But, these rural entrepreneurs are suffering with various problems like fear of risk, lack of finance, illiteracy, and competition from the urban entrepreneurs. Rural entrepreneurs increase the standard of living and purchasing power of the people by offering employment opportunity to the people in villages. This presentation describes the role of governments in entrepreneurship. Some good examples are China Taipei, Red China, Malaysia, Singapore and USA. Governments are traditionally seen as very poor in business management. (I think it still is.) But Taipei and Singapore did very well in its role. To a large extent, Red China and its Central Bank are making direct investments not only in currencies, bonds and financial instruments but directly in commodities and businesses. And we should admire the Chinese officials for their courage and risk taking.

The target population is 417 graduates or post graduates students from the Entrepreneurship Development Cells (EDC) of premier institutions (two government and two private institutions) in which 136 were selected randomly as a sample for study. Descriptive and inferential statistics were used for analyzing the data with the help of SPSS 22.0 software. Present study evidences the role of EDCs in the skill development of male and female is equal in all components like ability of taking decisions, creativity, Research, Development and Innovation, taking initiatives and so on. Entrepreneur development cells of any institutions, programs and their faculties haven’t made any difference on the basic of gender. Their all programs are equal for all.

ABSTRACT: India is plagued by high levels of unemployment. Government in collaboration with private stakeholders have initiated numerous interventions to encourage entrepreneurship, however not enough progress has been made up to date. This can be attributed to the lack of understanding of the attitudes and perceptions among the youth towards entrepreneurship. The current interventions are mostly focused on dealing with the most common obstacles such as the cultural and social norms, financial support, regulation, while ignoring to foster the correct attitudes towards entrepreneurship as a career choice. The Kerala state is known to be the high literacy area of India being the highest graduates as well as commerce graduate qualified of the country. The scarcity of employment opportunities in the formal market is the source of the high unemployment rate among graduates. The University students possess a high potential in terms of starting their own businesses ventures due to their levels of education. The question is: Do they possess a positive attitude towards entrepreneurship? Problem of poor attitudes towards Entrepreneurship among graduates will continue to contribute towards high levels of unemployment.
Entrepreneurship and economic development are intimately related. So, that entrepreneurial process is a major factor in economic development and the entrepreneur is the key to economic growth. Whatever be the form of economic and political set-up of the country, entrepreneurship is indispensable for economic development. Entrepreneurship is an approach to management that can be applied in start-up situations as well as within more established businesses.

Training programs with emphasis on practical learning, targeted at the unemployed youth, who
make a proactive beginning to learn the chosen-skill, play a crucial role in their skills and economic
development. Such skill (technical) trainings, offered as a capsule, along with and adequate focus on
motivational, managerial and financial literacy inputs bring the desired change in the unemployed youth which
reflects in their taking up self-employment ventures for their own economic prosperity and their respective areas
as well. The very fact was proved beyond doubt by the establishment and spread of Rural Development and Self
Employment Training Institutes (RUDSETIs) in 1982 and thereafter in select locations across the country. The
success of the model culminated in replication of it with the name Rural Self Employment Training Institutes
(RSETIs) across India at the behest of Government of India with the support of respective State Governments.
This vividly tells that the qualitative short-term crash training courses (Entrepreneurship Development
Programs-EDPs) of these RUDSETIs, ranging from one week to six weeks’ duration, offered under a congenial
learning ambience leads to rich value-addition among the unemployed youth which results in their going back
to their respective areas after the training with high self-confidence and starting small business enterprises
either on their own or with some bank finance. While the paper examines, in general, the role being played by
the RUDSETIs with their unique training methodology in promoting self-employment among the unemployed
youth, it does so, in particular, to understand in detail the activities of one of its units located at Vetapalem (now
shifted to Ongole) in Prakasam District of Andhra Pradesh, India.

The U.S. economy is continuing its impressive recovery from the COVID-19 pandemic and not slowing down despite re-occurring bumps. 2. Education is an important factor in determining the entrepreneurial
orientation in individuals. Formal education is positively correlated with
entrepreneurship. Education and training can have definite role in
enhancing entrepreneurship in the context of a developing country like
India by enlarging the pool of entrepreneurs.
Unfortunately, the present entrepreneurship education in India just
concentrates on related courses. Moreover, the so called
entrepreneurship courses are similar to the general business courses.
But general business management education has no significant
influence on entrepreneurial propensity.
This paper attempts to explain the evolution of entrepreneurship
education in India. It then discusses the importance and role of
entrepreneurship in Indian economy. It further discusses the challenges
with regard to the role of educational programs and the delivery
systems for disseminating these entrepreneurship education programs.
3. Entrepreneurship is a multi-faceted phenomenon. In simple words, we
define an entrepreneur as “an individual who establishes and manages a
business for profit and growth.” Entrepreneurs do entrepreneurship.
Entrepreneurship is more than mere creation of business. It is a dynamic
process of vision, change, and creation. It requires an application of
energy and passion towards the creation and implementation of new
ideas and creative solutions. Entrepreneurs are people who turn dreams
to reality. They supply goods and services, which increase the standard
of living of the entire population substantially. They are wealth creators.
According to „Special Report: A Global Perspective on Entrepreneurship
Education and Training‟, GEM, 2008, Entrepreneurship education is
defined in broad terms as the building of knowledge and skills for the
purpose of entrepreneurship generally, as part of recognized education
programs at primary, secondary or tertiary-level educational
institutions.

• To study the importance and role of entrepreneurs in Indian economy.
• To study the importance of entrepreneurship education for budding
entrepreneurs.
• To study the challenges faced by entrepreneurship education in India.
• To suggest measures for developing entrepreneurship education in

sector. As the economy transitioned from being primarily agrarian into
one that has significant contribution from other sectors, it was felt that
the most pressing requirement was education that would enable need-
based entrepreneurs to make forays into these emerging sectors.
5. entrepreneurship education programs. For the most part,
entrepreneurship education in post-independence India has been
focused on measures designed to encourage self-employment and
founding of Small and Medium Enterprises (SMEs). The Industrial Policy
Resolution of 1956 has, for instance, a very strong emphasis on the SME
sector. As the economy transitioned from being primarily agrarian into
one that has significant contribution from other sectors, it was felt that
the most pressing requirement was education that would enable need-
based entrepreneurs to make forays into these emerging sectors.
Consequently, in the 1960s and 70s, entrepreneurship education was
almost exclusively delivered in the form of training programs, offered by
institutions under the aegis of State and Central Governments, and by
financial institutions receiving support from the Government. Some of
the institutions delivering such programs were:
• 1. Industrial estates and in common service facilities (like tool rooms)
• 2. Training and counseling institutions (NISIET, SISI, TCOs, EDI)
6. • 3. Financial institutions like SBI, IDBI, TDICI, RCTC, etc.
• 4. Development boards (STEPs, EDCs, TBIs)
In the 1980s, entrepreneurship education continued to focus primarily
on entrepreneur training aimed at creating self-employment ventures.
The 80s also saw the entry of entrepreneurship education into
technology and management institutions. At the IIM Ahmadabad, for
example, faculty members started offering Achievement Motivation
Training. Other management institutions also began offering similar
courses, driven mainly by faculty interest. However, none of these
institutions took on a pioneering role to emerge as a thought-leader.
Governmental effort oversaw the founding of an initiative to set up
Science and Technology Parks (STEPs) and incubation centers at a few
reputed technical institutions. With the advent of liberalization with the
advent of liberalization in the 90s, the country saw the potential of
entrepreneurship not only as an entry-level employment generator,
7. but also as a means of wealth creation. Success stories, especially in the
IT sector, were viewed by entrepreneurs as role models. The country as
a whole saw a growing interest in entrepreneurship, fuelled by factors
such as growth potential of economy, changing social and cultural
milieu.
Challenges in entrepreneurial Education
• Cultural barriers: - Entrepreneurship can develop only in a society in
which cultural norms permit variability in the choice of paths of life.
Unfortunately, the Indian culture consists of a network of benefits
that in many ways run counter to entrepreneurship (Leo Paul Dana,
2000). People in India are more sensitive to emotional affinity in the
workplace than to work and productivity.
• Difficulties towards Start-ups : -Starting a business in India is costly in
terms of the time required and the cost involved. While it takes just
five days to start a business
8. in the United States and just two days in Australia, in India it takes as
long as 89 days.
• Incomplete Entrepreneurship Education :- A survey done by the
Entrepreneurship Development Institute, India (EDII) in 2003 shows
that young people are afraid to start their own business because they
are not confident, not capable, and lack knowledge in starting a
business. Many people have the opportunity to change jobs or
become an entrepreneur if they are properly trained. The students in
India are not satisfied with the “hands-on” support of their university
in the founding process.
• Dependence on government: -Degree of dependence on
government is another challenge before entrepreneurship education
in India. Insufficient private sector participation and lack of
sustainable business models in the entrepreneurship education act as
barriers to its development in India.
9. Suggestions to development of Entrepreneurship Education in India
• Fostering Entrepreneurship Culture: -The formation of an
entrepreneurship culture is the prerequisite of successful
entrepreneurship education in India‟s higher educational system.
Students and faculty members will participate in entrepreneurship
education more actively only if the whole society advocates
entrepreneurship and risk-taking, and entrepreneurs are respected.
• Creating an Entrepreneurship Environment: -In India, even though
many business regulations were removed in 1990s, many of the old
bureaucrats are existed. The improvement of infrastructure in India
should take a long time because of its less Developed Economy.
10. Educational institutes have a significant role to play in promoting
entrepreneurship. They are actually the nurseries where the students
are to shape their careers. Entrepreneurs are necessary for the growth
of any nation. They create jobs for themselves and for others. B-schools
have a definite role in enhancing entrepreneurship by enlarging the pool
if entrepreneurs in society. Therefore, the Indian government should
take appropriate measures to promote and develop entrepreneurial
education in India.
