This document discusses the use of infinitive verbs and that-clauses in Finnish. It notes that: 1) Infinitive verbs are always followed by "to" + infinitive verb (in Finnish it can also be an että-clause). 2) Only belief, opinion, and knowledge verbs take a that-clause in their active form. In passive form, they take "to" + infinitive. 3) For some verbs, both "to" + infinitive and a that-clause are possible constructions.
