Signature Assignment: Planning a Needs Assessment
The mission of this school system is to properly prepare students to be college and
career ready, through strong academics, Social Emotional learning, and positive experiences
that inform learning. State lawmakers are pushing for test scores to improve and standards to
be met. Educators are constantly charged with the task of providing learning opportunities that
push to close the achievement gap. There is a need for educators to stay abreast of the latest
information in education, but most teachers feel as though their Professional Learning days are
squandered away with information they do not see as relevant, instruction on things not
dedicated to the mission or that they have already engaged in. Improving instruction increases
the likelihood of accomplishing the mission of our school system and the expectations the State
has set forth. The last Professional Day raised some concerns, as Human Resources noticed a
trend of educators not returning after breaks or not attending at all.
Goals
A Needs Assessment is the process of collecting information that will drive an organizational
needs, implied or explicit, in order to rectify a deficit an organization may be facing. The process
calls for three steps to be taken, collect, analyze and creation (Barbazette, 2006). The purpose
of this needs assessment is to determine the Professional Development opportunities educators
need to increase student engagement, provide rigor, the ability to engage in authentic
assessment, assess the knowledge levels of mastery for their content, teaching strategies, and
review their understanding of Social Emotional learning. The overall goal is to improve
instruction by improving student learning by finding out what educators need.
Participants
The participants in this needs assessment will include a multitude of educators from across the
school system. There will be one administrator, one academic coach, and one teacher from
every grade level from each of the elementary schools in the district. Each middle and high
school will send one representative from each grade and/or subject matter taught. It is at the
discretion of the administration to decide who will represent their school. A number of teachers
that participate in the Mentoring Teachers program will also be asked to attend.
Project Plan
The project plan includes paid surveys and focus group questions that allow for data collection.
We believe that offering this during the spring of the current academic year, in order to prepare
for the following school year, will give us enough time to design course offering that meet the
needs of our teachers, by the time they return for our first Professional Learning series of the fall
semester. We will use one location, the high school, to house the participants for two days
during Winter Break. There are an estimated 1,750 of attendees that are expected, with
capacity of the school being 2,000. The attendees will be expected to bring their own district
provided laptop. Writing utensils will be provided by the administration from each school. Lunch
will be provided both days, to reduce attendance and retention issues. Each school

administration will contribute to the food cost and participant stipend from their schools allotment

Methodology
The data will be collected in various ways, as we want participants not become bored
with the same types of task. Online surveys will be created for the Mastery of Content and Rigor
components. Teachers will be grouped, based on a cluster and grade level, and expected to
complete the online survey. The online survey will consist of questions that test the knowledge
and skillset of the teachers. Questions will be multiple choice, fill in the blank, true or false and
matching of test items. Paper surveys will follow a similar format. Focus group and Breakout
sessions will involve more of sharing vocally, first, then recording as a group on chart paper,
and lastly providing a typed summary of what was recorded. We want to offer educators the
flexibility in sharing with us what they know and how they feel.
The resulting data will then be processed by the Professional Development staff, over a
period of three months. The data from the online surveys will determine what our teacher’s
need, as it pertains to content mastery. The paper surveys will be scored by the Social
Emotional Learning department to process, evaluate and restructure, if needed, how they
provide the Social Emotional concepts for teachers to use in the classroom. The recorded
summaries will be used to determine if teachers have a grasp of the assessment process,
grading procedures, and what they think they need to know to inform their teaching.
The next steps based on the data include the Instructional Design process. The
professional development team have identified the needs, created the learners profile, and will
know move to step two on the design process, Identifying learning Objectives. Once they have
identified them, based on the categories from the data, the will create the storyboard, the
prototype, and the training. The training will occur during the first days of teachers returning
from summer break. Teachers will be able to select the courses they think will help them during
the first part of the school year. The impact of training will be evaluated after every session and
will serve as the exit ticket for participants. Participants will be given a short, no more than 15
questions that vary, about their experience. Teachers that participated in the needs assessment
process will be expected to complete an additional survey on if their needs and concerns were
met.

Effective instruction can change the trajectory of learning that we need in this district. The needs
assessment hones in on what is important to teachers, what they need to be successful and
how we can be of better service to them, as a district. The needs assessment also allows for a
different type of collaboration that partners key stakeholders in this district. If we are going to
meet our goal of educating students that are college and career ready, we must move in a
direction that supports. We cannot do that without properly supporting those on the frontline.
