Therefore new neighborhoods are being developed outside the main city with self-contained facilities. This report is about a neighborhood design of an area in Shadira, Lahore with detailed features and facilities including residential houses, market, shopping centers, parks and open spaces, streets and public buildings.

Presentation describes the journey of Chandigarh Master Plan right from its inception and tries to bring out facts which have gone into making of the Master Plan of 2013
Chandigarh remains grossly misunderstood and appreciated with entire credit of city planning and development given to Le- Corbusier and his team. In the process, enormous work done by the first team of Architects ( led by Albert Mayer and Ar. Methew Nowiscki ) engaged for the planning and development of Chandigarh, remains unknown, unrecognised, diluted and marginalised. Basic concept of city planning, besides defining the framework for locating the four major components of the city- Capitol, City Centre, University and Industrial areas was all done by the first team including preparing the master plan super-block, city centre, capitol etc. Second plan prepared by Corbusier is primarily and essentially was based on the first master plans because second plan was prepared merely in 96 hours by Le- Corbusier. First plans had its positivity and uniqueness, which would have made Chandigarh a different city from what it is today. It makes a interesting study to compare two master plans to visualise the shape and function of the city had the first master plan was implemented. Looking at the present context, Could you ever think of city beautiful Chandigarh, being a leaf shaped city, with all curved and radial roads, planned as a traditional Indian city with bustling bazaars, without wonderful Sukhna lake, having no sector, without ceremonial Jan Marg, without bustling Madhya Marg and without vibrant shopping streets V4 with Sukhna choe lost in the haze and glory of Capitol complex. This would have been a distinct reality, had the first master plan prepared by Albert Mayer would have been implemented to make the capital city a reality. Historically looking, Chandigarh remains the product and synthesis of two distinct but diametrically different master plans (in thought, approach, intent, content, planning and architecture), prepared for the city by the American and French architects. First plan shows clearly the influence of principles and pattern of American planning with basic residential unit defined by Superblock, whereas Corbu plan has genesis in French approach to city planning based on the ideology of CIAM.

This report considers the notion of ‘urban inclusion,’ focussing particularly on the potential for inclusion through the participation or meaningful involvement of local people in decisions related to transformation within their neighbourhoods and/or wider districts. The aim is to design a strategy for community involvement relating to the development of an area that forms part of the larger site developed between 2006 and 2012 for London’s Olympic Games. Our small site, known as Rick Roberts Way, lies within the London Borough of Newham, along the eastern edge of the Lea Valley and to the south of the main Olympic Park.
Developing the strategy will involve engaging with theory relating to inclusion and participation, and with debates relating to participatory practice in plans for urban change in London and elsewhere and specific techniques for promoting participation in urban design.

Below are comments/questions from attendees of the public meeting:
1. More information was requested on the Request for Proposals (RFP); and that the RFP be
for a commercial building.
2. The DC Center, the Post Office and the Farmer’s Market should remain
3. Where do people go to continue the conversation on the planning for what happens to the
services now providing at Reeves?
4. More information is needed on the project’s comprehensive plan; will rent increase with
the displacement of services.
5. Does the Akridge plan include information on the business activity for Reeve’s tenants?
6. What are the future plans for the Farmer’s Market; is it possible that the market could
remain?
7. More information is requested on the Class A classification; will the building be torn
down?
8. The daycare center should be able to remain in the community.
9. The DC Center should remain.
10. The sidewalk and community space should remain; daytime traffic is needed to diversify
the neighborhood.
11. The neighborhood needs services.
12. Need to create more active services and offerings for the community.
13. There is a need for more businesses in the community.
14. Need to continue to provide daytime traffic in the community for residents and
businesses.
15. How do you evaluate business use in this plan?
16. Has there been any appraisal done of the various usage of the property?
17. Any plans to expand public and green space in areas like this?
18. What will happen to the Office of Latino Affairs?
19. The plan must ensure there will be jobs created in creation, but also in the long term.

percentage of people coming to the stadium that are DC residents versus non-residents in
terms of how the District collects sales tax?
29. The plan should consider what is best for the community.
30. Are there any properties being considered within a mile of this property in play?
31. Are you taking into account daytime use and a public square component?
32. Is there a way for written comment to be submitted?
33. The plan needs to measure daytime traffic and usage.
34. Will public comments being incorporated into the proposal?
35. What is currently outlined in the proposal?
36. How will use affect the district’s sustainability goals (community and traffic plan)?
37. Homeless and low-income housing should be considered; what percentage would be
included?
38. Follow the process to include more local organization; uptown overlay restricts specific
usage in this area; why was RFK not considered for the soccer stadium? Reeves would be
better used for retail use; satellite services.
39. City should consider plaza and require a place or community space be used; civic center
should be designated as a civil rights space (historical).
40. A presentation should be given to the ANC on Jan. 2.
41. Residents should be told (Gino Baroni) if they will be losing their homes?
42. The parking lot area on S Street, between 13th and 14th; is this site part of this plan? They
would like to have that in writing that it is not.
43. There should be an office building where Reeves is and there should be an RFP that is
not open ended and instructs the developer to bring in commercial space to maintain if
not increase daytime commerce. The daycare center should stay in the building and the
farmer’s market should stay on the corner and the post office should remain.
44. Services, like those provided by the Department of Real Estate Services (DOES), can
there be spaces allocated to allow these services to remain in the area?

45. What does the comprehensive plan say about this site/area? Has the city finished the
master facilities plan? How much rent is being paid for district government agencies
now? How would this project solve this problem rather than make it worse?
46. Does Akridge’s plan have more than just mixed retail and residential space (such as any
office tenancy in the building) in its proposal?
47. The city does not need another land swap in this neighborhood, but a lot of other services,
and not a duplication of what is offered across the street.
48. There was a request for stakeholders to think about more than the status quo here in the
neighborhood now, but there is an opportunity to create an active public destination area
in the area.
49. The city should look at turning the space into business space and a business incubator.
50. There should be more active, outdoor space in the neighborhood.
51. Need more information relative to the warehouse on S Street and plan to develop that
space.
