The Instructional Design and Information
Management Department is responsible for
acquiring and supporting the LMS and
identifying emerging technologies that will
assist with course creation. In addition, staff
members within the Department work closely
with other departments to utilize instructional
technology in the training room or online.

Roles and Responsibilities
The Training-Manager is responsible for overall management, operation, and development of the Instructional
Design and Information Management Department. The Manager works closely with senior management to match
organizational priorities with long- and short-term training goals and needs; prepare and manages operational
budgets; and supervises employees.
The IT-Specialist ensures day-to-day computer network operations. Additionally, the IT Specialist is responsible
for installation and support for the LMS system and the organization’s servers. The IT Specialist also documents and
resolves help desk requests, and is available to assist with training on proper software use.
The LMS-Administrator maintains and facilitates the comprehensive LMS administrative functions. In addition, the
Administrator determines best practices in use of the LMS and resolves LMS functionality issues. Employee training
is provided by the LMS Administrator.
The Trainer works closely with the Training Manager; evaluating, monitoring and conducting training activities
within the organization. The trainer is also responsible for analyzing training needs in consultation with
departmental managers.
The Media-Specialist provides multimedia support for the Instructional Designers and Trainers, including creation
of graphics, videos, and web interfaces.
The Department employs two full-time Instructional-Designers who are responsible for the development of
instructional materials and products for online and onsite courses. Designers also develop master course
documentation or manuals according to applicable compliance, certification, or other requirements.

System Management
The LMS system is managed by the IT-Specialist to ensure proper computer and network
operations to successfully meet organizational tasks and needs. Day-to-day operations of
the computer networks and security measures are also managed by the IT Specialist.
System Support
The LMS-Administrator, with assistance from the IT-Specialist, provides overall technical
and administrative support for Edmodo. Technical support includes troubleshooting
common errors with the system, responding to user concerns, and initiating actions for
system updates.

7. Instructional Design and Information Management Department
Salaries
Training-Manager: This Department is new in the organization; the salary for this position will be $85,000. According to the U.S. Department
of Labor, national average salary for Training and Development Managers is $89,170 per year (U.S. Department of Labor, 2012, Training). The
organization will take into account the 6% lower than national average for other positions in St. Louis.
Information-Technology-Specialist: The salary for this position is $61,000. According to the Bureau of Labor Statistics, the median wage for
computer network support specialists is $59,090 (U.S. Department of Labor, 2012, Occupational), and the median annual wage for network
and computer systems administrators is $69,160 (U.S. Department of Labor, 2012, Network), with average salary of $64,000. However,
salaries for similar job postings in St. Louis are 6% lower than the national average (IT Specialist).
LMS-Administrator: The estimated salary will be $47,000 for the LMS Administrator. The salary range for an LMS Administrator is between
$45,000 and $48,000. Below is a graph that provides the detail for justifying the hiring range.
Trainer: Due to the workload involved in the startup and development of this new Department, the recommendation is to allocate budget for
the Trainer position at $52,000. The median annual salary for Training and Development Specialists is $55,930 (O*NET OnLine, 2011),
although the Trainer responsibilities will not be as comprehensive as outlined in O*Net. As with the IT Specialist position, salaries for similar
job postings in St. Louis are 6% lower than the national average (Instructional Trainer).
Media-Specialist: The estimated hiring salary will be $42,000 based on the role of the Media Specialist. As shown in the below graphic, the
wide range of base salaries for Media Specialists causes a challenge in developing a starting salary schedule.
Instructional-Designers: The hiring salary for this position will be $50,000. In order to keep up with the anticipated demands for course
authoring, two instructional designers have been included in the department staffing plan. Salary ranges vary based on skill sets. The graphic
below provides guidance on the salary requirements for instructional designers.

8. Equipment Requirements
The following equipment will be needed for full implementation of EdModo by our new
Instructional Design and Information Management Department

Hardware-Requirements: site-specific hardware requirements necessary to support the implementation include desktop computers with remote hosting for
the client/server database, every student and team member need internet access and access to a computer. Updated computers, notebooks, and laptops; as
well as access to smart phones and tablets for mobile access.
Software-Requirements: The LMS has no special software requirements. Every computer must be updated with the latest OS, have updated JAVA and Adobe
Flashplayer, Anti-virus protection, Shockwave, and Adobe Reader. We will be using free, open source software for content, including VoiceThread, YouTube,
Google Docs, etc.
Data-Requirements: The data requirement is for each instructor to set up their own class list. The system will track student participation and assessment
scoring. EdModo does not require students to have email addresses to log-in, thus minimal data is required from students.
Facilities-Requirements: Fully functioning computer lab, high speed wireless internet.
One distinct advantage of the EdModo platform is that it is free and open source. It is remotely hosted. It requires minimum
effort for implementation; teachers create the learning environment and students build on it to construct their own learning
and make their own connections. An internet connection and updated OS software are the only requirements.
