The detainee is assessed to be a high-level member of Al-Qaeda and the Taliban who possesses intelligence on terrorist operations and personnel. He was formerly the Taliban Minister of Commerce and deputy to a senior Taliban commander. New information indicates he was involved in the killing of an International Committee of the Red Cross employee in 2003. The detainee poses a high risk and should continue to be detained.
