The document proposes a mobile/digital wallet system for e-payments in Bangladesh. The system would allow senders to transfer funds from their bank accounts to receivers' accounts or cash out at paypoints using just their mobile phones. Paypoints would function like ATMs or bank branches to provide cash access even in rural areas. The system could reduce the use of cash and enable simple, fast electronic payments. It would initially connect 23 Bangladeshi banks already on the VISA network and utilize the existing VISA infrastructure for online transactions. There are no legal or regulatory barriers as the inter-bank transfers would use permitted VISA channels. A pilot test is planned for 2009 with full implementation in 2010.
