2. MNP 6th Amendment Regulations
 Came into force on the 3rd day of May, 2015
 MNP regulations 2009 were considered as baseline
 Moving from intra-circle MNP to inter-circle or inter-service area
MNP
 New MNP scheme also called -> Full Mobile Number Portability
 TRAI issued a draft- The Telecommunication Mobile Number
Portability (Sixth Amendment), 2015 on 23rd January, 2015 seeking
comments of stakeholders for facilitating Full MNP

3. MNP 6th Amendment Regulations
In regulation 2, with word Unified Access Service licence -> Unified
license (access service) added
 Addition in Regulation 2, clause (ja) “MNP zone” - defined
Clause (jb) “mobile number range” means the number series
allocated by the licensor to an Access Provider in an MNP zone
 Regulation 3(1) – deleted -> The Mobile Number Portability shall be
limited to within a given licensed service area

4. MNP 6th Amendment Regulations
 In regulation 8, MNPSP replaced by MNPSP of that MNP zone
 Regulation 12 (f) deleted -> subscriber has applied for inter-service
area porting
 In regulation 14 (4) addition -> Provided that no notice shall be given
after thirty days from the last date of payment mentioned in the
outstanding bill
 In regulation 14 (5) addition -> no communication for disconnection
of ported number shall be given to the Mobile Number Portability
Service Provider after sixty days from the last date of payment
mentioned in the outstanding bill

5. MNP 6th Amendment Regulations
 In regulation 15, these are the changes ->
 Notice period of 15 days has been added to settle the bill with the
donor operator (DO)
 After this time period outgoing calls barred
 If subscriber submits the proof with recipient operator (RO) of
settling dues within 15 days -> services restored
 If doesn’t settle bill within 15 days -> RO disconnects the number
and intimates the same to MNPSP
 Number goes to number range holder after 60 days (total 90 days
after porting is done)

6. MNP 6th Amendment Regulations
 Subscriber applies for MNP, RO will forward the porting requests to
MNPSP to which the number range holder (service provider who
originally allocated the mobile number) belongs.
 Even if a subscriber ports his mobile number from one MNP Zone to
another, the same MNPSP will continue to handle his porting requests
for all subsequent portings. This is required as the porting history of
the subscriber is maintained by the MNPSP of the MNP zone to which
his number range holder belongs.
