Detainee Akhtiar Mohammad is assessed to be a high-level commander in the Hezbi-e-Islami Gulbuddin militant group who has extensive knowledge of anti-coalition forces in Afghanistan. He is assessed to pose a high risk if released. Detainee was captured in 2003 at a suspected HIG compound during a raid. He has been detained at Guantanamo Bay since 2004 and continues to be assessed as an enemy combatant with high intelligence value due to his connections and knowledge of HIG activities in Afghanistan and Pakistan.

a. (S//NF) Prior History: Detaineebecamea memberof theAfghan Army in 1978. He
trainedand servedin an artillery unit in Kabul, AF until 1979when the SovietUnion
occupiedAfghanistan. Detaineefled to Mazar-e-Shariffor six monthsuntil hejoined the
jihad againstthe Soviets. Detaineeprimarily attackedSovietconvoystravelingin the Said
Karam district of the Paktiaprovince in southeasternAfghanistan.
b. (S/NF) Recruitment and Travel: Detaineeclaimedhe left Afghanistanin 1981to
live at a refugeecampin Peshawar,Pakistan(PK). Detaineeremainedin Pakistanuntil the
Sovietsweredrivenfrom Afghanistanin 1991. DetaineeagainrejoinedtheAfghanmilitary
in 1991,but fled the countryagainin 1993afterthe Talibanacquiredpower. Detainee
remainedin Pakistanuntil 1995,when he returnedto Afghanistanto join theNorthern
Alliance andfight the Taliban in Panju,AF.
c. (S/NF) Training and Activities: In the fall of 2002,detaineeclaimedhe visited
GeneralAliqullah Lodin, the CorpsCommanderfor the Afghan provincesof Paktia,Khowst,
Logar, PaktikaandGhazni. Lodin told detaineehe would give him a command,provided he
couldrecruit300menwho would be servingunderhim. DetaineeclaimedMullah Jailani,an
anti-coalition anda memberof the Taliban, arrestedhim. Detaineeremainedin jail for two
monthsuntil he paid a fine of two million Pakistanirupees,andagreednot to join the Karzai
governmentfor nine months.
d. (S//NF) Gapture tnformatioh: On May 4'h,2003,US forcesconducteda raid on a

purposeof this chemicalis to incapacitatethe intendedvictim, andcanbe usedfor
kidnappingor robberyevents.

SayyedKaram District of Paktiaprovince,Afghanistan.
o (S/A{F) Mullah Jalanihad a compoundin the SayyedKaram district of
Afghanistanwith 50-60men underhis command. Within the village, Jalanihad
various small arms,including AK-47's andRPGs. Detaineereportedthat Jalanialso
hadtwo tanksandartillery pieces,althoughhis menwerenot proficient on eitherof
the two weaponssystems.
. (U) Detaineepossesseda Pakistaniissuedpassportassignedto detainee'salias,
Ikhtiar Gul. Passportrecordedtravel to SaudiArabia, France,Italy and Spain.

Complex,which Al-Qaida forcesusedfor training. Oneof the passportswas stamped
