Liberalization in education
• Liberalization bring a constant stream of funding
which also facilities research based career and make
it a viable option for the future of Indian teachers
and students.
• It will expand the supply which is in the shortage
and the competition among education institutions
will ensure that they don’t charge excessive
premium for education.
Concept of Liberalization
concept of Liberalization
• Liberalization refers to relaxation of previous
government restriction usually in areas of social and
economic policies.
• Thus, when government liberalizes trade it means it has
removed the tariff, subsidies and other restrictions on the
flow of the goods and services between countries.
• Though India is economically liberal education system is
not liberal the reason is higher education system in India
suffers from lack of autonomy and burden of affiliation
it is characterized extreme rigidity and lack of flexibility
there is no reflection in higher education and people like
easy and short cut way
Status of liberalization in India
• In India we are focusing on expanding the system not on
quality of education
• Some institutes provide opportunities for research work India
ranks 25th position in world for providing research work and
scientific impact .
• 60% of literacy people in India are working in foreign
countries.
• Lacking of funds.
• India accounts for 50% of illiterate people. Though India
accounts for round 17% of world’s population.
Education policy 2009 in India
According to article 25 of the company registration
act any education institute in India can be set up
only by trust and charitable companies.
The profits cannot be taken out of the institution
and have to be re-invested.
The government does not frame any rules for
foreign institutions to set up campus in India.
Though foreign institution are not permitted to offer
degree course certificates in India but our
educational department has allowed nearly 150
foreign institutes to offer courses under the
arangement that part of course will be done in
India and rest will be in abroad
Impact of liberalization
Positive impact
• Increase in economic growth
• Increase in industrial turnover
• Increase in private investment
• Increase in FDI
• Increase in foreign exchange reserve
• Increase in competition
• Increase in standards
Negative impact
• Unemployment
• Closure
• Demand for foreign goods
• Monopolies
• Recessionary trends
Possible Solutions
 Possible solutions to this policy is that government
should be kept out of the business partially if not
fully its role should be restricted to regulating
sector.
 An effective educational regulator in India like SEBI,
THE RBI, is also needed with which will regulate the
capital markets the banking sectors and the telecom
sector respectively.
 Another solution van be that no less than half the
member of the governing body of the institution
must be Indian citizen and the post of the president
be an Indian citizen.
 Tuition fees of the candidate will not be raised
without the approval local concerned authorities.
Priority should be given to those institutes which
have been accredited in the country.
Foreign universities which offer Indian
universities business opportunity abroad should
be allowed.
Effective registration and certificate system also
needed it will prevent unapproved foreign
institutions entering into the Indian market.
