This document outlines the functions of various system utility tools in Windows, including computer management for overall system services, disc management for hard disk partitioning and formatting, local users and groups for user account administration, services for starting and stopping background processes, disc defragmentation for organizing files contiguously, device manager for hardware driver management, and system information which can be accessed by running msinfo32.
