Teenage Driver Observation Paper
On March 30, 2018, a call was dispatched about a possible drunk driver traveling eastbound on
Highway 90, passing Highway 57. The reporting party described the vehicle as an older model Dodge
truck faded red in color.
I was sitting in my vehicle at the police department when I observed a Dodge Ram matching the
description drive past me. They were traveling at a speed of 30 MPH in a 45 MPH speed zone. When I
got behind the vehicle I noticed they were traveling while touching the left center line, they also had a
bunch of miscellaneous items hanging from their rear view mirror obstructing their view. I initiated
my blue lights and siren to conduct a traffic stop. We pulled into the Mcdonald s parking lot off of
Highway 90. Sgt. Fowler then pulled up and assisted me on my traffic stop.
The vehicle consisted of three passengers. The driver was identified as Ricky Smith, the back
passenger was identified as Tony Teauge, and the front passenger was Smith s mother.
After asking Smith for a valid driver s license and proof of insurance, he stated he does not have a
valid license and that it is suspended. Smith stated his mother was at the casino in Biloxi and was too

Homelessness In New York City
I. Define the Problem
For anyone living in or visiting New York City, the site of a homeless person is almost guaranteed.
Whether riding the subway, taking in the lights in Times Square, or going for a stroll in Central Park,
one is bound to see a homeless person. Homelessness does not discriminate; men and women can be
seen sleeping over a subway grate. Age is not a discriminatory factor either. Many a times one will see
a mother with her child/children sitting on the steps of a church begging for food and money.
These fairly simple observations lead to a non subjective conclusion; there are too many homeless
people in New York City. There will obviously always be some level of homelessness; it would be
naïve to assume that homelessness could be completely eliminated. However, the excessive level of
homelessness can be attributed to market failures across various market structures. This policy
proposal attempts to offer alternative solutions to alleviating these market failures, in the hopes that it
will translate into a decreased level of homelessness in New York City.
II. Assembling the Evidence
New York City has had an obligation to provide the homeless with secured shelter since 1979; during
this time, a veteran of the Korean War sued the city for failing to provide him with adequate housing.
