National Housing and Habitat Policy,2007-IndiaJIT KUMAR GUPTA
Framing Policies remains integral part of government commitment, operations, functioning and management. Policies framed focus on critical issue facing state/country, define agenda and options for approaching them in realistic and rational manner to remove all roadblocks and create supporting/enabling environment, to achieve the goals defined in the said policies. Considering role and impotence of housing in the physical, environmental, economic and social development including employment generation, industrial growth, promoting quality of life and ensuring welfare of individuals and communities, providing adequate and appropriate housing for all has been the objective which all governments want to achieve as part of national agenda. Housing, as one of the basic/critical necessities of human living, remains most dynamic, always evolving and devolving, never static and never finite. Housing and Habitat Policy framed by the Government of India, remains the first ever housing policy which is urban centric and focuses exclusively on urban housing. Framed in the year 2007 , outlining the prevailing status of urban housing in the country including shortage of housing, policy defines the need, goal , aims besides defining the role and responsibilities of parastatal and other agencies operating at central, state and local levels to achieve the goal of -Housing for all. Policy also outlines the functions to be performed by the agencies involved in research and development of evolving appropriate construction technologies and financial institutions to ensure flow of adequate funds in the housing sector. Text also analysis, critically and objectively, the need for rationalizing the policy to make it more focused, effective and efficient.

The policy of govt and public sector institutions is to support and develop housing programmes on the basis of availability of resources and on their perception of housing demand and affordability rather than on the basis of the requirements and affordability of prospective beneficiaries.
The National Housing policy of the government of India has highly laid emphasis on the need for public sector agencies to increasingly play the role of a facilitator of the housing process and create the enabling environment in which the requisite inputs would flow into the housing sector more easily than in the past.
The OECD supports Habitat III and the New Urban Agenda through several policy agendas, including National Urban Policies, local leadership for inclusive growth in cities, urban governance, subnational finance and organisation, in addition to advancing global goals such as the Sustainable Development Goals (SDGs) and COP21 through urban policies. The French Revolution, which began in 1789, was a period of radical social and political upheaval in France. It marked the decline of absolute monarchies, the rise of secular and democratic republics, and the eventual rise of Napoleon Bonaparte. This revolutionary period is crucial in understanding the transition from feudalism to modernity in Europe.

We all have good and bad thoughts from time to time and situation to situation. We are bombarded daily with spiraling thoughts(both negative and positive) creating all-consuming feel , making us difficult to manage with associated suffering. Good thoughts are like our Mob Signal (Positive thought) amidst noise(negative thought) in the atmosphere. Negative thoughts like noise outweigh positive thoughts. These thoughts often create unwanted confusion, trouble, stress and frustration in our mind as well as chaos in our physical world. Negative thoughts are also known as “distorted thinking”.

2024.06.01 Introducing a competency framework for languag learning materials ...Sandy Millin
http://sandymillin.wordpress.com/iateflwebinar2024
Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

2. ABOUT…
NBO COLLECTS DATA ON HOUSING STATISTICS.
THIS WAS INITIALLY INTRODUCED IN THE YEAR 1963 AS A
CENTRALLY SPONSORED SCHEME ENVISAGING 50:50 MATCHING
CONTRIBUTION BETWEEN RESPECTIVE STATES AND THE
GOVERNMENT OF INDIA.
IT WAS, HOWEVER, TRANSFERRED TO THE STATE GOVERNMENTS IN
1967.

DETAILS
4. MAJOR ACTIVITIES OF THE ORGANISATION
• NBO is primarily engaged in collection, collation, analysis and dissemination
of housing and construction statistics with a view to have an effective
countrywide system for this purpose.
• In addition, the Organization coordinates activities relating to the
information emanating from various sources, namely, the Registrar General
of India, National Sample Survey Organization and other concerned
organizations.
• The statistics collected and disseminated by NBO is not only used in policy
formulations but is also used by the various research organizations in the
field of housing.
5. PRIMARY ACTIVITIES…
• The primary activity of the NBO is to collect statistical data in the
form of published reports on the subjects like Housing Condition,
Urban Infrastructure, Slums, Prices of Building Materials and Wage
Rates, Housing in Public and Private Sector, Industrial Housing, Social
Housing (maintained by NPO’s) and Housing Finance Institution.
• NBO is also working as coordinating/data disseminating agency for
UN and other international organizations.

7. • The National Buildings
Organization of the Housing
and Poverty Alleviation
Ministry and the Reserve Bank
of India released the index
based on 27 cities taking into
account new housing permits
between 2007 and 2011.
ANALYSIS
8.
9. • “Million-plus” cities such as Kolkata, Chennai and Bangalore
show a decline in new housing ventures, while smaller places
such as Ahmedabad, Chandigarh and Ghaziabad and Bhopal
showed an increase by end of financial year 2011 compared to
a few years prior to that. Data from Mumbai and Delhi were not
received, the study report says.

mostly the District headquarters in the States and UTs. These
data relate to the Low Income Group Houses constructed by
either the State Housing Board or the concerned Development
Authorities.
• The methodology to change the vase year has also been
provided to them. The data are being collected and compiled
on quarterly basis.
16. TRAINING PROGRAMS…

18. ROLE OF NBO IN JNNURM ACTIVITIES:
A Jawaharlal Nehru National Urban Renewal Mission activity (JNNURM) was launched by
Hon'ble Prime Minister of India OF 2005 on 3rd Dec, 2005 for 63 mission cities.
Mission has got two sub mission viz, Urban Infrastructure and Governance which is
looked after by Ministry of Urban Development and sub mission-II, Basic Services for
Urban Poor, which is looked after by Ministry of Housing and Urban Poverty Alleviation.
19. NBO HAS BEEN ENTRUSTED WITH THE
FOLLOWING TASK UNDER JNNURM
• To look after MIS cell for JNNURM ( including Data Centre and
E-governance unit).
• To act as a nodal agency for receipt of all projects reports
under BSUP and IHSDP and getting them appraised by BMPTC,
HUDCO etc.
20. • To coordinate all capacity building programmes concerning
project preparation, appraisal and reforms pertaining to
JNNURM training of Municipal Officers, implementing BSUP,
IHSDP etc.
• The NBO will work closely with organizations like NIC,
YASHADA and other agencies.
21. • BSUP Basic Services To The Urban Poor
• IHSDP Integrated Housing and Slum Development
Programme
• BMTPC Building Materials & Technology Promotion
Council
• HUDCO The Housing and Urban Development Corporation
Limited
• NIC National Informatics Centre
• YASHADA Yashwantrao Chavan Academy of Development
Administration
22. NBO’S ROLE IN FILLING THE DATA GAPS
• The information on certain important indicators, which reflect on the quality
of urban life, is still not available.
• Some of these indicators are availability of safe drinking water, woman
headed households, liquid and solid waste generated/ treated and disposed
off, housing destroyed by disaster, house price to income ratio, land price to
income ratio, etc.
• The information on these indicators at cities level will not give an insight on
the urban life but will also be helpful in making meaningful urban planning.
NBO, suitably strengthened in terms of manpower and appropriate tools,
can strive to bridge the data gaps by taking up appropriate studies to assess
the existing scenario and / or start building up the data base in conjunction
with the state governments.
