New Delhi: Prime Minister Shri Narendra
Modi released the National Disaster
Management Plan (NDMP). This is the first
ever national plan prepared in the country. It
aims to make India disaster resilient and sig-
nificantly reduce the loss of lives and assets.
The plan is based on the four priority themes
of the “Sendai Framework,” namely: under-
standing disaster risk, improving disaster risk
governance, investing in disaster risk reduc-
tion (through structural and non-structural
measures) and disaster preparedness, early
warning and building back better in the after-
math of a disaster.
Salient Features of the Plan
The plan covers all phases of disaster man-
agement: prevention, mitigation, response
and recovery. It provides for horizontal and
vertical integration among all the agencies
and departments of the Government. The
plan also spells out the roles and responsibil-
ities of all levels of
Government right up to
Panchayat and Urban
Local Body level in a
matrix format. The plan
has a regional
approach, which will
be beneficial not only
for disaster manage-
ment but also for devel-
opment planning.
It is designed in such a
way that it can be imple-
mented in a scalable man-
ner in all phases of disas-
ter management.
It also identi-

such as
early warning, information dissemination,
medical care, fuel, transportation, search
and rescue, evacuation, etc. to serve as a
checklist for agencies responding to a
disaster. It also provides a generalized
framework for recovery and offers flex-
ibility to assess a situation and build
back better. To prepare communities
to cope with disasters, it emphasizes
on a greater need for Information,
Education and Communication activi-
ties. Minister of Home Affairs Shri

Mr. Satyarthi also wel-
comed the recent devel-

Government towards a

work on child trafficking,
child protection and
bonded labour and cau-
tioned the government
that the success of the
initiatives being taken
now would hinge on
implementation and
accountability mecha-
nisms.

New Delhi: Under Prime Minister’s Awas Yojana
(Urban), minimum addition of 9.0 sq.mt of carpet area to
the existing house will be required to be eligible for
Central assistance under the ‘Beneficiary Led
Construction’ component of the housing mission.
Ministry of Housing & Urban Poverty Alleviation issued
modified Guidelines under PMAY (Urban) to this effect to
States and Union Territories for compliance while send-
ing affordable housing proposals for enhancement of
existing houses under ‘Beneficiary Led Construction
(BLC)’ component of housing mission.
Under BLC, beneficiaries will be assisted for construction
of new houses and enhancement of existing houses to
make them more livable. A minimum addition of 9.0 sq.mt
of carpet to the existing pucca or semi-pucca house shall
now be ensured for being eligible for Central assistance
of Rs.1.50 lakh per beneficiary. This enhancement shall
include pucca construction of at least one habitable room
or room with kitchen/bathroom /toilet as per the National
Building Construction Norms.
The new Guidelines also mandated that after the
required minimum of 9.0 sq.mt carpet area enhance-
ment, total carpet area shall not be less than 21 sq.mt
and must not be more than 30 sq.mt.
Under BLC component of PMAY(Urban), eligible benefi-
ciaries already owning pucca or semi-pucca houses are
enabled to undertake enhancement of such homes to
make them more livable.
The Technical Group set up by the Ministry of HUPA, in
their assessment of housing shortage in urban areas
reported Congested houses of 14.99 million,
Obsolescent houses-2.27 million, Non-serviceable
kucha houses-0.99 million and Homeless people of 0.53
million, totaling a housing shortage of 18.78 million hous-
ing shortage in urban areas. Based on this estimate, the
Government has assessed a housing shortage of 20 mil-
lion dwelling units in urban areas by 2022.

New Delhi: Ministry of Social Justice & Empowerment, Govt. of India organized a
meeting of the State Channelizing Agencies (SCAs) of its Apex Corporations i.e.
National Scheduled Castes Finance and Development Corporation (NSFDC), National
Safai Karamcharis Finance and Development Corporation (NSKFDC) and National
Backward Classes Finance and Development Corporation here today to review the
performance of SCAs and to discuss action plan for the current year.
The meeting was chaired by Shri Thaawar Chand Gehlot, Union Minister for Social
Justice & Empowerment. During the meeting, Shri Krishan Pal Gurjar and Shri Vijay
Sampla, Ministers of State, SJE, Smt. Anita Agnihotri, Secretary, SJ&E, Shri Arun
Kumar, Addl. Secretary, SJ&E and senior officers of the Ministry of Social Justice &
Empowerment, CMD/MDs of Apex Corporations and officers from the States repre-
senting the State Channelizing Agencies (SCAs) of Apex Corporations participated in
the meeting.
During the meeting, Shri Thaawar Chand Gehlot launched two new schemes of
NSFDC i.e. “Reimbursement of Membership and Annual fee to SCAs for Membership
of Credit Information Companies (CICs) for the SCAs” which will help them to create
credit History of the SC beneficiaries and another scheme “National Award for
Performance Excellence (NAPE)” which will motivate the SCAs to perform better and
will also create healthy competition.
The Minister appreciated the efforts made by NBCFDC for associating with North
Eastern Development Finance Corporation (NEDFI) which will help in extending finan-
cial assistance to the beneficiaries in the far off areas of the Northern Eastern States.,
Referring the Commercial Motor Driving Training Programme for women, initiated by
NSKFDC, the Minister advised the SCAs to conduct similar programmes in major cities
in their States. While reviewing the performance of the corporations, it was observed
that National Scheduled Castes Finance and Development Corporation (NSFDC) dis-
bursed Rs. 270.27 crore to 70,885 beneficiaries in the year 2014-15 and disbursed Rs.
378.94 crore to 71,915 beneficiaries in the year 2015-16. Under the Skill development
training programme, NSFDC provided training to 13,258 SC youth in 2014-15 and to
14,805 SC youth in 2015-16. The National Safai Karmachari Finance and
Development Corporation (NSKFDC) disbursed Rs. 134.05 crore to 19,434 beneficiar-
ies in the year 2014-15 and disbursed Rs. 156.91 crore to 19334 beneficiaries in the
year 2015-16. Under the Skill development training programme, NSKFDC provided
training to 8,750 youth in 2014-15 and to 9,600 youth in 2015-16. NSKFDC have
released onetime cash assistance of Rs. 40,000 each to 10,728 identified manual
scavengers and also sanctioned 537 proposals of comprehensive rehabilitation and
2417 proposals of skill development training upto 31.05.2016.

A charity aimed at rescuing children from forced labor
says that while India tops a recent global slavery index,
the situation is improving in the South Asian nation.
The Walk Free Foundation counted some 18.35 million
modern slaves in India in its index released.That
includes children and adults forced into labor, often
unpaid or to pay off a debt.
The index showed China with the second highest num-
ber, 3.39 million, and Pakistan next with 2.13 million.
North Korea was found to have the highest per capita
rate of modern slavery, with 4.37 percent of its population
affected. Ramesh Senge from Nobel laureate Kailash
Satyarthi’s charity says that while slavery in India is a
problem, the situation is improving with more awareness,

slaughtered a cow and kept beef in their
home. A fast track court had permitted
the lawyers of the suspects in the case
to get a copy of the forensic report which
was submitted to the court in April.
Six people were initially arrested by
police and a chargesheet was later filed
against 18 people, including a local BJP
leader’s son. The earlier forensic had
said that the meat recovered from
Akhlaq’s home belonged to the goat
progeny.
Beef eating is not a crime in Uttar
Pradesh, only cow slaughter is. The
police say they tested the meat only to
establish the motive for Akhlaq’s killing.
Mr. Ahmed said, “does not diminish the
case as murder is an offence”. The meat
in Akhlaq’s home was initially examined
by a veterinary doctor in Dadri, whose
analysis that it appeared to be mutton
set off conspiracy theories, with the
state’s Samajwadi Party alleging delib-
erate attempts to polarize the region.
The samples were sent for a final
assessment to a government lab in
Mathura, which has concluded that it
was beef. The report has been rejected
by Akhlaq’s family, which has always
denied eating beef on the day of the
attack.
“Dadri police said mutton, now you are
saying it is beef. This is all politics,” said
Akhlaq’s brother Chand Mohammad.
The forensic report comes at a time
political parties are prepping for high
voltage elections in Uttar Pradesh next
year.

was sacked by the Centre
and the state was placed
under President’s Rule.
However, Congress
knocked the door of the
Court and Rawat returned
as Chief Minister after win-
ning a trust vote ordered
by the Supreme Court ear-
lier this month.

Over 50,000 Muslim women and men
have signed a petition, spearheaded by
BMMA, seeking a ban on the Islamic
practice. “We demand to end the practice
of oral or unilateral divorce or triple talaq
and we have collected 50,000 signatures
from women and men for this,” the rights
group said in their letter to Lalitha
Kumaramanglam, Chairperson, National
Commission for Women.
Terming the practice as “un-Quranic”, the
group demanded “a legal ban on the
heinous practice which destroys the life of
many women and children”.
The organisation wrote to the National
Commission for Women and sought its
support to make the practice that
“destroys the life of women” as illegal.
They had compiled case studies of
women who have “suffered” the ordeal of
triple talaq. A recent BMMA study found
that 92% of Muslim women supported an
end to this practice. Unilateral divorce
sometimes given over phone, text mes-
sage and email has become increasingly
frequent, leaving women with the short
end of the stick.
It is t also said while codification of the
entire Muslim personal law was the long-
term objective, in the short run a legal ban
on the practice of triple talaq would bring
relief to lakhs of Muslim women.
“We are bringing out the suffering and
pain caused to women and children owing
to this inhuman practice,” it added.
The co-founders, Noorjehan Safia Niaz
and Zakia Soman of BMMA “strive for
equal citizenship of Muslims as enshrined
in the Constitution as well as for justice
and equality for Muslim women based on
the Quranic tenets”.
“The instant method of divorce has no
mention in the Quran. In fact the Quranic
method requires a 90 day process of dia-
logue, reconciliation and mediation before
divorce takes place,” they said.

A day after External Affairs Minister Sushma
Swaraj said the attack on Congolese national
Masunda Kitada Oliver was not racially moti-
vated, Janata Dal (United) said a series of
attacks on African natives hinted at an
“International Jungle-Raj” in the national capi-
tal.
“Attacks on African nationals in the national
capital tell that there is an international jungle
raj in Delhi, while Bihar is witnessing a ‘Mangal
raj’,” said JD(U) leader K.C Tyagi.
Hitting out at the Delhi Police for going smooth
on the culprits, Tyagi said police are in
quandary with regard to taking actions on the
perpetrators involved in these attacks.
“On the other side the international relations
are witnessing a setback due to these inci-
dents,” he added.
When asked to respond on attack on a cab
driver by six Africans after he refused to take
on board more than four, Tyagi said he is
against any kind of violence.
“The government should act on it. We have the
relations with Africans since the age of Gandhi
and the clouds of uncertainty are looming over
these relations due to these violences, Delhi
must be saved from the ‘International jungle
raj’,” he added.
The remark from the JD-U comes in wake of a
meeting between the External Affairs Minister
and delegation of African students in Delhi.
“The incident is not only unfortunate but
painful. Being a mother I can understand the
pain of Oliver’s parents who lost their son on a
foreign soil,” she said.
Oliver, 23, was allegedly beaten to death by a
group of men in south Delhi’s Vasant Kunj
area, on 20 May. The incident took place
around 11.45 pm on Friday when Oliver had a
heated argument with a group of three people
at Kishangadh locality in Vasant Kunj.
Swaraj assured that a thorough probe will be
initiated into the case.
“We have chalked out a plan as per which, our
ministers will visit every metro city and hold dis-
cussions with African students. We will initiate
awareness and sensitisation in areas with
maximum population of African students,so
that such incidents don’t recur,” she added.
Attack onAfricans hints at ‘International Jungle-Raj’in Delhi: JD(U)

Using a reactor developed by the China
National Nuclear Corporation (CNNC),
Pakistan is set to begin construction
within weeks on the third unit at the
Karachi nuclear power plant using a
reactor developed by the China National
Nuclear Corporation (CNNC), according
to a spokesman for the company.
According to Dawn, a report published
on the website of China Daily said the
K3 plant would be built by using
Hualong One, the CNNC’s third-genera-
tion nuclear reactor design. CNNC
spokesman Pan Jianming said it would
be the second nuclear power project in
Pakistan to be based on the Hualong
One technology, after construction start-
ed at the K2 plant in August last year.
“Hualong One was developed based on
very mature technologies and the proj-
ect is going on very smoothly. It will help
ease power shortages in the Karachi
region after completion,”
Pan told a forum in Fuqing, Fujian
province, where the Hualong One pilot
project is based. The spokesman fur-
ther said that an understanding had
been reached with the Algerian energy
authorities for the development of a
nuclear research centre.

This is the first ever national plan prepared in the country. It aims to make India disaster resilient and sig- nificantly reduce the loss of lives and assets. The plan is based on the four priority themes of the “Sendai Framework,” namely: under- standing disaster risk, improving disaster risk governance, investing in disaster risk reduc- tion (through structural and non-structural measures) and disaster preparedness, early warning and building back better in the after- math of a disaster. Salient Features of the Plan The plan covers all phases of disaster man- agement: prevention, mitigation, response and recovery. It provides for horizontal and vertical integration among all the agencies and departments of the Government. The plan also spells out the roles and responsibil- ities of all levels of Government right up to Panchayat and Urban Local Body level in a matrix format. The plan has a regional approach, which will be beneficial not only for disaster manage- ment but also for devel- opment planning. It is designed in such a way that it can be imple- mented in a scalable man- ner in all phases of disas- ter management. It also identi- f i e s m a j o r activities such as early warning, information dissemination, medical care, fuel, transportation, search and rescue, evacuation, etc. to serve as a checklist for agencies responding to a disaster. It also provides a generalized framework for recovery and offers flex- ibility to assess a situation and build back better. To prepare communities to cope with disasters, it emphasizes on a greater need for Information, Education and Communication activi- ties.   • 6. 6U;wt isilZ ,lksfl,’ku Delhi/ NCR Delhi, June] 2016 spl. correspondent New Delhi: In a National Consultation on Eradication of Bonded Labour and Trafficking held today, Nobel Peace Laureate Kailash Satyarthi got all enforce- ment agencies and moni- toring agencies in child protection, including sen- ior officials of Ministry of Labour and Employment, Women and Child D e v e l o p m e n t , Chairperson and Members of National Commission on Protection of Child Rights and State Commissions of Child Rights, members of State Child Labour Commissions and all stakeholders to pledge to eradicate child trafficking and bonded labour. Mr. Satyarthi also wel- comed the recent devel- opments by the Government towards a stronger policy frame- work on child trafficking, child protection and bonded labour and cau- tioned the government that the success of the initiatives being taken now would hinge on implementation and accountability mecha- nisms. The event was being organised by Bachpan Bachao Andolan, today at New Delhi, where ses- sions were held on issues such as trafficking for bonded labour and child labour; trafficking for sexual exploitation and rehabilitation of vic- tims of trafficking and effective coordination among agencies. Nobel Peace Laureate Kailash Satyarthi gets all enforcement agencies New Delhi: Under Prime Minister’s Awas Yojana (Urban), minimum addition of 9.0 sq.mt of carpet area to the existing house will be required to be eligible for Central assistance under the ‘Beneficiary Led Construction’ component of the housing mission. Ministry of Housing & Urban Poverty Alleviation issued modified Guidelines under PMAY (Urban) to this effect to States and Union Territories for compliance while send- ing affordable housing proposals for enhancement of existing houses under ‘Beneficiary Led Construction (BLC)’ component of housing mission. Under BLC, beneficiaries will be assisted for construction of new houses and enhancement of existing houses to make them more livable. A minimum addition of 9.0 sq.mt of carpet to the existing pucca or semi-pucca house shall now be ensured for being eligible for Central assistance of Rs.1.50 lakh per beneficiary. This enhancement shall include pucca construction of at least one habitable room or room with kitchen/bathroom /toilet as per the National Building Construction Norms. The new Guidelines also mandated that after the required minimum of 9.0 sq.mt carpet area enhance- ment, total carpet area shall not be less than 21 sq.mt and must not be more than 30 sq.mt. Under BLC component of PMAY(Urban), eligible benefi- ciaries already owning pucca or semi-pucca houses are enabled to undertake enhancement of such homes to make them more livable. The Technical Group set up by the Ministry of HUPA, in their assessment of housing shortage in urban areas reported Congested houses of 14.99 million, Obsolescent houses-2.27 million, Non-serviceable kucha houses-0.99 million and Homeless people of 0.53 million, totaling a housing shortage of 18.78 million hous- ing shortage in urban areas. The meeting was chaired by Shri Thaawar Chand Gehlot, Union Minister for Social Justice & Empowerment. During the meeting, Shri Krishan Pal Gurjar and Shri Vijay Sampla, Ministers of State, SJE, Smt. Anita Agnihotri, Secretary, SJ&E, Shri Arun Kumar, Addl. Secretary, SJ&E and senior officers of the Ministry of Social Justice & Empowerment, CMD/MDs of Apex Corporations and officers from the States repre- senting the State Channelizing Agencies (SCAs) of Apex Corporations participated in the meeting. During the meeting, Shri Thaawar Chand Gehlot launched two new schemes of NSFDC i.e. “Reimbursement of Membership and Annual fee to SCAs for Membership of Credit Information Companies (CICs) for the SCAs” which will help them to create credit History of the SC beneficiaries and another scheme “National Award for Performance Excellence (NAPE)” which will motivate the SCAs to perform better and will also create healthy competition. The Minister appreciated the efforts made by NBCFDC for associating with North Eastern Development Finance Corporation (NEDFI) which will help in extending finan- cial assistance to the beneficiaries in the far off areas of the Northern Eastern States., Referring the Commercial Motor Driving Training Programme for women, initiated by NSKFDC, the Minister advised the SCAs to conduct similar programmes in major cities in their States. While reviewing the performance of the corporations, it was observed that National Scheduled Castes Finance and Development Corporation (NSFDC) dis- bursed Rs. 270.27 crore to 70,885 beneficiaries in the year 2014-15 and disbursed Rs. 378.94 crore to 71,915 beneficiaries in the year 2015-16. Under the Skill development training programme, NSFDC provided training to 13,258 SC youth in 2014-15 and to 14,805 SC youth in 2015-16. The National Safai Karmachari Finance and Development Corporation (NSKFDC) disbursed Rs. 134.05 crore to 19,434 beneficiar- ies in the year 2014-15 and disbursed Rs. 156.91 crore to 19334 beneficiaries in the year 2015-16. Under the Skill development training programme, NSKFDC provided training to 8,750 youth in 2014-15 and to 9,600 youth in 2015-16. NSKFDC have released onetime cash assistance of Rs. 40,000 each to 10,728 identified manual scavengers and also sanctioned 537 proposals of comprehensive rehabilitation and 2417 proposals of skill development training upto 31.05.2016. The Walk Free Foundation counted some 18.35 million modern slaves in India in its index released.That includes children and adults forced into labor, often unpaid or to pay off a debt. The index showed China with the second highest num- ber, 3.39 million, and Pakistan next with 2.13 million. North Korea was found to have the highest per capita rate of modern slavery, with 4.37 percent of its population affected. Ramesh Senge from Nobel laureate Kailash Satyarthi’s charity says that while slavery in India is a problem, the situation is improving with more awareness, legal reforms and rescue campaigns. Fifty-two year-old Mohammad Akhlaq and his son Danish were attacked by a mob in Bisada in Dadri over rumours that they had slaughtered a cow and kept beef in their home. A fast track court had permitted the lawyers of the suspects in the case to get a copy of the forensic report which was submitted to the court in April. Six people were initially arrested by police and a chargesheet was later filed against 18 people, including a local BJP leader’s son. The earlier forensic had said that the meat recovered from Akhlaq’s home belonged to the goat progeny. Beef eating is not a crime in Uttar Pradesh, only cow slaughter is. The police say they tested the meat only to establish the motive for Akhlaq’s killing. Mr. Ahmed said, “does not diminish the case as murder is an offence”. The meat in Akhlaq’s home was initially examined by a veterinary doctor in Dadri, whose analysis that it appeared to be mutton set off conspiracy theories, with the state’s Samajwadi Party alleging delib- erate attempts to polarize the region. The samples were sent for a final assessment to a government lab in Mathura, which has concluded that it was beef. The report has been rejected by Akhlaq’s family, which has always denied eating beef on the day of the attack. “Dadri police said mutton, now you are saying it is beef. This is all politics,” said Akhlaq’s brother Chand Mohammad. The forensic report comes at a time political parties are prepping for high voltage elections in Uttar Pradesh next year. Terming the practice as “un-Quranic”, the group demanded “a legal ban on the heinous practice which destroys the life of many women and children”. The organisation wrote to the National Commission for Women and sought its support to make the practice that “destroys the life of women” as illegal. They had compiled case studies of women who have “suffered” the ordeal of triple talaq. A recent BMMA study found that 92% of Muslim women supported an end to this practice. Unilateral divorce sometimes given over phone, text mes- sage and email has become increasingly frequent, leaving women with the short end of the stick. It is t also said while codification of the entire Muslim personal law was the long- term objective, in the short run a legal ban on the practice of triple talaq would bring relief to lakhs of Muslim women. “We are bringing out the suffering and pain caused to women and children owing to this inhuman practice,” it added. The co-founders, Noorjehan Safia Niaz and Zakia Soman of BMMA “strive for equal citizenship of Muslims as enshrined in the Constitution as well as for justice and equality for Muslim women based on the Quranic tenets”. “The instant method of divorce has no mention in the Quran. Being a mother I can understand the pain of Oliver’s parents who lost their son on a foreign soil,” she said. Oliver, 23, was allegedly beaten to death by a group of men in south Delhi’s Vasant Kunj area, on 20 May. The incident took place around 11.45 pm on Friday when Oliver had a heated argument with a group of three people at Kishangadh locality in Vasant Kunj. Swaraj assured that a thorough probe will be initiated into the case. “We have chalked out a plan as per which, our ministers will visit every metro city and hold dis- cussions with African students. We will initiate awareness and sensitisation in areas with maximum population of African students,so that such incidents don’t recur,” she added. According to Dawn, a report published on the website of China Daily said the K3 plant would be built by using Hualong One, the CNNC’s third-genera- tion nuclear reactor design. CNNC spokesman Pan Jianming said it would be the second nuclear power project in Pakistan to be based on the Hualong One technology, after construction start- ed at the K2 plant in August last year. “Hualong One was developed based on very mature technologies and the proj- ect is going on very smoothly. It will help ease power shortages in the Karachi region after completion,” Pan told a forum in Fuqing, Fujian province, where the Hualong One pilot project is based. The spokesman fur- ther said that an understanding had been reached with the Algerian energy authorities for the development of a nuclear research centre.
