Standards are important in Dutch education to create compatibility, transparency, and prevent vendor lock-in. The goal is to create an open infrastructure using standards in three areas: education, business, and scientific research. Standards facilitate the content supply chain by allowing schools to select materials, suppliers to provide them, and for materials to be mixed and used. Specific standards help with findability (metadata standards), accessibility (distribution and access standards), and usefulness (exchange of results and concepts standards). Standards go through a process of research, development, testing, evaluation and modification before being registered and adopted through a public-private partnership governance model.
