What is a Movement Standstill?
National Movement Standstill
• If ASF detected in commercial swine farms it could spread by interstate commerce
• 24-hour movement standstill of US swine recommended.
• STOP sending and receiving live swine, semen and embryos.
• Geographic region affected by the standstill based on the location(s) of detection(s),
known epidemiological information, and the associated swine network(s) of infected
swine.

When a Foreign Animal Disease is Detected, What Happens?
• In an FAD outbreak, quarantine and movement control are
critical activities for an effective FAD response effort.
• By restricting the movement of infected animals, animal
products, and contaminated fomites, quarantine and movement
control play a significant role in stopping disease spread.
• Quarantines will be implemented for Infected, Suspect, and
Contact Premises.
• Movement controls will be implemented for At-Risk and
Monitored Premises within a Control Area (CA).

Lessons Learned from 2015 HPAI in Minnesota
“It (the 2015 HPAI outbreak) became so
large, so quickly that it was an all hands on
deck situation. The good relationship
between the (MN) BAH and industry and
size of outbreak broke down barriers.”

•OVERALL GOAL:
• to enhance awareness, address
gaps, and develop the
preparedness and response
plans for swine disease
emergencies in Minnesota.

Formation of an EDMC for Swine in Minnesota
• RATIONALE:
• Real/potentially devastating African Swine Fever (ASF) threat
• Existing ASF plans not adequately developed.
• A functional EDMC for Swine in MN will address high impact swine diseases of
concern, helping develop plans
• Advisory to the BAH response
PRIOR TO AN EMERGENCY that are:
• practical,
• proactive, and
• scientifically sound.

  • 11. Initial response at the infected farm: What happens? GOAL: Safe and rapid depopulation and disposal of all animals at the infected premises to prevent spread of disease. How? 11

  • 23. What else is done to stop a disease from spreading? Containment • Movement Standstills • Biosecurity increased • Control areas established • Quarantines in place 23
  • 24. STOP What is a Movement Standstill? National Movement Standstill • If ASF detected in commercial swine farms it could spread by interstate commerce • 24-hour movement standstill of US swine recommended. • STOP sending and receiving live swine, semen and embryos. • Geographic region affected by the standstill based on the location(s) of detection(s), known epidemiological information, and the associated swine network(s) of infected swine. 24

When a Foreign Animal Disease is Detected, What Happens? • In an FAD outbreak, quarantine and movement control are critical activities for an effective FAD response effort. • By restricting the movement of infected animals, animal products, and contaminated fomites, quarantine and movement control play a significant role in stopping disease spread. • Quarantines will be implemented for Infected, Suspect, and Contact Premises. • Movement controls will be implemented for At-Risk and Monitored Premises within a Control Area (CA). 25

Identification of Premises in a Control Area Suspect Premises Contact Premises Infected Premises Contact Premises Suspect Premises At-Risk Premises Contact Premises (CP) Premises with swine that may have been exposed to ASF, either directly or indirectly, including but not limited to exposure to animals, animal products, fomites, or people from Infected Premises. Suspect Premises (SP) Premises under investigation due to the presence of swine reported to have clinical signs compatible with ASF. This is intended to be a short-term premises designation. 26

With so many producers potentially affected, need an efficient response àrequires partnership & shared knowledge • Regulatory agencies have to drive the car • State/Feds have to control the disease • Industry (YOU) know how the engine works • Disease eradication will be more efficient with your input 30
  • 31. Lessons Learned from 2015 HPAI in Minnesota “It (the 2015 HPAI outbreak) became so large, so quickly that it was an all hands on deck situation. The good relationship between the (MN) BAH and industry and size of outbreak broke down barriers.” 31
  • 32. Why did the collaboration happen? • Questions IC needed help answering • BAH reached out to industry • Result of ongoing relationship with the BAH avian program - the Emergency Disease Management Committee (EDMC) • For program diseases primarily • With and without indemnity 32
  • 33. Formed the EDMC for Swine in Minnesota •OVERALL GOAL: • to enhance awareness, address gaps, and develop the preparedness and response plans for swine disease emergencies in Minnesota. 33

Formation of an EDMC for Swine in Minnesota • RATIONALE: • Real/potentially devastating African Swine Fever (ASF) threat • Existing ASF plans not adequately developed. • A functional EDMC for Swine in MN will address high impact swine diseases of concern, helping develop plans • Advisory to the BAH response PRIOR TO AN EMERGENCY that are: • practical, • proactive, and • scientifically sound. 34
  • 35. 66 MEMBERS: • ALL FACETS of MN Pork Industry ~ 10% of sows in the USA • Integrated/Semi-Integrated Systems, • Independent Farms (all sizes), Niche farms • MN Packers/Processors (and region as appropriate) • Swine Veterinarians from Companies, Clinics, Consulting • State / Federal Regulatory Agents • (MDA, BAH, USDA, others per disease) • Industry Group representatives from MPB, IPPA • Academicians from U of MN -VDL, CVM, Extension, CFANS 35

Outcomes of the EDMC for Swine in Minnesota • Develop plans for Key Elements of the Disease Response • Disease Preparedness • Communication • Surveillance • Information Management • Biosecurity and Quarantine • Permitted movement control / risk-based disease management • Mass depopulation, euthanasia, and disposal • Cleaning and disinfection • Wildlife management and vector control 36
