2. ABOUT…
NBO COLLECTS DATA ON HOUSING STATISTICS.
THIS WAS INITIALLY INTRODUCED IN THE YEAR 1963 AS A
CENTRALLY SPONSORED SCHEME ENVISAGING 50:50 MATCHING
CONTRIBUTION BETWEEN RESPECTIVE STATES AND THE
GOVERNMENT OF INDIA.
IT WAS, HOWEVER, TRANSFERRED TO THE STATE GOVERNMENTS IN
1967.

4. MAJOR ACTIVITIES OF THE ORGANISATION
• NBO is primarily engaged in collection, collation, analysis and dissemination
of housing and construction statistics with a view to have an effective
countrywide system for this purpose.
• In addition, the Organization coordinates activities relating to the
information emanating from various sources, namely, the Registrar General
of India, National Sample Survey Organization and other concerned
organizations.
• The statistics collected and disseminated by NBO is not only used in policy
formulations but is also used by the various research organizations in the
field of housing.

5. PRIMARY ACTIVITIES…
• The primary activity of the NBO is to collect statistical data in the
form of published reports on the subjects like Housing Condition,
Urban Infrastructure, Slums, Prices of Building Materials and Wage
Rates, Housing in Public and Private Sector, Industrial Housing, Social
Housing (maintained by NPO’s) and Housing Finance Institution.
• NBO is also working as coordinating/data disseminating agency for
UN and other international organizations.

6. NBO COLLECTS DATA ON HOUSING
STATISTICS IN RESPECT OF:
• Current housing and construction activity in the urban areas
including both public and private sectors.
• Building Permits and Building Completion certificates from
cities/towns having one lakh or above one lakh population.
• Prices of building materials and wages of building labor.
• NBO also collects data on Building Construction Cost Index.

between 2007 and 2011.

9. • “Million-plus” cities such as Kolkata, Chennai and Bangalore
show a decline in new housing ventures, while smaller places
such as Ahmedabad, Chandigarh and Ghaziabad and Bhopal
showed an increase by end of financial year 2011 compared to
a few years prior to that. Data from Mumbai and Delhi were not
received, the study report says.

10. THE MAJOR FUNCTIONS OF THE RESTRUCTURED
NBO ARE AS FOLLOWS:-
• Study and survey of socio-economic aspects of housing, collection,
collation, co-ordination, analysis and dissemination of building and
housing statistics.
• Organisation and setting up of a Management Information System to
monitor implementation of National Housing Policy.
• Organisation and co-ordination of activities relating to housing
census and sample surveys on housing condition.

11. • Maintaining linkages with Central, State local agencies, financial
institutions and all statistical agencies in order to collate, store,
retrieve and disseminate information on shelter indicators and
housing schemes on a continuous basis and to network with UN and
other international agencies on exchange of information relating to
shelter.
• Statistical and socio-economic functions connected with housing and
urban development and proper upkeep of data through computerized

12. OTHER FUNCTIONS…..
• prices of all important building materials such as bricks, sand,
steel, stone, asbestos cement sheets, paints and varnishes,
sanitary ware etc. are covered.
• With regard to wages of building labor, masons, carpenters,
unskilled workers are also covered.

13. NBO IS ALSO INVOLVED IN RELEASING VARIOUS

14. NBO ALSO CONDUCTS STUDIES AND
SURVEYS ON SOCIO-ECONOMIC ASPECTS
OF HOUSING.
Two sample surveys, namely
(i) Evaluation of Employment Generation in Urban Slums of Delhi
and
(ii)Evaluation of Housing and Socio-Economic Conditions of the
Urban Poor in the Slums of Delhi were undertaken by NBO
during 1998.

15. • NBO also collects data on Building Cost Index.
• These data are collected from selected centers, which are
mostly the District headquarters in the States and UTs. These
data relate to the Low Income Group Houses constructed by
either the State Housing Board or the concerned Development
Authorities.
• The methodology to change the vase year has also been
provided to them. The data are being collected and compiled
on quarterly basis.

16. TRAINING PROGRAMS…
• National Buildings Organisation also conducts training courses for
the personnel engaged in the collection of housing and building
statistics in different States in consultation with the State Bureaus of
the respective State Governments.
• This is intended to streamline and strengthen the system of
collection of housing and building statistics at micro level.
• These programs are conducted in collaboration with the State
Directorate of Economics and Statistics.

17. THE SUBJECT COVERED UNDER APPROVED
TRAINING PROGRAMS ARE…
• Collection of Housing and Building Construction Statistics and
Building Material Prices, Wages of Labour.
• Slum /Poverty/Livelihoods Survey, HSUI.
• Street Vendors Survey.
• Socio Economic Caste Census (SECC-2011).
• E-Tools Like Slum Survey MIS, /BRIKS, HSUI MIS, IPOMS Etc.

18. ROLE OF NBO IN JNNURM ACTIVITIES:
A Jawaharlal Nehru National Urban Renewal Mission activity (JNNURM) was launched by
Hon'ble Prime Minister of India OF 2005 on 3rd Dec, 2005 for 63 mission cities.
Mission has got two sub mission viz, Urban Infrastructure and Governance which is
looked after by Ministry of Urban Development and sub mission-II, Basic Services for
Urban Poor, which is looked after by Ministry of Housing and Urban Poverty Alleviation.

19. NBO HAS BEEN ENTRUSTED WITH THE
FOLLOWING TASK UNDER JNNURM
• To look after MIS cell for JNNURM ( including Data Centre and
E-governance unit).
• To act as a nodal agency for receipt of all projects reports
under BSUP and IHSDP and getting them appraised by BMPTC,
HUDCO etc.

20. • To coordinate all capacity building programmes concerning
project preparation, appraisal and reforms pertaining to
JNNURM training of Municipal Officers, implementing BSUP,
IHSDP etc.
• The NBO will work closely with organizations like NIC,
YASHADA and other agencies.

22. NBO’S ROLE IN FILLING THE DATA GAPS
• The information on certain important indicators, which reflect on the quality
of urban life, is still not available.
• Some of these indicators are availability of safe drinking water, woman
headed households, liquid and solid waste generated/ treated and disposed
off, housing destroyed by disaster, house price to income ratio, land price to
income ratio, etc.
• The information on these indicators at cities level will not give an insight on
the urban life but will also be helpful in making meaningful urban planning.
NBO, suitably strengthened in terms of manpower and appropriate tools,
can strive to bridge the data gaps by taking up appropriate studies to assess
the existing scenario and / or start building up the data base in conjunction
with the state governments.
