2. Statement of Intensions (SOI)
Signed in May 2016
 Aim: Improve prevention and control of FMD and other major epizootic transboundary animal diseases
 Parties: The veterinary services of Armenia, Azerbaijan, Georgia, Iran, Turkey and the Russian
Federation; Iraq joined in 2019; Pakistan agreed to share data in 2020
 Objectives:
1. Immediate notification of outbreaks, information sharing on monthly basis of FMD outbreaks and
FMD vaccination status of livestock
2. Establishment of working group on FMD monitoring and surveillance
3. Participation to Proficiency Tests
4. Joint simulation exercises, testing of emergency preparedness
5. Cooperation to build capacity to manage FMD and other TADs
6. Participation to Joint Permanent Committee meetings

3. Old data sharing system (ended Dec 2019)
 The FMD Outbreaks & Vaccination Application (OVA) was an on-line
tool to collect, share and simultaneously visualize on the map data
on FMD outbreaks and vaccination in large and small ruminants.
 The Application was developed in order to support provisions of The
SOI between the Veterinary Services of TCC, Turkey and Iran in the
control of FMD and other major epizootic transboundary diseases
which was agreed in Paris 25 May 2016 and in May 2018.
 The Application was based on the Google Fusion Tables software.
Using entered data, OVA produces a set of maps for large and small
ruminants depicting FMD outbreaks combined with planned and
implemented vaccination ratio against total and target populations,
vaccination coverage, vaccination ratio against animals present at
first visit to the farm. The dynamic maps visualizing data generated
by the OVA were provided as HTML files.

4. New Database and data management system

Objectives
 Provide a more robust platform for the management of the data shared by the
countries
 Expand the set of data currently available in order to create more
comprehensive and more informative indicators
 Include animal mobility dataset, to better characterize risks of incursion and
spreading FMD and other similar TADs (FAST) diseases among and within the
countries involved
