Who is responsible for aquatic health in Iran as
competent authority ?
Iran veterinary organization
– Iran veterinary organization responsible for Animal health in IRAN
– Iran Veterinary Organization was established in 1971 and is empowered to
control and eradication of animal disease. Article 2 of the IVO Act defines
the term “animal” to include aquatic resources which also extends to fish
eggs, larvae and adults.
IVO goals
Food security(as a part of ministry of agriculture)
Improve Public health( animal derived food
safety ,zoonoses)
Facilitate animal trade according OIE code

How do we deal with WSSV ?
National plan of Disease Management
Program for aquatic animal in IRAN
‫ر‬‫کشو‬‫دامپزشکی‬‫سازمان‬
‫اردیبهشت‬95
According to our national plan for aquatic diseases , we
categorize disease in 3 group :
1 Exotic disease
1- OIE listed diseases
2-never reported in whole area of Iran until now
2 Non-Exotic disease
1- OIE listed diseases(WSSV,VHS,IHN) and some disease that important for us (IPN in
rainbow trout )
2-disease has occurred but under control
3 Emerging diseases
1- May be present but any changes in geographical distribution , changes in virulence , changes in
host is expected
AHPND/EMS as a exotic disease for us
Important notes for exotic disease action plan
1- Definition
These disease must be oie listed disease, Never reported in country ,highly contagious , highly mortality , not
have effective cure
Definition
What is exotic disease ?
2- Basic information
1.Is it possible for our country
to get disease ? how?when?1.Need to get more information about recent disease outbreaks
2.Need to have information about pathogen reservoir in wild
resource.
3.Need to have risk analysis before importation
4.Improve our knowledge about different aspects of disease .
Identification
of risks
Transmission via
wild reservoirs
Transmission via
importation of
ornamental fish
and shellfish
Transmission via
importation of
broodstock or
larvae
Transmission via
shellfish products
( frozen or … )
Transmission via
common water
source with our
neighborhood
country
Transmission via
importation of
shrimp feed
3- Prevention
1.How can we prevent introduction
of pathogen to our country if we
are victim?!!
• Implement of strict roles for importation of commodity from other country if
they have history of disease
• Conduct surveillance program for detect pathogen
• Implement education program for experts , farmers ,processing plants, ….
• Improve biosecurity measure in farms
• National consultation and meeting for coordinate between different part of
production cycle
prevention
Active surveillance program
– VHS,IHN in rainbow trout
– KHV,SVC in Cyprindes
– WSSV,TSV,AHPND in shrimp farms
Consultation with
stockholders
Education of
experts
Multi stage filtration
(Improve biosecurity )
Conduct
targeted
surveillance
program
•Conduct early warning system
•Use media for announcement
•Inform farmer about disease situation in other farm
•Inform farmer about quarantine measure
•Declare disinfectant and disinfection for farmers
awareness
4- awareness
1.How can we announce farmer and
other stalkholders about disease
if we detect first sign of disease
outbreak ?
Talking with
farmer about
outbreak
5- preparedness
1.How can we prepare before disease
spread ?
Equip laboratory for detect and diagnosis with updates tests
Build new laboratory if need
Updates new laboratory technique
Stock effective disinfectants in farms
Establish quarantine facility in farms
Re-building hatcheries farms if need
preparedness
Quarantine
facility for
movement
control
Re-
building
hatchery
facility
New construction in
farm
Act must be done promptly
Implement quarantine measure and control movement between
infected area and free area
Zoning
Discard infected shrimp by proper way
Disinfection of infected ponds and other parts of facility if need
Disinfect of water outlet
Inform farmer about disease critical point
Work together
Action on
Outbreak
6- Action on outbreak
1.what can we do when disease outbreak?
- Compensation by governmental or private insurance
company
- restocking by health post larvae
- Thinking on SPF/SPR reservoirs
- Improve biosecurity measure
- Take care for new outbreak
Rehabilitation
7-Rehabilitation
1.How farmer will outcome this disaster?how can
we help them as governmental affairs ?
Thank you for your attention

  • 10. Who is responsible for aquatic health in Iran as competent authority ?
  • 11. Iran veterinary organization – Iran veterinary organization responsible for Animal health in IRAN – Iran Veterinary Organization was established in 1971 and is empowered to control and eradication of animal disease. Article 2 of the IVO Act defines the term “animal” to include aquatic resources which also extends to fish eggs, larvae and adults.
  • 12. IVO goals Food security(as a part of ministry of agriculture) Improve Public health( animal derived food safety ,zoonoses) Facilitate animal trade according OIE code
  • 13. Iran Veterinary Organization Central Veterinary lab Aquatic Animal Health Department Quarantine Dep.Public Health Dep. Provincial veterinary office(32 province) Regional aquatic animal health office Infrastructure of IVO parts who include aquatic disease
  • 14. Aquatic Animal Health Department – Responsible for aquatic animal health and disease control – Conduct surveillance program on OIE listed disease – Improve health management and biosecurity measures in aquatic animal farms – Planning for disease management ( prevention , control , Eradication)
  • 15. Central Veterinary lab – Responsible for laboratory testing on aquatic animal sample to detect any pathogen – Responsible for laboratory testing on fishery product to prove healthy product – Supervisor of national and regional veterinary lab.
  • 16. Central Veterinary lab National warm water diagnostic lab.(Rasht) National warm water diagnostic lab.(Ahvaz) National cold water diagnostic lab.(.share kord) National Shrimp diagnostic lab.(Boushehr) Provincial veterinary office Regional aquatic animal lab. • 17. Quarantine Department – Responsible for health inspection for import and export any kind of fish and fishery products to Iran – Issuance of Health Certificate – Check point in boundary – Risk analysis for import of live aquatic animal to Iran
  • 18. How do we deal with WSSV ?
  • 19. National plan of Disease Management Program for aquatic animal in IRAN ‫ر‬‫کشو‬‫دامپزشکی‬‫سازمان‬ ‫اردیبهشت‬95
  • 20. According to our national plan for aquatic diseases , we categorize disease in 3 group : 1 Exotic disease 1- OIE listed diseases 2-never reported in whole area of Iran until now 2 Non-Exotic disease 1- OIE listed diseases(WSSV,VHS,IHN) and some disease that important for us (IPN in rainbow trout ) 2-disease has occurred but under control 3 Emerging diseases 1- May be present but any changes in geographical distribution , changes in virulence , changes in host is expected
  • 21. AHPND/EMS as a exotic disease for us
  • 22. Important notes for exotic disease action plan 1- Definition These disease must be oie listed disease, Never reported in country ,highly contagious , highly mortality , not have effective cure Definition What is exotic disease ?
  • 23. 2- Basic information 1.Is it possible for our country to get disease ? how?when?1.Need to get more information about recent disease outbreaks 2.Need to have information about pathogen reservoir in wild resource. 3.Need to have risk analysis before importation 4.Improve our knowledge about different aspects of disease .
  • 24. Identification of risks Transmission via wild reservoirs Transmission via importation of ornamental fish and shellfish Transmission via importation of broodstock or larvae Transmission via shellfish products ( frozen or … ) Transmission via common water source with our neighborhood country Transmission via importation of shrimp feed
  • 25. 3- Prevention 1.How can we prevent introduction of pathogen to our country if we are victim?!! • Implement of strict roles for importation of commodity from other country if they have history of disease • Conduct surveillance program for detect pathogen • Implement education program for experts , farmers ,processing plants, …. • Improve biosecurity measure in farms • National consultation and meeting for coordinate between different part of production cycle prevention
  • 26. Active surveillance program – VHS,IHN in rainbow trout – KHV,SVC in Cyprindes – WSSV,TSV,AHPND in shrimp farms
  • 30. •Conduct early warning system •Use media for announcement •Inform farmer about disease situation in other farm •Inform farmer about quarantine measure •Declare disinfectant and disinfection for farmers awareness 4- awareness 1.How can we announce farmer and other stalkholders about disease if we detect first sign of disease outbreak ?
  • 32.
  • 33. 5- preparedness 1.How can we prepare before disease spread ? Equip laboratory for detect and diagnosis with updates tests Build new laboratory if need Updates new laboratory technique Stock effective disinfectants in farms Establish quarantine facility in farms Re-building hatcheries farms if need preparedness
  • 36. Act must be done promptly Implement quarantine measure and control movement between infected area and free area Zoning Discard infected shrimp by proper way Disinfection of infected ponds and other parts of facility if need Disinfect of water outlet Inform farmer about disease critical point Work together Action on Outbreak 6- Action on outbreak 1.what can we do when disease outbreak?
  • 37.
  • 38. - Compensation by governmental or private insurance company - restocking by health post larvae - Thinking on SPF/SPR reservoirs - Improve biosecurity measure - Take care for new outbreak Rehabilitation 7-Rehabilitation 1.How farmer will outcome this disaster?how can we help them as governmental affairs ?
