While taking rounds in the engine room,
we should not simply pass by the
machines but stay there for some time. At
times, we may find an area oily say, the
generator. I wipe it and in the next round if
I see a black line emerging, then it indi-
cates a leakage and we must rectify it
now, else it may become unmanageable.
We should monitor the performance of a
machine or a system and find out any
flaws in it. For instance, if the feed pump
runs and shuts in 20 minutes normally but
today it is running for a long time it indi-
cates that either the pump is running dry.
Either it has been vapour locked or some
leak might have developed somewhere.
To judge the normal behaviour, I need to
stay near the machine for a long period of
time. A pump has been running smoothly
but it has been making noise as there is
definitely something wrong. I put my hand
on the electric motor but if it allows me to
do that, it is okay but if I need to pull back
my hand immediately, it is indicating that
something is wrong, it is overheated and
I must take corrective action. On one
occasion, the watchman called me and
said that some noise is coming from a
particular cylinder head of the main
engine. When I inserted my hand I had to
withdraw it as I could hear the noise per-
taining to steam formation inside.
This unit was overhauled in the port from
which we were departing and the cooling
water inlet valve wheel moved but valve
did not open. So, when you touch the
machine you realize about its faults.
Machines also have culinary prefer-
ences. The incinerator does not want
simply the sludge. We also don’t want
curd, we want “ lassi” ( churned, sugar
and essence added) , in the similar man-
ner the incinerator also likes “ lassi” and
that is why we have a churner fitted on (
homogenizer) and the sludge thus treat-
ed is liked by it. Many times, I explain to
my students the reason behind the instal-
lation of Zinc anodes. They get very
amused by this and the sleepy ones get
up. To some others, I quip don’t you all
fancy white girls? Yes friends, we go to
ship to work but in other words we go to
take care of it.
Monitor the performance of machines The FICCI must be congratulated for very successfully
conducting a seminar and exhibition for strengthening
and creating a sustainable Maritime Industry in our coun-
try. All the participants at the exhibition, Indian and
Foreign, deserve praise for displaying and explaining
their products and services in very cordial and patient
manner. Last week we had attended a conference and
listened to the speeches delivered by Rajeev Sinha,
Capt BVJK Sharma, Julian M Bevis, Capt; Ashok
Srivastava, Laxman Rajwani and Deepak Shetty our DG
Shipping besides other eminent speakers. Mr Ganguly
advised us that we must understand dredging before
talking about buying and employing dredgers was laud-
able. We tend to compare achievements in infrastructure
development and coastal shipping of European nations
with India without taking into account our rising popula-
tion and regional conflicts involving different state gov-
ernments vis-à-vis their differing approaches and ten-
dencies. On the other hand, there is less number of pop-
ulation in foreign countries and no regional conflicts. That
is the reason perhaps Nitin Gadkari, Minister of Road
Transport and Highways had talked about the mindset of
Indian officials while discharging their duties. We cannot
compare India with China as it is not a democratic coun-
try and decisions are taken faster there which paves for
economic development.
Steps must be taken to curtail our rising population and
speed up electric power generation to remove regional
imbalance. China and other foreign countries had
focused on enhancing skill development programme
among youth to make them employable. On the other
hand, this initiative is yet to succeed in India. If we have
to “Make in India”, we need people who can “ make” and
make qualitatively. Training must be imparted to electri-
cal technologists, machinists, specialized welders, spe-
cialist machine operators etc; by seeking the assistance
of expert technicians from overseas.

such persons as “Maharaj”
and not by their given
names? On the other hand,
Samajwadi Party MLA
Zameer Ullah Khan was
talking about producing
forty children as if he is
going to produce them via
his womb. You enjoy and
the woman suffers. Is this a
part of vibrant India? Modi
is lucky that people of
Gujarat are sensible and
they don’t support such
aspects, they are peace
loving workers.

Commission as NITI Aayog
but the Former Planning
Commission Secretary
Sindhushree Khullar has
been appointed as the
Chief Executive Officer of
the newly formed institu-
tion. Why people are talk-
ing only about vibrant
Gujarat and why not
Vibrant Tamil Nadu or
Odisha? FDI or Private par-
ticipation will be needed to
set up rail connectivity with
ports. Coastal Shipping
and Inland waterways
should co-exist together
and not function separately.
Why not Vibrant India?
On this Makar Sankranti day, we must look ahead with
renewed determination to work happily and peacefully
(avoid needless agitations) for achieving all round
progress. This day is synonymous with “daan”. All these
aspects promote and preserve good “ sanskaras” among
us. These days we witness too much turbulence due to
religious intolerance which also results into extreme vio-
lence in many cases. Such ruthless shooting of innocent
persons is deeply disturbing and must be curbed. In our
country, we must focus on the work of enhancing electric
power generation and distribution. It is equally important to
provide clean drinking water to our citizens. It is a difficult
task but all of us must take initiative for accomplishing this
objective by seeking assistance from foreign technicians.
It is sad that our saints are not teaching good things to the
populace and indulging in reactionary approach.
Population control is very important otherwise strain on
resources will tend to increase. It’s also necessary to cur-
tail rising vehicular traffic. Why so many motor vehicles are
allowed to ply on roads thereby increasing air pollution?
Motor vehicle population is increasing but there is lack of
adequate parking space in the city. Who will monitor this?
I had noticed on television that officials are taking efforts to
persuade taxi drivers and auto rickshaw drivers to quit
consuming “gutka” and present themselves in clean dress
and behave politely with passengers. They can bring
about a significant change in our social behaviour.
Citizens also must co-operate and board the vehicle from
the correct side of the road, even if it means walking a lit-
tle distance or crossing the road safely. In the film Taxi
Driver, Dev Anand is seen wearing the correct and clean
dress and displays amiable and sensitive attitude when he
listens to the song: “Jayen to jayen kahan, samjhega kaun
yahan….”.
Let us work for progress
Large number of NGO’s and social organ-
izations are functioning in the country but
it is a duty of the government to monitor
the activities undertaken by them and
probe about the source of funds received
by them. Normally, it has been noticed
that an organization keeps on doing its
business and the government fails to
notice until rape, murder or disappear-
ance of some kids are being reported.
Later on it has been found that the con-
cerned organization has amassed huge
wealth and property and also threatens to
overpower the government.The tragedy is
that the party forming the government
ends up seeking support of such organi-
zations which have already become very
powerful and unmanageable. Join them, if
you can’t beat them becomes the obvious
compulsion. Moral values take a back
seat even in case of those parties profess-
ing pious conduct, free from corruption.
Ruthless gangsterism then naturally
transforms into criminality.
It is such tendencies in the so-called
social and cultural organizations that the
government must curb in time.Self-seek-
ing PA’s should not misguide the Chief
Minister Devendra Fadnavis who has the
work cut out for him. Both the husband
and wife seem to be clean and full of ide-
alism combined by practical approach. I
am sure that both of them will not fall prey
to corruption.

informed that they got
information from traffic

steel reinforcement for
theft from stacked crash
barriers was crushed
under the weight of

crash barriers were
inclined with the support
of steel reinforcement
the same overturned on
the person due to cut-
ting the reinforcement. It
is further clarified that

Month Film Festival on the

six films docu-fiction that highlights the issues of civil
rights, African American citizens and their fight for justice.
Beloved starring Oprah Winfrey based on a novel will
begin the festival.
The film is set after the American Civil war and centers
on a former slave and her experiences. The second day
of the festival will show films like The Rosa Parks Story
by Julie Dash which shares experiences of the life of
Rosa Park and her actions in civil rights followed by Talk
to Me is a biographical film about a radio personality
Petey Greene who was also a community activist in the
1960s. The festival comes to an end with three contem-
porary films- 42 is a biographical sports film about base-
ball player Jackie Robinson who became the first African-
American Player, Mandela: Long Walk to Freedom , again
a biographical film on South African President. The clos-
ing film of the festival is the historical drama and a critical-
ly acclaimed film directed by Steven Mc Queen 12 years
of Slave. The theme of the festival brings forth the obser-
vance of Black History month which is an annual celebra-
tion of achievements by black Americans. Black History

About halfway up the cob-
blestone stairwell, the
screeching starts. Loose
stones tumble from the
tops of the walls far up on
the hilltop. All around me,
tree limbs shake.
It's just after dawn, and I'm
alone, climbing the trail to
the 15th-century royal
compound on the hilltop at
Great Zimbabwe in south-
ern Africa. Alone, except
for the baboons.
Like all the stone struc-
tures here, the stairwell is
open to the sky, but the
incline is so steep and the
curves so sharp that I can't
see more than 10 feet in
front of me. Sure enough,
around the next bend a
baboon is waiting for me
on one of the dozens of
terraces that skirt the hill-
side. We watch each other
for a few moments until I'm
certain he's not interested
in me, and then I keep
walking. Baboons freak me
out, but these moments
are part of what makes
Great Zimbabwe such an
incredible place to visit.
Unlike the world's more
visited ruins -- which is
basically every other ruin --
here it's easy to lose your-
self in the mystery of the
place, even if that means

security czar, in a graft scandal last July. While few
details were available on this unprecedented action,

The United States has welcomed news that Pakistani
authorities plan to outlaw the Haqqani terrorist network
and more than 10 other organizations connected to mili-

towards eliminating terrorist activity in Pakistan."
Pakistan's government has not publicly announced the

eign and government forces using bases in Pakistan's

Pakistani Taliban leader Mullah Fazlullah a "Specially
Designated Global Terrorist."Fazlullah has claimed
responsibility for the December 16 attack on a Peshawar
school that killed some 150 people, mainly schoolchild-
ren.That attack led Pakistani authorities to step up an
offensive started last June against militant groups in the
North Waziristan tribal region.The Pakistani government
is also expected to ban the activities of 11 other organiza-

Govt. cuts funds for higher education, IITs worst hit
The government has reduced funds for higher education
to the tune of Rs. 3,900 crore in its revised budget esti-
mates for the financial year 2014-15. The government
has revised the figure to Rs. 13,000 crore, as against Rs.
16,900 crore for the plan allocation. The revision, say
officials, will hit the eight new IITs that were scheduled to
move to their permanent campuses this academic year.
The government has reduced the Rs. 2,500 crore origi-
nally allocated to the 16 IITs for the year 2014-15, to Rs.
2,337 crore, initiating a cut of Rs. 163 crore. “The reduc-
tion of 163 crore will affect the new IITs as the HRD min-
istry will not be able to disburse the funds for the final
phase of construction of their new campuses,” an official
said. The eight IITs announced by the UPA government
during 2008-12 were operating out of temporary cam-
puses and six of these (except IIT Ropar and Jodhpur)
were to move to their permanent campuses by July
2014. Additionally, the IITs will have to bear the burden of
Rs. 150 crore due to the recent hike in junior and senior
research fellowships which have been increased from
Rs. 16,000 to Rs. 25,000 (JRF) and Rs. 18,000 to Rs.
28,000 respectively. The government has also initiated
budget cuts for the five IITs and five IIMs announced in
last budget session of the Parliament. Out of Rs. 500
crore allocated for these, the government will now dis-
burse only Rs. 65 crore.Funds for new initiatives have
also been cut.
Trojan Horse internal review farcical
A review of the Education Department's handling of con-
cerns about extremism in schools is "farcical", a
Birmingham head teacher has told.The review said there
were "no instances... where specific 'warnings' were
ignored" or where officials or ministers acted "inappropri-
ately".But Queensbridge School head Tim Boyes said
the department "did absolutely nothing because it's a
thorny policy".Mr Boyes met a minister twice in 2010 to
discuss his concerns. He said the second meeting
included a presentation to the minister, Lord Hill, about
concerns that Muslim hardliners were trying to take con-
trol of Birmingham schools. The meeting was held three
years before a letter - now widely assumed to be a for-
gery - alleging a "Trojan Horse" plot was sent to
Birmingham council.The review, written by the DfE's top
civil servant, Chris Wormald, said the department was
contacted six times about matters relating to potential
extremist infiltration in Birmingham schools between
1994 and 2013. It acknowledged the meetings between
Lord Hill and Mr Boyes took place but denied any action
was expected in response. "None of the attendees at the
meeting expected there to be follow up on Birmingham-
specific issues", it said. "A suggestion was made at the
end of the second meeting for a further discussion with a
wider group of headteachers. This suggestion is refer-
enced in the note of the meeting, but not as a specific
action with a named individual charged with taking it for-
ward. The further meeting did not take place." Mr Boyes
said the suggestion that no action was expected to hap-
pen was "unreasonable".
