Public Policy and Factors Influencing Public Policyinventionjournals
Within the broader content of the political system, public policy comprising several elements aiming at achieving certain interests, goals and objectives is a skilful, comprehensive, enforceable, binding, legitimate, authoritative, deliberate and purposeful framework of and for interaction within which a multiplicity of policy decisions by political office – bearers can be made and various courses of action can be put into operation by public officials in order to realize the predetermined governmental aims and objectives as economically, efficiently and effectively. However, policy is not static as it should be reformulated and adapted continually on the basis of experience, research in the relative field of operation, and changing circumstances and needs; and these are always factors which serve to change the nature and the extent of the activities of public institution. All these aspects constitute the subject – matter of this article.

1. Public Policy
“Understanding public policy is both an art and a craft.” (Dye, 2010, p. 8). Explain how policy makers can perfect their craft for the betterment of society. Respond to at least two of your fellow students’ postings.
Policy Analysis
“Policy analysis is finding out what governments do, why they do it, and what difference, if any, it makes” (Dye, 2010, p. 4). Discuss your understanding of what policy analysis contains and what policy makers can learn from policy analysis. Provide at least two examples to support your argument.
2 Models of Politics Some Help in Thinking About Public Policy
Models for Policy Analysis
A model is a simplified representation of some aspect of the real world. It may be an actual physical representation—a model airplane, for example, or the tabletop buildings that planners and architects use to show how things will look when proposed projects are completed. Or a model may be a diagram—a road map, for example, or a flow chart that political scientists use to show how a bill becomes law.
Uses of Models.
The models we shall use in studying policy are conceptual models. These are word models that try to
•Simplify and clarify our thinking about politics and public policy.
•Identify important aspects of policy problems.
•Help us to communicate with each other by focusing on essential features of political life.
•Direct our efforts to understand public policy better by suggesting what is important and what is unimportant.
•Suggest explanations for public policy and predict its consequences.
Selected Policy Models.
Over the years, political science, like other scientific disciplines, has developed a number of models to help us understand political life. Throughout this volume we will try to see whether these models have any utility in the study of public policy. Specifically, we want to examine public policy from the perspective of the following models:
•Institutional model
•Process model
•Rational model
•Incremental model
•Group model
•Elite model
•Public choice model
•Game theory model
Each of these terms identifies a major conceptual model that can be found in the literature of political science. None of these models was derived especially to study public policy, yet each offers a separate way of thinking about policy and even suggests some of the general causes and consequences of public policy.
These models are not competitive in the sense that any one of them could be judged “best.” Each one provides a separate focus on political life, and each can help us to understand different things about public policy. Although some policies appear at first glance to lend themselves to explanation by one particular model, most policies are a combination of rational planning, incrementalism, interest group activity, elite preferences, game playing, public choice, political processes, and institutional influences. In later chapters these models will be employed, singularly and in combination, to descr ...

Introduction to Public Policy Analysis
What is Public Policy: Public policy is concerned with what governments choose to do, why they do it and what difference it makes in society.
Public policies may regulate, distribute and even extract resources from members of the society
Policy Analysis attempts to describe, analyze and explain public policy. It is the description and explanation of the causes and consequences of governmental activities
2
PPA
Specifically, Policy Analysis involves:
A primary concern with explanation rather than prescription
A rigorous search for the causes and consequences of public policies
An effort to develop and test general propositions about the causes of public policies and to accumulate reliable research findings
3
PPA
Limitations of Policy Analysis:
The limits of government power. What governments can/cannot do
Public dis-agreements over the nature of problems in society
Subjectivity in analysis and interpretation
Limitations on research design and methodologies
Complexity of human problems/ Human diversity
“Today’s solutions constitute tomorrow’s problems”

PPA
Expert Definitions of Public Policy:
David Easton( The Political System – 1953) defines public policy as” the authoritative allocation of values for the whole of society>”
Harold Lasswell and Abraham Kaplan (Power and Society – 1970) define public policy as a projected program of goals, values and practices
Carl J. Friedrich ( Man and His Government – 1963) stresses that the policy concept should have a goal, an objective and a purpose.
Charles Jones ( Introduction to the Study of Public Policy – 1977) breaks down the notion of public policy into various components and parts and measurable impacts
5
PPA
According to Weimer and Vining, policy analysis is client-oriented advice relevant to public decisions and informed by social values.
Michael Kraft and Scott Furlong indicate that analysis means deconstructing an object of study, that is breaking it down into its basic elements to understand it better. It is the examination of components of public policy, the policy process or both.

Observational Learning Theory and Its Application.pdfKhemraj Subedi
Observational learning theory, also known as social learning theory or modeling, is a psychological theory developed by Albert Bandura that explains how people learn new behaviors by observing others. His work was published in 1977 book titled Social Learning Theory. According to this theory, learning can occur through direct experience or through the observation of others' actions, behaviors, and the consequences they experience.
Learning in Psychological Perspectives.pdfKhemraj Subedi
In psychology, "learning" refers to a relatively permanent change in behavior, knowledge, or capability resulting from experience. Learning involves the acquisition of new information, skills, attitudes, or behaviors through various processes. Psychologists study learning to understand how individuals or animals acquire, retain, and apply knowledge or behaviors.

The current method for selling pi coins involves exchanging them with a pi vendor who purchases pi coins for investment reasons.

What website can I sell pi coins securely.DOT TECH
Currently there are no website or exchange that allow buying or selling of pi coins..
But you can still easily sell pi coins, by reselling it to exchanges/crypto whales interested in holding thousands of pi coins before the mainnet launch.
Who is a pi merchant?
A pi merchant is someone who buys pi coins from miners and resell to these crypto whales and holders of pi..
This is because pi network is not doing any pre-sale. The only way exchanges can get pi is by buying from miners and pi merchants stands in between the miners and the exchanges.
How can I sell my pi coins?
Selling pi coins is really easy, but first you need to migrate to mainnet wallet before you can do that. I will leave the telegram contact of my personal pi merchant to trade with.

The European Unemployment Puzzle: implications from population agingGRAPE
We study the link between the evolving age structure of the working population and unemployment. We build a large new Keynesian OLG model with a realistic age structure, labor market frictions, sticky prices, and aggregate shocks. Once calibrated to the European economy, we quantify the extent to which demographic changes over the last three decades have contributed to the decline of the unemployment rate. Our findings yield important implications for the future evolution of unemployment given the anticipated further aging of the working population in Europe. We also quantify the implications for optimal monetary policy: lowering inflation volatility becomes less costly in terms of GDP and unemployment volatility, which hints that optimal monetary policy may be more hawkish in an aging society. Finally, our results also propose a partial reversal of the European-US unemployment puzzle due to the fact that the share of young workers is expected to remain robust in the US.

US Economic Outlook - Being Decided - M Capital Group August 2021.pdfpchutichetpong
The U.S. economy is continuing its impressive recovery from the COVID-19 pandemic and not slowing down despite re-occurring bumps. The U.S. savings rate reached its highest ever recorded level at 34% in April 2020 and Americans seem ready to spend. The sectors that had been hurt the most by the pandemic specifically reduced consumer spending, like retail, leisure, hospitality, and travel, are now experiencing massive growth in revenue and job openings.
Could this growth lead to a “Roaring Twenties”? As quickly as the U.S. economy contracted, experiencing a 9.1% drop in economic output relative to the business cycle in Q2 2020, the largest in recorded history, it has rebounded beyond expectations. This surprising growth seems to be fueled by the U.S. government’s aggressive fiscal and monetary policies, and an increase in consumer spending as mobility restrictions are lifted. Unemployment rates between June 2020 and June 2021 decreased by 5.2%, while the demand for labor is increasing, coupled with increasing wages to incentivize Americans to rejoin the labor force. Schools and businesses are expected to fully reopen soon. In parallel, vaccination rates across the country and the world continue to rise, with full vaccination rates of 50% and 14.8% respectively.
However, it is not completely smooth sailing from here. According to M Capital Group, the main risks that threaten the continued growth of the U.S. economy are inflation, unsettled trade relations, and another wave of Covid-19 mutations that could shut down the world again. Have we learned from the past year of COVID-19 and adapted our economy accordingly?
“In order for the U.S. economy to continue growing, whether there is another wave or not, the U.S. needs to focus on diversifying supply chains, supporting business investment, and maintaining consumer spending,” says Grace Feeley, a research analyst at M Capital Group.
While the economic indicators are positive, the risks are coming closer to manifesting and threatening such growth. The new variants spreading throughout the world, Delta, Lambda, and Gamma, are vaccine-resistant and muddy the predictions made about the economy and health of the country. These variants bring back the feeling of uncertainty that has wreaked havoc not only on the stock market but the mindset of people around the world. MCG provides unique insight on how to mitigate these risks to possibly ensure a bright economic future.

serve and develop the people by providing
conducive environment, which maintains
the norms and values of the society for
quality life and better human behavior.
9. Definitions
James Anderson "Policy is the purposive
course of action followed by an actor or set
of actors or in dealing with a problem or
matter of concern."
• Forhock,"Public policy is a pattern
attempted either to save or manage political
disputes, or provide rational incentives to
secure agreed upon goals with policy issues
capable of ranging far and wide over both
material goods and ethical issues."
10. To sum up, public policy is a
proposed and purposive course of
action that is directed at achieving
certain goals or at solving the
specified problems faced by persons,
group, society or a nation as a whole.
11. The authorities involved in public
policy formulation
• Legislatures,
• Executives,
• Administrators,
• Councilors,
• Judges
• Paramount Chiefs,
• Elders,
• Monarchs,
12. Characteristics of Public Policy
The public policy includes the following
characteristics:
• Public policy is goal oriented.
• Public policy is a course of action.
• What to do?
• Public policy may have positive or negative
form.
• Public policy is law based and authoritative.
• Public policy is an applied social science.
14. Theory of Public Choice
• Public choice theory is a branch of
economics that developed from the
study of taxation and public spending.
15. Public choice is an application of self
interest and utility maximization to explain
political behaviour.
Public choice theory seeks to
understand and predict the behaviour
of politicians and bureaucrats in the
polity by utilizing analytical techniques
developed from economics, based on
the postulate of rational choice.
16. In public choice, the actors assumed
to seek their own self interest as in
the market place are; individuals and
voters, interest groups, bureaucrats,
& politicians/legislatures
17. Historical Background
Public choice theory emerged in the
sixties and received widespread public
attention in 1986, when James
Buchanan, one of its two leading
architects (the other was his colleague
Gordon Tullock), was awarded the
Nobel Prize in economics.
18. • In addition to providing insight into how
public decision making occurs today,
public choice analyzes the rules that
guide the collective decision-making
process itself. These are the
constitutional rules that are made before
political activity gets underway. The
work done by James Buchanan and
Gordon Tullock on
The Calculus of Consent, is one of the
classics of public choice.
19. Public choice takes the same
principles that economists use to
analyze people's actions in the
marketplace and applies them to
people's actions in collective decision
making. Economists who study
behavior in the private marketplace
assume that people are motivated
mainly by self-interest.
20. It postulates that there are maily four
players involved in public policy
They are:
Politicians,
General voters,
Bureaucrats &
Special interest group
21. Key terms of theory of pubic choice
Public goods vs. private goods.
Externalities,
Public goods and free riders,
Implication for voluntary action,
Constitutional choice,
Economic man and bureaucracy,
Voting rules and bureaucracy,
Market vs. hierarchical organization.
22. Assumptions of Public Choice
Theory
Ostrom & Ostrom (1971) noted that
following four public choice assumptions
about individuals:
Self-interest,
Rationality,
Benefit maximizing , &
Uncertainty minimizing.
23. Use of Public Choice in Managerial
Decision Making
Public policy is an important concern
for the administrators, academicians
and the public in large.
The importance of the study of public
policy has assumed a great
significance particularly with the
