A methodology to estimate indirect costs

Transboundary Animal Diseases (TADs) in
Switzerland

SUMMARY
The objective of our study was to understand the indirect impacts of an ASF outbreak in Switzerland
and the associated control measures on different Swiss economic sectors.
• Indirect Consequential Costs (ICCs) associated with TADs are potentially more significant than
Direct Costs (DCs), but are often more complex and difficult to identify
• Identification and characterisation of ICCs requires collection of both qualitative and quantitative
data - our methodology allows us to incorporate both types of data, from stakeholder interviews,
disease control legislation and industry data, into an economic model
• We used economic modelling - a cost calculator and a decision tree model - to inform decision
making in disease control policy.
• The decision tree model allows us to select the best disease control option, based on the cost
implications of the control measures, and to estimate the impact of uncertainty in our inputs
• This methodology is directly applicable to other TADs.
