a HIG safehouseafter intelligencereportedthat two high-ranking HIG memberswereresiding
there. Detaineewas capturedwith anotherhigh-ranking HIG commander. They were involved
with recentAnti-Coalition Militia (ACM) insurgentoperationsagainstU.S. SpecialForcesin the
Gardez,PaktiaProvince,AF supportedby HIG operatives.It is assessedthis detaineeis a HIGH
risk, ashe is likely to posea threatto theUS, its interestsandallies.

paragraphsarebasedsolelyon the detainee'sstatements.
a. (S//NF) Prior History: Detaineeis anAfghani nationalwho wasborn in Moosawi,AF.
He claimshe's approximately25 yearsof age.(AnalystNote: Detaineeappearsolder,and
little credenceis givento this claim). Detainee'sfamily is from the HusainKhil tribe. He
speaksonly Pashtuandis a SunniMuslim. Accordingto detainee'saccount,whenhe was
two-yearsold, his family wasforcedto move to Ango, Pakistan(PK), after the Russians
bombedhis house. Detaineewas injured by shrapnelduring the bombing andhasscarson
his left leg,thetop of his headandnextto his right eye. Detaineelost vision in his right eye
dueto thoseinjuries. He hasalmostno formal education.He droppedout of schoolat the
ageof five or six duefor economicreasons.He statedthat he is not ableto reador write.
During his childhood,detaineeassistedvegetablesellersatthebazaarin Doab,PK. Whenhe
wasold enough,detaineesoldvegetablesfor himselfat thebazaarsin DoabandAngo, PK.
He worked asa vegetablesalesmanright up until he left Pakistanto return to Afghanistan.
b. (S//NF) Recruitment and Travel: Otherthanwhenhe lived in Afghanistanand
Pakistan,detaineehasnot traveledto any othercountries.
c. (S//NF) Training and Activities: Detaineestatedhe hasno military experience.
However, severalof his friends showedhim how to fire a Kalashnikov rifle. Justprior to his
arrest,detaineeworked for the "new government"(Karzai) andstatedhe was employedasa
securityguardat the fuel depotnearGardez,AF
d. (S) Capture Information: On the dayUS forcescaptureddetainee,hehada toothache
andaskedhis superiorat the fuel depot,Wolus, if he could go to seethe dentist/doctorin
Gardez,AF. Wolus gavethe detaineepermission. According to his account,he went to the
housewhereAkhtiar Mohammed,aka,Ikhtiar Haji, US9AF-001036DP(ISN 1036),renteda
room becausethis waswherethe dentisVdoctorwas supposedlylocated. Detaineearrived at
this locationat approximately5:00p.m. Detaineelearnedfrom ISN 1036thatthe
dentist/doctorhadalreadyleft for the day andwould not be backuntil the following morning.
As a result,detaineeplannedto spendthenight with ISN 1036. Detaineerecalledthatat

Kabul/Gardezroad. Sargulstayedat different locationsat night. Sargulis a short
manwith a redcomplexion. He is consideredoneof Hekmatyar'stop sevenor eight

approximately 15yearsago.The detaineeclaims to haveonly seenhim from a
distance. However,prior reporting statesotherwise.Its obviousthe detaineewas
being deceptivein comparisonto the information he previously reportedto
interrogatorsin the past.However, somethe information provided by the detainee
about Sargulwaspartially truthful.
o Analystnote. ISN 1036'sreportingof Sargul's (detainee)heightandbuild have
beencontradictory. In an unpublishedIIR ISN 1036statesthat Sargul(detainee)is

25,but it hasbeenreportedthathe is 35-40yearsold. The woundswould be
consistentwith a man who worked with explosivesandfought in jihads.
