New Delhi: Shri Piyush Goyal Union Minister of State (IC) for Power , Coal, New & Renewable Energy urged the Tata
Institute of Social Sciences , TISS to conduct social sciences training programme for ministers. “TISS should consid-
er training programme in behavioural sciences, ethics and leadership for ministers and other public servants” he said
while addressing the 76th Convocation of the Institute in Mumbai.
Shri Goyal said behavioural science impacts society deeply. He said across the country, public servants should be sen-
sitized on how to deal with the poor and the downtrodden who approach them seeking some help. Stating
that a continuous learning programme for the ministers and bureaucrats was a good idea, Mr. Goyal said
a beginning could be made with Mumbai and Maharashtra, which could be extended to other parts
later. The Minister recalled the vision of the House of Tatas in setting up the social sciences institute
way back in 1936. He asserted that over the next 20-25 years, India would emerge as a super power,
but stressed that the country has a long way to go, in terms of providing health, education and
power for all its citizens and ensuring an inclusive growth. “The task ahead is onerous, but certain-
ly doable”, the Minister said.
Shri Goyal said Human Resource Development is the important function in any organization

Well Beginning
When I was only 5 years old, I
went to Vaishno Devi along
with my mom, daddy and two
brothers. As per my knowl-
edge that the first trek of my
life from Katra to Main Temple
of Goddess Vishno Devi.At
that time there were no lights
and steps (proper path) but
only rough trek. Every body
was totallyDepended upon
mules & horses to reach the
destination but I trekked that
distance on my own feet. After
that During school days I was
actively played Cricket but
trekking was my passion. I
even joined many camps with
Scouts & Guides in the hills
and even during college days
trekked several places of
Himalayan regions. I got mar-
ried In 1993 and since 1994, I
again trekked several destina-
tion even along with my wife
and two kids during summers.
Even on 30th May,2002 my
Son created a unique record
while climbing Gaumukh
(12,770 ft. high above the sea
level) from Gangotri. It was 36
KM trek Apart from this
unique record I always fond of
trekking in the interior of
entire Himalayan regions.
Once I even trekked with 1st
Mount Everester Ms.
Bachendri Pal Singh from
Naugaon to Dodital,
Uttarkashi, Uttarkhand I have
been in touch with three times
climber of Mt. Everest, Mr.
Rajiv Sharma-Senior
Instructor (Manali
Mountaineering Institute) &
Mt. Everester. I have very
close friendship with Col.
Ravinder Nath-(Former
Director Indian
Mountaineering Institute) &
Col. Ashok Abbey(Former
Principal of Nehru Institute of

It seems that there is no
end to Uttarakhand’s con-
troversy. The Supreme
Court ordered a floor test in
the Uttarakhand Assembly
on May 10 for deposed
Congress Chief Minister
Harish Rawat to prove his
numbers and “end the con-
troversy over the procla-
mation of President’s rule
in the State.” It held that the
nine Congress MLAs dis-
qualified by the Speaker
would not be able to vote.
The floor test will be the
single item on the agenda
for the House on that day.
However, the apex court
clarified that there would
be no “status quo ante” for
Rawat. This means that
Rawat would not be auto-
matically restored as Chief
Minister when President’s
rule is lifted for the duration
of the test. Anyway, Rawat
would have to prove he
had the numbers to return
as Chief Minister but under
the present Narendra Modi
government, democratic
values and welfare of the
common people have
taken a backseat. We can
only see intolerance to crit-
icism and all out efforts to
ensure single party rule
with none to check. Under
such grave situation, the
Judiciary is the ultimate
resort to save our country
and it’s constitutional provi-
sions, but that is also under
stress.
The present NDA govern-
ment which has resorted to
open murder of democracy
by pulling down the duly
elected state governments
in Arunachal Pradesh and
Uttarakhand and flouting
the Constitutional provi-
sion, brazenly commenced
before Hon’ble Supreme
Court that it is seriously
considering holding Floor
Test in Uttarakhand for
serving the cause of
democracy. This is the
height of hypocrisy indeed!
If the present NDA govern-
ment had even least
respect for democracy,
Narendra Modi owes an
answer to the people of
India as to why his govern-
ment prevented the Floor
Test on 28th March 2016
by imposing President’s
rule on 27th March.
Meanwhile, the
Uttarakhand episode
rotates around the disqual-
ification of the MLAs. It is
the lack of sound guide-
lines in dealing with the
defections and imposition
of the President’s rule in
the states resulted in the
current development. The
major political parties in the
country are responsible for
the current situation. It is
the failure of the political
functionaries that has
forced the judiciary to step
in and decide the course of
action. The stability of any
government will be at stake
in the state and it is better
that the Assembly is dis-
solved and fresh elections
ordered at the earliest.
Moreover, BJP is going too
far and out of its way in
defending the action of
rebel Congress MLAs and
calling it as not defection. It
will be paying a huge price
for this if some other party
does the same with its
MLAs in the future and
uses the same argument in
its defense. Anyhow, this
tussle has reached a note-
worthy stage now. All eyes
are on the HC verdict on
9th. Now, the question is
that what will happen if the
aggrieved party on 9th
approaches SC the same
day and seeks its interven-
tion in its favour. As usual,
public can only remain a
mute spectator to all this
happenings and bear the
consequences thereof?
If you notice, the defec-
tions from one party to
another are been in fash-
ion for long time. The ruling
party MLAs or MPs are
changing parties after win-
ning the elections from a
particular party. We all
know that how much they
are spending on elections
and then earning by joining
another party being a part
of horse trading. The
Election Commission also
could not control the elec-
tion expenditure though in
some instances huge
amount is being caught.
We all know why they are
changing parties.
Politicians crave for only
power, money and status;
there is no ethics or
accountability. As a result,
the common party mem-
bers those are hoping for
good positions are seating
back in the dark. This
should be checked and
strict law should be passed
on defections.

Mt Mukut (7242 Mtr) climbing expedition
of ITBP at Force HQ. Explaining the
achievements earned by ITBP in the field
of mountaineering, Shri Rijiju conveyed
his greetings for the success of the
Expedition.
1.Shri Rijiju said that ITBP is a special
force who have mastered in the art of
Mountaineering and other adventure
sports to achieve unique milestones. Due
to their mountaineering skills, the local
people of Himalayan areas find support
from ITBP during disaster situations as
well. On this occasion, Shri Krishna
Chaudhary, DG ITBP said that the ITBP
Mountaineers are attempting the summit
to Mount Mukut for the first time. ITBP has
been credited to have undertaken more
than 201 successful mountaineering
expeditions which is a unique record. Shri
Arjun Singh, Commandant is the leader of
the 25 member mountaineering expedi-
tion team.
2.Mt Mukut is situated in Mana Valley of
Chamoli District of Uttarakhand. Other
important peaks such as Mt Kamet and Mt
Abi Gamin are also situated adjacent to
Mt Mukut. Successful summit to Mt Mukut
was undertaken in 1951 by the
Mountaineering team of New Zealand. Sir
Edmund Hillary was a member of this
team.
3.ITBP Mountaineers have successfully
completed summit to the highest Peak of
the World- the Mt. Everest in 1984, 1992,
1993, 1996, 2006 and 2012. So far, 24
personnel of ITBP have climbed the Mt.
Everest. As a member of Joint
Mountaineering Expedition, Shri Sonam
Palazor, Asstt Commandant of ITBP was
the first ITBP mountaineer to climb Mt.
Everest in 1984. Under the leadership of
Shri Prem Singh, Commandant, 06 moun-
taineers of ITBP climbed Mt. Everest and
skied down successfully in the year 2012.
For exemplary contribution to the field of
mountaineering, 7 personnel of the Force
have been awarded with Padma Shri
while 11 personnel have been awarded
with Tenzing Norgay National Adventure
Award.

In a landmark judgment, the Hon’ble Supreme Court of India refused to entertain any
stay on the implementation of 85% pictorial warnings on tobacco packs and related
products. As per the judgment passed yesterday by Hon’ble Supreme Court of India
(Bench comprising of Hon’ble Mr Justice Pinaki Chandra Ghose and Hon’ble Mr
Justice Amitava Roy, it is ordered that cigarette manufacturers to comply with the new
rules. The Bidi & Tobacco Manufacturers Association have been contending to get the
stay on the grounds that pictorial warning should not be more than 40%.
Indian Medical Association has been fighting for the implementation of the 85% of the
pictorial health warnings since long and welcomes the Supreme Court’s decision.
According to them, tobacco consumption is one of the primary reasons for the increase
in the incidence of life-threatening diseases such as strokes, heart disease, cancer,
hypertension, asthma and all efforts must be made to educate people about its overall
impact on a person’s overall health and well-being.
In force since April 1, 2016, the stringent rules mandate an increase in the size of
health pictorial warnings from the current 40 percent of the surface of a cigarette pack-
et to up to 85 percent. The Supreme Court in its judgment has also transferred all the
petitions filed and pending in different High Courts in India to the High Court of
Karnataka.

China said it will continue to exercise its
sovereignty over the South China Sea
regardless of the outcome of the ongoing
case in a UN-appointed tribunal, which is
widely expected to deliver its verdict
favouring the Philippines.

It dubbed the arbitration as “political farce”
and an attempt to “negate China`s claims”
over the disputed South China Sea. The
judgment is expected to be pronounced
later this month.
“No matter what the outcome is, China will
not recognise the award. It is a political
farce,” said Ouyang Yujing, a top Chinese
foreign ministry official.
“It will not waver China`s determination to
uphold its sovereignty and claims,” said
Ouyang, the director-general of Chinese
Foreign Ministry`s Department of
Boundary and Ocean Affairs, in an inter-
action with foreign media here.
He also warned that China`s global criti-
cism over the issues will worsen the ten-
sions, likening his country to a “coiled
spring” which, he said, could “rebound” if
pressured much.
China`s expansive claims over South
China Sea, contested and mirrored by the
Philippines, Brunei, Vietnam, Malaysia
and Taiwan have triggered concerns glob-
ally, with the US sending its naval war-
ships in the disputed waters.
“We are willing to take on board construc-
tive comments and criticism by the rele-
vant countries,” Ouyang added.
“But if they are aimed at putting pressure
on China or blackening its name then you
can view it like a spring, which has an
applied force and a counter-force. The
more the pressure, the greater the reac-
tion,” he added.
The Philippines has reached the UN-
appointed tribunal, the permanent court of
arbitration (PCA) in The Hague that adju-
dicates in international disputes over mar-
itime territory.
China has called the arbitration illegal as,
it says, the Philippines has violated the
agreement with China which talks of
resolving disputes bilaterally.
Of late, the war of words between China
and the US has escalated over the mar-
itime rights in the waters. The US has sent
its warships in the South China Sea, call-
ing it its freedom to navigate. China has
also been building infrastructure on the
islands in the Sea and conducting naval

tion chief Mark Kelton was suffering from a mysterious
ailment which made him double over in pain.

was somehow orchestrated by ISI.
Speaking about the incident, Kelton said the cause of his

his tenure in Pakistan. “I’d rather let that whole sad
episode lie,” he said. “I’m very, very proud of the people

The head of the joint investigation team probing former
Pakistan prime minister Benazir Bhutto`s assassination
said on Thursday that the team could not trace the
threatening call allegedly made by then president Pervez
Musharraf to Bhutto.
Mohammad Khalid Qureshi, the JIT chief, was the last
prosecution witness in the high-profile assassination
case, Dawn online reported.
During cross-examination by Barrister Farogh Nasim,
counsel for Musharraf, in the Anti-Terrorism Court (ATC)
at Rawalpindi, Qureshi admitted that JIT could not trace
the call.
However, Qureshi expressed the possibility that
Musharraf might have made the call from any of his offi-
cial phones.
The prosecution case was based on a threatening call
which Musharraf allegedly made to Bhutto while she was
at the office of US Congressman Tom Lantos.
According to the prosecution, US lobbyist Mark Siegel
claimed that on September 25, 2007, in his presence at
the office of Congressman Lantos in Washington, Bhutto
received a telephone call which she later described as “a
very bad call” from Musharraf.
The statement said the former military ruler had warned
Bhutto that “her safety depends on the state of their
[Musharraf and Benazir`s] relationship”.
According to Siegel, Bhutto sent him an email on
October 26, 2007, in which she expressed her sense of
insecurity.
Bhutto said that if something happened to her, she would
hold the military ruler responsible, apart from the individ-
uals mentioned in her letter to Musharraf on October 16,
2007.

Both sides agreed for exchange of sportspersons,

What better way to celebrate Mother's Day, than to
give back to this Mother who is personification of
Mother Earth herself. With this spirit, volunteers and
sadhaks of Dhyan Ashram, animal lovers, environ-
mentalists from all walks of life gathered at "Matrika
- an ode to the all-giving cow" on Saturday, May 7
at Constitution Club, Rafi Marg for the launch of
"Reflective Collar Belts" for strays to avoid injuries
and deaths on account of road accidents at night.
Chief Guest for the event, Smt Maneka Gandhi edu-
cated the audience on the urgency to protect this
animal from perishing highlighting the abuse it faces
at the hands of dairy and meat industry, and the
hazards of consuming its milk and meat. "The need
of the hour is for each one to adopt a cow (or bull)
or sponsor its upkeep." "Yogi Ashwini, is the only
yogi I have met so far, who is practically working on
ground to save the animal and not just talking about
it," the Hon'ble Minister for Women and Child
Development was heard saying.
Yogi Ashwini, the force and energy behind the body
of 22 gaushalas, 500 feeding points, 75 dog shel-
ters, 50 water feeders and 24-hour emergency
services catering to more than 15000 animals
including cows, bulls, camels, dogs, monkeys and
birds, which is Dhyan Foundation, shared "Saving
the cow has nothing to do with religion. All religions
talk of compassion towards animals and none prop-
agate their abuse or slaughter. Cow has been
revered across cultures and the benefits of serving
it are manifold. At Dhyan Foundation, the volunteers
have practically experimented with this and found to
be true, the results ranging from curing cancer with
treated cow-urine, wish fulfillment by whispering in
the ear of bull and feeding it daily to unexplicable
professional growth by engaging in gau-seva,
among others."
Former Miss India-World, Nikita Anand reiterated
the thoughts of the yogi as she quoted verses from
quran, vedas, greek and roman cultures establish-
ing the universal importance of cow. "When I came
to Yogi Ashwini, I was a bundle of problems - health,
emotions and finances. But then he gradually initiat-
ed me into the practice of Sanatan Kriya and put me
on the path of helping animals. I have never looked
back since. Today, I can dare to make a public
appearance sans any makeup and when people
comment on my glow and radiance, I am assured I
am on the right path."
Dhyan Foundation has been taking care of more
than 6000 stray, injured, rescued, sick and aban-
doned cattle through its countrywide network of vol-
unteers, who are driven on the path of service under
guidance of Yogi Ashwini. Recently, they took upon
themselves the arduous task rescuing and rehabili-
tating the drought struck cattle in parts of Rajasthan,
rushing water, fodder and medical aid from Delhi to
Dausa to stop the fast conversion of cattle to car-
casses. The cattle presently are taken care of and
similar operations are being conducted in parts of
Bihar and Telangana.

7th of May 2016 at Rishikesh Public School,
Uttrakhand. Program was organized by
IASRD together with ICMEI, Ganga Action

Rishikesh participated in the program.

cycle race and took part in painting, essay
and slogan writing and poster making activ-

Objective of the program was to sensitize

It is felt that school children in the age group
of 10-17 years constitute about 20 % of the
country’s population if sensitized would be
an effective medium to spread the cause
that would include their parents, neighbors
and friends, gradually resulting into a peo-
ple's movement to keep the Ganga Clean.
In fact the earlier missions to clean the river
Ganga and Yamuna failed mainly because
of undue emphasis on investment in techni-
cal aspects, without involving the people.
Thus, there is an urgent need to shift our
approach from engineering-centric to peo-
ple-centric.
