This document discusses open data and e-government initiatives in Ukraine led by the nonprofit SocialBoost. SocialBoost has organized numerous hackathons around Ukraine to develop apps using open government data. Through these events, they have helped create over 10 apps, engaged over 800 volunteers, and launched national open data and e-government portals. SocialBoost also works with the government to identify high-demand public services that can be converted to digital services using an API-based approach. Their goal is to promote open data and e-government through civic engagement and public-private partnerships to develop useful digital services for citizens.

E-Government is the use of electronic media in the facilitation of government processes. It covers a wide range of applications making use of multi-media broadcasting, radio networks, computer networks, mobile phone communication technologies, and other similar electronic devices.
Internal information systems of Government agencies, information kiosks, automated telephone information services, SMS services and other systems all comprise e-Government services. All these are applications of Information and Communications Technologies (ICT) to improve the services of the Government towards its primary clients: the citizens.

25. According to Ukrainian 2020 strategy of the President of Ukraine, eGovernment and the increase of
eServices is on top of the agenda. First of all, because avoiding human factor allows to decrease corruption.
Most of basic eServices are heavy, require infrastructure, legal base and profiled suppliers to deliver
solutions. Ukraine doesn’t have neither time, nor resource to implement those sooner than 2017.
Smart in-house production, open API, hackathons and acceleration is a ‘secret sauce’ that allows to create
fast roll-out of robust eServices with minimum resources. With the support of State eGovernment Agency,
Presidential Administration, Ministry of Economics these services will become a part of State’s e-ecosystem.
These eServices may be incorporated as a part of Ministries’ websites and mobile applications. Open API
and hackathons will streamline production with the help of IT-market, IT-enthusiasts and involve civic
society into the design process of eServices.
