Plan 2040 is Metro Atlanta's plan to accommodate economic and population growth over the next 30 years in a sustainable way. It addresses challenges related to transportation, housing, water supply, and changing demographics. The plan will focus investments in existing communities and conservation areas while increasing mobility options, access to jobs and services, and overall prosperity. Guiding principles that could provide policy direction include focusing on existing development, green space conservation, sustainable development, aligning growth with infrastructure, and increasing housing and transit choices. Participants are asked to provide feedback on these principles and how the successful implementation of Plan 2040 could be evaluated.

2. Welcome to the 2nd Online Public Meeting!
We hope you were able to attend the first online
public meeting during April and May.
Now it’s time to build on those elements as we
continue to develop PLAN 2040.

6. To remind you about the nine Key Needs that PLAN 2040 seeks
to address, here are the first three:
• We are well positioned for an
economic recovery. But we must
adjust how we live and do business.
• Our long term economic success rests
on having an adequate water supply.
• Significant transportation investments
are required along with increased
housing in major employment centers.

7. The next three Key Needs are:
• We do not have the financial
capacity to expand further if we
expect to meet our needs.
• Our future population will be very
different than it is today, being both
older and more racially diverse.
• Housing demand will shift toward
communities that offer amenities
close to employment and cultural
opportunities.

8. And the final Key Needs are:
• Approximately 75 percent of us have
no other option but to drive to
where we want to go.
• Beyond the need for increased
transportation funding, existing
assets must be better managed.
• We must focus our planning on both
existing urbanized communities and
those areas reserved for
conservation.

9. Addressing these needs, PLAN 2040 will be formed around the following:
Vision Statement: Provide visionary leadership for sustainable growth
by balancing environmental responsibility, economic growth and social
needs while maximizing benefits to all.
What do we want metro Atlanta to be and do for its residents, businesses and visitors?
• Lead as the global gateway to the South
• Encourage healthy communities
• Expand access to community resources
How will we go about achieving our vision for metro Atlanta?
• Increase mobility options for people and goods.
• Foster a healthy, educated, well-trained, safe and secure population.
• Promote places to live with easy access to jobs and services.
• Improve energy efficiency while preserving the region’s environment.
• Identify innovative approaches to economic recovery and long-term prosperity.

10. What we’ve heard from area leaders and residents:
• Focus on doing better with what we have,
including finding more efficiencies in
existing systems and resources.
• Connect housing, jobs and transportation
assets.
• Emphasize the interconnectivity between
transportation options, land infrastructure,
health consequences, energy efficiencies,
and water supply.
• Provide more than one choice for travel.

11. What we’ve heard from area leaders and residents:
• Provide incentives to implement public policy
decisions.
• Provide transit options in many forms, including
support for a regional transit system.
• How do we focus investments on already
developed areas versus outlying areas?
• Density in land developments only works in
certain areas.
• Safety is a primary concern from both a travel
perspective and in our neighborhoods.

12. So now we have to decide on guiding principles for plan policy
direction and here’s where you come in……
On the next few slides, we are going to show you some potential guiding principles, or
focus areas. We ask that you consider these and answer the following questions in
the survey located just below this presentation.
1. Do you think these guiding principles reflect what is needed in the metro
Atlanta area?
2. Are there other guides that we’ve missed?
3. What will be different if PLAN 2040 is successful? How will we know?

13. Here are four of the nine potential PLAN 2040 guiding principles.
These could provide direction for policymakers as they implement
PLAN 2040.
• Focus financial resources and public
investments in existing communities.
• Conserve environmentally-sensitive areas
and increase the amount and connectivity of
greenspace.
• Promote sustainable, energy-efficient
development and transportation investment.
• Align growth and development with
infrastructure investment.

14. The last five potential PLAN 2040 guiding principles are:
• Encourage a variety of choices related to housing
and transportation.
• At strategic regional locations, plan and retain
industrial and freight land uses.
• Increase the number and variety of uses around
existing and planned transit stations.
• Assure the preservation, maintenance and operation
of the existing transportation system.
• Incorporate the needs of the region’s changing
demographics into all aspects of planning.

16. Evaluation: looking at each of these guiding principles, we need to
consider how they contribute to the goals of the metro area in the
immediate future and in the long term. Consider the following…
 What would be the outcome of focusing financial resources and public investments
in existing communities?
 Where should greenspace be protected and where should it be connected?
 What should energy-efficient land development look like?
 What is the benefit of aligning growth and development with infrastructure investment?
 What are the choices we should have in housing and in travel?
 Where should industrial and freight sites be located?
 What kind of land uses should be available around transit stations?
 What are the characteristics of a preserved and maintained transportation system?

for your review and consideration of these next steps in
developing PLAN 2040.
Your thoughts and those of others will help ARC develop policies that will
govern the investment decisions and actions included in PLAN 2040. These
policy directions, along with a process for measuring their success, will be the
backbone of PLAN 2040.
