promoting energy con-servation,
Shri Piyush
Goyal, Minister of State
(I/C) for Power, Coal and
New & Renewable
Energy has said that
within next two years all
government buildings
throughout the country
will be equipped with
energy saving LED
bulbs. The Minister made
this announcement in
response to a suggestion
which came up during
his interaction with
school children across
the country through
video link. The sugges-tion
was put forward by a
student of St Joseph
Public School,
Hyderabad at the video
interactive session held
as part of the launch of a
web portal called
‘’Energy Savers’’ (
www.energysavers.co.in
) at the National Energy
Conservation Day func-tion
here today. School
children from 18 cities
namely Bhubaneswar,
Hyderabad. Shimla,
Patna, Itanagar,
Jalandhar, Lucknow,
Pune, Bhopal, Raipur,
T h i r u v a n t h a p u r a m ,
Bangalore, Agartala,
G a n d h i n a g a r ,
Puducherry, Port Blair,
Kavaratti and Haridwar
participated in the inter-active
session. The
Minister said that he will
take up with Ministry of
Human Resource
Development the idea of
voluntary inclusion of
Energy Management in
the school curriculum .
The suggestion to this
effect came from a stu-dent
of Government
Girls Sr Sec School,
Nehru Garden,
Jalandhar ,Punjab,
whose teacher present
on the occasion assured
to pioneer the idea in
their school as a role
model.
Another suggestion ,
which came up from
Bhopal during the inter-active
session, was set-ting
up a toll free number
in each state , where
compliant can be regis-tered
regarding wastage
of power due to not
switching off the street
lighting system during
day time in the cities
and towns. Shri Goyal
directed officials to make
this “toll free number”
operational by 31st Jan,
2015 in all States and
UTs and ensure its prop-er
monitoring and man-agement
at all levels.

Government Issues New Strict Guidelines For Taxi Operators
issued some guidelines to the operators; 1.Inside the vehicle
in a conspicuous place exhibit driver’s name,address,photo-graph,
DL and permit details.2.Any misbehavior reported
shall result in suspension of permit for the first and second
offences.for the third time offence the permit will be can-celled.
3.The Uniform of the driver shall be navy blue
pants,sky blue shirt,navy blue cap with yellow stripes,(gold-en
yellow)black belt,black shoes and blue socks.4.The driv-er
shall exhibit his identity with driving licence particulars so
as to be clearly visible to passengers.5.The city taxi driver
appointed by the permit holder shall behave in polite courte-ous
manner with passengers.6.Should not shift principal
place of business without intimating RTO.7.Display the per-mit
prominently inside the vehicle.8.City taxi should be round
the clock service.9.Each motor cab or taxi should be con-nected
with radio,telephone with company operational con-trol
room approved by regional transport authority the control
room should monitor movement of the vehicle.10.Taxi should
be operated within the radius of 25 km in the city
limits.11.The taxi stand shall be located at the areas as may
be determined by the empowered authorities.12.Taxi should
have approved digital meters.13.seating capacity shall not
exceed 4+1.14.The words City Taxi shall be displayed on the
top of the vehicle.15.Permit shall be deemed invalid if the
vehicle complete six years.16.There shall be arrangement to
book the motor cab in advance.17.All cabs should have a
communication system linked to control room.18.Taxi should
approach the customer without any delay.19.Metering
should start only after picking up the customer at the desig-nated
place.20.No service,dead-mileage charge or any other
charge other than the rate fixed by the RTA shall be
charged.21.Fixing of colour glass,tinted glass or colour fila-ment
is strictly prohibited.22.Vehicle should be fitted with lug-gage
carrier.23.
The authority is not responsible for technical failure,mechan-ical
failure,and human error in the operation of radio equip-ment.
24.The authority is not responsible in case of fake call
or customers not being present at the place where
called.these are the guidelines issued by Government to the

Uber, then at some extent trains, buses and other mode

have booked Uber for cheating and not fulfilling its prom-ise
of ensuring safety for its customers and violating
norms. It is hurting to see how Delhi Police and
Government have diverted the attention from the rape to
Uber. Among the alleged omissions for which the Delhi
Police have blamed both the company and the driver
responsible is the absence of a public service vehicle
badge.
Among the details sought by the police of the drivers are
local and permanent addresses, licence number, places
where the driver concerned has stayed in the city and
previous criminal records, including the ones in which the
individual was convicted, was undertrial and even acquit-ted.
Furthermore, the applicant has to get the recom-mendation
of two individuals who can vouch for him and
provide their details along with a complete set of related
documents. Instead, what he submitted in a Transport
Department office and later to Uber was a character cer-tificate
issued by the Delhi Police. The police have

forged one and registered a separate case of forgery

Why Birds Don't Have Teeth
Birds — like anteaters, baleen whales and
turtles — don't have teeth. But this wasn't
always the case. The common ancestor of
all living birds sported a set of pearly whites
116 million years ago, a new study finds. In
the study, researchers looked at the mutat-ed
remains of tooth genes in modern birds
to figure out when birds developed "eden-tulism"
— an absence of teeth. Ancient
birds have left only a fragmented fossil
record, but studying the genes of modern
birds can help clarify how the bird lineage
has changed over time. "DNA from the
crypt is a powerful tool for unlocking
secrets of evolutionary history," Mark
Springer, a professor of biology at the
University of California, Riverside and one
of the study's lead researchers, said in a
statement. Modern birds have curved
beaks and a hearty digestive tract that help
them grind and process food. But the 1861
finding of the fossil bird Archaeopteryx in
Germany suggested that birds descended
from toothed reptile ancestors, Springer
said. And scientists now know that birds
evolved from theropod dinosaurs, carnivo-rous
beasts such as Tyrannosaurus rex,
which had a mouth full of sharp teeth.
But no one knew exactly what happened to
the teeth in the evolution of these animals
from then until now. "The history of tooth
loss in the ancestry of modern birds has
remained elusive for more than 150 years,"

In the new study, the researchers won-dered
whether the bird lineage lost its teeth
in a single event, meaning the common
ancestor of all birds did not have teeth, or
whether edentulism happened independ-ently,
in different lines of birds throughout
history, the researchers said.
To find out, they investigated the genes
that govern tooth production.
In vertebrates, tooth formation involves six
genes that are crucial for the formation of
enamel (the hard tissue that coats teeth)
and dentin (the calcified stuff underneath
it).
The researchers looked for mutations that
might inactivate these six genes in the
genomes of 48 bird species, which repre-sent
almost every order of living birds. A
mutation in dentin- and enamel-related
genes that was shared among bird species
would indicate that their common ancestor
had lost the ability to form teeth, the
researchers said.

a rate cut by the Reserve
Bank, Governor Raghuram
Rajan met to Finance
Minister Arun Jaitley and
discussed a range of “eco-nomic
issues”.
“We discussed a range of
economic issues,” Rajan
told reporters after meeting
with the Finance Minister.
The meeting assumes sig-nificance
amid growing
calls for a rate cut by the
RBI. Jaitley had also
pitched for lowering the
cost of capital to boost
growth.
“Now time has come with
moderate inflation to bring
down the rates. If you bring
down the rates, people will
start borrowing from banks
to pay for their flats and
houses. The EMIs will go
down,” Jaitley said in
Parliament on December
10. “I am sure that the
authorities who are compe-tent
to deal with it are fully
seized of this view notwith-standing
the balancing
exercise between inflation
management and growth
which they have to do,” he
had said.
RBI in last policy review on
December 2 had kept poli-cy
rates unchanged, say-ing
a shift in stance is ‘pre-mature’
but had hinted that
a cut may come early next
year if inflation continues to
ease and government acts
on the fiscal side.
The repo rate continues to
be at 8 per cent while the
cash reserve ratio is at 4
per cent.
Retail inflation fell to 4.38
per cent in November, the
lowest since the govern-ment
started computing
the new series of data in
January 2012, as prices of
food items went down fur-ther.
At the same time,
industrial production saw
the sharpest contraction in
three years of 4.2 per cent
in October, putting pres-sure
on RBI to cut rate to
boost growth.
TCS planning to increase pay offer for freshers

planning to increase
its pay offer to fresh-ers
recruited directly
or through campus
interviews, a senior
official informed .
"We want to increase the entry-level salary offered to
freshers to attract more talented youth and ensure their
retention with bright opportunities to move up the value
chain," TCS global Human Resources head Ajoyendra
Mukherjee told in Bengaluru.
Admitting that the salary offered to new recruits at the
entry level has remained static over the years,
Mukherjee said the company had started paying city
allowance as an additional incentive to all employees,
including trainees hired from engineering colleges or
directly through online tests and personal interviews
offline.
"Though we hire on an average 35,000 freshers annual-ly,
the number of applicants seeking jobs in our company
is five-six times more (over 200,000) in a year, which
makes us the most-sought after IT firm for fresh gradu-ates
in the country," Mukherjee asserted.
The $13-billion global software major is on target to hire
55,000 techies this fiscal (2014-15), including 35,000
engineering students from 370 institutions across the
country.
The company has already made job offers to 31,000
youth in the first eight months (April-November) of this
fiscal. As the largest employer in the Indian IT industry as
well as the private sector, TCS has a whopping 313,757
techies, including over 100,000 women employees.
About 60 per cent account for freshers and 40 per cent
laterals.
"We have a hike strike-rate (70 per cent/24,500) of fresh-ers
accepting our offer letters and joining as trainees
from campuses, where 99 per cent of hiring takes place
on day of interviews," Mukherjee claimed. The company
also hires engineers at entry and lateral levels directly or
through referrals made by its senior employees or team
leaders. Though the company's human capital base is
wider and twice that of peers like Infosys, Wipro and HCL
Technologies, the attrition rate was 12.8 per cent in sec-ond
quarter (July-September), resulting in net addition
being far less than the gross addition it made during the
first six months of this fiscal. "Our attrition rate is on par
with the average rate in the industry, as a number of
employees leave for various reasons, including family
issues, transfers, different aspirations, in pursuit of high-er
studies and sabbatical," Mukherjee said.
