a mass movement
of the aam aadmi of India wanting free-
dom from the British rule In 1925
Communist Party of India was formed for
the welfare of aam aadmi as communism
swears by the common man. In 1951,
Syama Prasad Mookerjee founded Jan
Sangh which was reborn as Bhartiya
Janata Party in 1980 to look after the wel-
fare of Jan or the aam aadmi of India. In
1977 Janata Party was formed under the
leadership of Loknayak Jaiprakash
Narayan to look after the welfare of the
aam aadmi as janata is another name for
aam aadmi. The entire political spectrum
of India from extreme right to extreme left
is the champion of the aam aadmi. So just
because a newly formed political party
cleverly names itself Aam Aadmi Party,
does it necessarily mean that in the entire
political spectrum it is the biggest champi-
on of the aam aadmi? It is one thing to
have good intentions but it is quite anoth-
er thing to have the capacity to implement
them. It takes a long time for a political
party to organize itself internally as intra-
party politics has to be balanced before a
new party can engage in inter-party poli-
tics. Politics has got its own rules which
have to be followed by everyone. Anyone
proclaiming that he is entering politics to
change the rules of Politics is either fool-
ing everyone or fooling himself because
politics is the plain and simple struggle to
achieve power. Power corrupts and
absolute power corrupts absolutely. Being
the generator of corruption politics can
not end it. It can only channelize it for the
welfare of maximum number of people.
Entering politics to remove corruption is
like entering a coal-mine to remove black-
ness. Aam Aadmi Party was born out of
Anna Hazare’s struggle for the eradication
of corruption and has ended up as the
passport for free water and electricity.
Highly educated youth working as top
executives in corporates joined Aam
Aadmi Party to change the system but
what future do they have when their
party’s power politics is displaying all the
symptoms of the system they had set out
to fight? If we will want everything for free
then how will our economy run? If we will
want cheap food then who will look after
the farmers’ needs? If we will want cheap
electricity then who will look after the peo-
ple involved in the production of electrici-
ty? Bringing water to the tap of a common
household requires a lot of work. If we will
want free water then who will pay for the
work done to bring it into our taps?
Instead of wanting a Government that will
give us everything free we should want a
government that will boost the economy
and give us an opportunity to increase our
income. Aam Aadmi Party has made a
mockery of the post-independence politi-
cal process of modern India by projecting
itself as holier than the rest when in reali-
ty it is just one of them!

In the wake of financial requirements of non corporate
sector of the Country, the Union Finance Minister Mr.
Arun Jaitley in this year's budget has announced cre-
ation of a separate financial system to provide finances
to non corporate sector under "MUDRA" and has provid-
ed a budget of Rs.20 thousand crores. The
Confederation of All India Traders (CAIT), who was rais-
ing this demand since a long time, has complimented
Prime Minister Mr. Narendra Modi and Finance Minister
Mr. Arun Jaitley for this landmark initiative taken by any
government for first time in last 68 years post
Independence. The CAIT has said that this step of the
Finance Minister will go a long way in financial inclusion
of non corporate sector which was so far grossly neglect-
ed by successive Governments.
The CAIT has said that MUDRA will be a potential game
changer and will strengthen non corporate sector. The
CAIT has hoped that Finance Minister will bring a Bill in
current session of the Parliament for enactment of
MUDRA. CAIT National President Mr. B.C.Bhartia &
Secretary General Mr. Praveen Khandelwal told that
MUDRA will directly benefit traders, transporters, truck
operators, SMEs, Hawkers, Self-employed and various
other sections of non corporate sector. It will facilitate
easy availability of loans to this sector which was so far
not available by core banking sector.
As per the Press Brief of the Ministry of Finance
Department of Financial Services the MUDRA brings out
idea for funding micro businesses. As a bank to be
established under a new law, MUDRA will register, regu-
late and refinance all small business finance institutions.
It will partner state level and regional level coordinators
to enable them to provide refinance to Last Mile
Financiers [LMFs] of micro businesses.

New Delhi: Chairman, Standing Committee in South
Delhi Municipal Corporation had written a letter to Urban
Development Minister, GNCT of Delhi for immediate
release of all Grants under various heads.
Shri Subhash Arya said that under various schemes
Grants are not released by the Delhi Government to
Corporation. He added that after implementation of ‘Unit
Area Method’ in 2004, then Government assured us to
compensate the losses due to its implementation but it is
still pending since 2005-06. Shri Arya said that till 2007-
08 Delhi Government was giving 5.5% to Municipal
Corporations under ‘Global Share of Taxes’. It was
reduced to 4% and 1.5% is kept under ‘Municipal Reform
Fund’. In 2012-13 under MRF Rs. 60 crore was released
against demand of Rs. 135 crore and since 2013-14 no
MRF is released to Municipal Corporation. He demand-
ed immediate release of MRF to Corporation. Chairman
Standing Committee said Corporations are carrying out
works in authorized colonies, unauthorized colonies and
rural village areas but no fund is released to us under
these schemes as grants.

North DMC. Seeks Rupees 7000 Core from NCT Government

New Delhi: North Delhi Municipal Corporation, Standing
Committee, Chairman, Mr. Mohan Prasad Bhardwaj today
said that the NCT Govt. of Delhi has to pay Rs. 7000 crore
to North Delhi Municipal Corporation since it’s the estab-
lishment till year 2013-14 in different heads. He also said
that in year 2014-15 Delhi Government stopped release of
Rs 303 crore to North DMC out of Rs. 994 Core only Rs.
546 Cr had been received. Mr. Bhardwaj said that the
South Delhi Municipal Corporation is utilizing all the facili-
ties and services at Dr. S.P.M Civic Centre and North Delhi
Municipal Corporation is bearing all the expenditure on its
maintenance, so the South DMC must pay for its mainte-
nance and rent a sum of Rs. 472 Cr to North DMC. Mr.
Bhardwaj also said that the North DMC has an estimated
expenditure of Rs. 2290 Cr. for the financial year 2014-15
on salary and pension. On other hand North DMC have
liabilities of Rs. 1270 Cr. thus total liabilities comes to Rs.
3560 crore on 31st March, 2015. He said that if Delhi
Government releases approx Rs. 7000 Cr. to North Delhi
Municipal Corporation which is due and for which a letter
had been written to Delhi Chief Minister earlier, the corpo-
ration would be able to clear all its liabilities and give
momentum to the development of the city.

campaign against Swine Flu, started by
the Delhi Pradesh Congress Committee
under the leadership of its president Shri
Ajay Maken, outside all the 138 metro
stations and other crowded areas of
Delhi concluded, which was well
received by the public, as they became
aware of the possible measures to be
taken to check the influenza. The
Congress party volunteers distributed
over 20 lakh phamplets and 1000 play-
cards to the public during the awareness
campaign, which covered all the crowd-
ed areas of Delhi during peak rush.

self went to the trans-Yamuna metro sta-

Berlin: Muslim women teachers in Germany can wear
headscarves in class as long as it does not cause disrup-
tion in the school, Germany’s top court said in a ruling
that may fuel debate about what some nationalist groups
see as creeping “Islamisation”.
The Constitutional Court reversed its own initial 2003
ban on headscarves for teachers, which had led some
German states to forbid Muslim headscarves in schools
while permitting the use of Christian symbols such as
crucifixes and nuns’ habits. The court in Karlsruhe, ruling
on a case brought by a Muslim woman blocked from a
teaching job because of her headscarf, said religious
symbols could only be banned when they posed “not just
an abstract but a concrete risk of disruption in schools”.
“This is a good day for religious freedom,” said Volker
Beck, a lawmaker from the opposition Greens. He
argued that headgear worn by devout Muslim, Jewish
and Christian women and men was less of a threat to
German society than “opponents of diversity” such as the
right-wing Alternative for Germany (AfD), neo-Nazis and
extremist Muslim Salafists.
Christine Lueders, head of the federal anti-discrimination
agency, hailed the ruling for “reinforcing religious free-
dom in Germany”. With education administered by
Germany’s 16 states, she called on local authorities to
review the relevant rules.

Swedish prosecutors seek to question Julian Assange in London
Rescue teams searched for survivors in the rubble after a
factory collapsed in Bangladesh, killing at least seven people
and sparking fresh criticism over the country`s appalling
record on workplace safety. Hundreds of soldiers and emer-
gency personnel worked through the night to clear debris
from the site of a half-built cement factory in the port town of
Mongla, the area`s top administrator Shah Alam Sarder said.
Twelve people were plucked alive from the rubble overnight
but rescuers, who were using two cranes as well as steel cut-
ters, were having to work painstakingly slowly for fear of trig-
gering a fresh collapse.
Six bodies have been recovered so far and another could be
seen lying under the rubble. At least 53 people were injured,
including six whose conditions were critical.
More than 90 staff were on the site when the structure start-
ed to cave in on Thursday afternoon, trapping scores of work-
ers under a mass of newly-mixed concrete and steel.“We`re
trying to reach the (seventh) body by cutting through a maze
of steel but it`s taking hours because any mis-step could trig-
ger a collapse in the debris or on the other side of the facto-
ry” which is still intact, fire department director Sheikh
Mizanur Rahman said.
Local police Chief Jahedur Rahman told that up to 10 people
remained unaccounted for. However the fire service doubted
whether any more workers would be found, saying that more
than 80 percent of the debris had now been cleared. The col-
lapse comes less than two years after a garment factory
complex imploded outside the capital Dhaka, leaving at least
1,138 people dead and highlighting Bangladesh`s perilous
labour conditions.

Stocks of companies with interest in insurance sector
extended their uptrend for the second straight session
and surged by 2-7 percent after Parliament approved
the long-pending Insurance Bill. Following this, shares
of Max India Ltd jumped 6.71 percent, Bajaj Finserv

Parliament last night passed Prime Minister Narendra
Modi-led NDA government’s first major economic
reform measure as the long-pending Insurance Laws
(Amendment) Bill, 2015, providing for raising foreign
investment cap in the sector to 49 percent was passed
by Rajya Sabha after main opposition party (Congress)
and some other parties came on board.
The bill, which was passed by Lok Sabha on March 4,
provides for raising the foreign investment cap in insur-
ance sector from 26 percent to 49 percent and is
expected to bring in funds worth thousands of crores
into the sector.
