It was done to ease the negative physical and social effects on people that arose with the industrial revolution, particularly in urban areas. Urban local bodies or local governments implement urban development strategies. Urban Local Bodies are elected by the people. Planning and development for major cities and urban regions are done by urban metropolitan regional development authorities. These authorities are functionaries institutions under the state government. On the state government level, urban planning and development administration is administered by the State Town Planning Act and other relevant legal frameworks of each state. Currently, all states have ministries responsible for urban planning, urban development, housing, and governance. Spatial plans need to be accounted for to address issues on integrated land connectivity, landfills, urban drainage networks, land requirements, and a range of related urban complexities.Without spatial plans, it is extremely difficult to completely address the issues plaguing infrastructure in Indian cities. By using qualitative analysis, our study findings show that for example, in case of Thailand, they have many industrial clusters in which they can transfer technology and training programs enhanced from workers across industrial parks. They also focus on sustainable development of industrial clusters. Different from traditional concept of industrial park, Thailand industrial clusters have areas for manufacturing, services, industries, resident, etc.

The present paper investigates Urban Development that has brought e- Governance applications catering to the Government relating to Infrastructure Sector, amongst others; thus affecting environmental, social and economic structure significantly. The study further finds the scope of progress and affected areas for development, encouraged by certain e-Government solutions. The research helps us arrive at a line of action and necessary initiatives for successful implementation of ICT based solutions in Infrastructure industry. It also allows a peek into future scenario of improvements and deliberations in India in consideration with the scenario of developing countries.

Hierarchical Digital Twin of a Naval Power SystemKerry Sado
A hierarchical digital twin of a Naval DC power system has been developed and experimentally verified. Similar to other state-of-the-art digital twins, this technology creates a digital replica of the physical system executed in real-time or faster, which can modify hardware controls. However, its advantage stems from distributing computational efforts by utilizing a hierarchical structure composed of lower-level digital twin blocks and a higher-level system digital twin. Each digital twin block is associated with a physical subsystem of the hardware and communicates with a singular system digital twin, which creates a system-level response. By extracting information from each level of the hierarchy, power system controls of the hardware were reconfigured autonomously. This hierarchical digital twin development offers several advantages over other digital twins, particularly in the field of naval power systems. The hierarchical structure allows for greater computational efficiency and scalability while the ability to autonomously reconfigure hardware controls offers increased flexibility and responsiveness. The hierarchical decomposition and models utilized were well aligned with the physical twin, as indicated by the maximum deviations between the developed digital twin hierarchy and the hardware.
