• Overheid is niet meer dé bepalende partij (tijdgeest)
Partijen/actoren zijn (ook intern!) van elkaar afhankelijk voor de

• Dit betekent anticiperen, samenwerken, onderhandelen in een
dynamisch veld met allerlei actoren

Als overheid probeer je het proces te beïnvloeden via beleid en

een rol spelen rond een bepaald onderwerp (zoals een

vertraging ondervindt. Daarnaast moet er natuurlijk meer
gebeuren (zoals…)
