 Municipal Authority is responsible for

5. RESPONSIBILITIES
 MUNICIPAL AUTHORITY
◦ Every Municipal Authority within the territorial area
shall be responsible for the implementation of
provisions of these rules
◦ Shall make application in Form I, for grant of
authorization form the State Board for setting up a
waste processing & disposal facility
◦ Shall furnish an annual report in Form II to the
Secretary Urban Development or to the District
Magistrate

6.  DISTRICT MAGISTRATE
◦ Shall have the overall responsibility for the
enforcement of the provision of these rules
within the territorial limits of their jurisdiction

7.  CPCB / SPCB
◦ The State Board shall grant authorization
for setting up a waste processing facility
including landfill after considering the
views of
 State Urban Development Dept
 Town & Country Planning
 Air Port or Air Base Authority
 Ground Water Board
 Forest Dept

8. ◦ The State Board shall issued
authorisation within 45 days, stipulating
compliance criteria and standards
specified in Schedules II, III & IV, including
other conditions, as may be necessary
◦ State Board shall monitor the waste
processing and landfill site twice a year
for Water quality and Ambient Air quality
for the parameters specified in Section 23
& 24

9. PROCESSING OF MSW
 Bio-degradable waste
◦ The Bio-degradable waste shall be
processed by Composting, vermi
composting, anaerobic digestion. It shall
be ensured that the compost shall comply
with the standards specified in Schedule
IV
 Mixed waste
◦ Mixed waste containing recoverable
resources shall follow the route of
recycling. Incineration with or without
energy recovery including pellatisation

10.  Non-biodegradable / Inert waste
◦ Landfilling shall be restricted to Non-Bio-
degradable waste, inert waste & other
waste not suitable for recycling or
biological process. Land filling shall also
be carried out for residues of waste
processing facilities
 Segregation
◦ Means to separate the MSW into the
groups of Organic, inorganic, recyclables
and hazardous waste

11. MUNICIPAL SOLID WASTE
SCENARIO IN GOA
 Total 433.43 tons per day of municipal solid
waste is being generated in the State of Goa
 Municipal areas - 218.1 tons per day
 Panchayat areas - 215.33 tons per day
 Seven municipalities have installed garbage
treatment plant out of which six have
established landfill sites.
 Garbage Treatment Plant at Sonsodo is
operated by M/s Fomento Green for Margao
Municipal Council where the unsegregated
mixed waste is separated mechanically. The

• M/s Vasavadatta Cement has installed
a hot disc reactor for incineration of
plastic waste, MSW and tyres etc.
• M/s Vasavadatta Cement has
submitted a request to enter into an
MoU with the State Government (on
similar terms as signed with ACC
Wadi) for disposal of non recyclable
waste.

20. RURAL GARBAGE DISPOSAL
SCHEME, 2005/2007
 Collection of Garbage and its proper disposal
is the prime responsibility of the Sarpanch
and the Secretary.
 The Village Panchayat has to collect and
segregate the garbage into Wet
(biodegradable) and Dry (non biodegradable)
components.
 Wet garbage shall be transported, stored and
treated by composting or vermi composting
on the garbage disposal sites maintained by
the designated Village Panchayat

21.  Non biodegradable garbage shall
disposed off by the designated Village
Panchayat in consultation with DSTE
and the GSPCB.
