This document discusses the idea of creating an "OER space for innovation" to better connect quality open educational resource (OER) repositories. It proposes the Partnership for Networking OER Repositories (PANOR) project to connect major OER repositories through a global open library network. PANOR would work to increase the impact of OER in learning and teaching by networking repositories, facilitating innovation using OER data and content, and establishing an OER repository observatory. The long term vision is for PANOR to help achieve the UN Sustainable Development Goal of inclusive, equitable, quality education for all by enabling open and digital education through connected OER repositories.
