new water supply for Odessa as soon as this month, while a public battle over the proposal
continues.
Winning the hearing doesn t mean Republic Water Company of Texaswill win approval to export
the water. Board members, for example, could dismiss the application as another version of a
request the board already denied, prompting another lawsuit. But City of Odessa and company
officials say they view it as a step closer to winning an export permit for what they describe as a
long term and higher quality water supply even if it might end up costing more.
The district will have to hold the hearing by the end of the year after determining the application
complete.
Meanwhile, company officials say they still plan to request a hearing before an administrative law
judge instead of the district board. The judge s decision would be non binding but could be used in
a lawsuit if the board acted against his or her findings.

very because the colonists would often times catch diseases and hydrate themselves from
unhealthy water sources. It was a swampland after all. Starvation was a huge factor in their death
toll as well. Colonists would eat each other for survival as there were low food sources and they
couldn t grow much due to bad soil. By 1616, about eighty percent of the colonists that settled there
had died.
However, in 1619, the first slaves from Africa sat foot in the Jamestown, Virginia. Since
Jamestown was in a decaying state, changes needed to occur. Tobacco was a major crop to grow
but the colonists of Jamestown did not have enough man power to harvest it all. In order to
stabilize the economy, the Virginians required heavy labor. Slaves from Africa were sold as
indentured servants; person that worked for several years but then was granted freedom after their
servitude. Since the Virginians relied on the growth of corn for grain and tobacco to feed and fund
the growth of their population, the Europeans relied on the slave tactics from Africa in order
increase their efficiency in agriculture.
Although Europeans based their views on slavery from the Africans, the treatment of slaves in the

When the first Transcontinental Railroad was built in the year 1869, all segments of society
welcomed it with enthusiasm. Farmers were very happy; they welcomed it happily and
passionately because it was in their interest. Transporting their agricultural products from one place
to another was going to be easier for them. Although some farmers were fruitful such as bonanza
farms, many farmers were struggling (Tindall, 621). They resented high railroad tariffs that were
often considered remarkably high which made it complicated for them because they had to sell
their cotton on markets while manufactured goods made in the United States had tariffs. Most
farmers were stuck in a cycle of debt and poverty.
