Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages.

some of factors that influence what we attend to and how we
interpret what we hear will be restricted to a brief consideration
pf some of the common barriers to effective communication.
Following Harge et al. (1994), these barrier may be grouped
under 4 headings : the speakers, the listener, the massage, and
the environment.
9. The speakers
• Speaker characteristic can influence our ability to listen who the
speaker is can affect how the massage is interpreted. A speaker’s
task relevant expertise may be discounted because of his or gender,
age, or lack of seniority
• Speech rate can also affect listening. Of course, the optimum
speech rate in any situation will always be influenced by a number
of factors such as the complexity of the massage being
communicated, is novelty and so on.
• Emotional can be an important barrier to effective listening. When
speakers expresses high levels of emotion, we may be overwhelmed
by the emotional content of the massage and find it very difficult to
listen to the words
10. Several factors can infere with our ability to listen
• Premature formulation of response. The person who had stopped
listening after the first four words would be unable to offer an
approriate response to the speaker’s massage. Effective listening
requires that we give full attention to everything the speaker has
to communicate.
• Motivation can influence how well we will attend to what the
speaker has to say.
• Physical condition is another factor can influence how well we
attend..
• Linguistic aptitude. People who can make sense of a massage are
more likely to listen attentuvely than those who cannot
understand what is bening said.

• Background knowledge. Difficulties can arise if speakers assume,
incorrectly, that we are in possession of important background
information and/or know what it is that the speakers are attempting to
achieve.
• The amount of detail, either too much or too little, and the other in
which information and arguments are presented can influence
comprehension
• Significance and order of presentation. If one part of presentation in a
way that can either help or hinder listening. If one part of the massage
is highly significant for some of the listeners, they may continue to think
about its implications after the speakers moves on to talk about the
next points.

The environment is a variable which intervens between the
speaker and listener in a way that can influence the quality of the
massage which the listener receives.
The quality of ventilation can influence our ability to listen, as can
the presence of anything which competence with the massage
for our attention.
13. Effective listening involves more than simply hearing what the speaker
has said; it involves the search for a full and accurate understanding of the
meaning of another’s verbal and non-verbal massage. This offers an
approach to understanding other people’s massage in a way that deals
with many of the problems identified so far.
Skilled listeners are able to attend to both the factual and effective
content of the massage. We should neither ignore nor be overwhelmed
by the speaker’s emotionally and we need to be able to interpret what is
said in a way that reflectsaccurately what the speaker is thinking and
feeling about the content of the massage
