Despite the assumption that the integration of ICT influences the entire school system, research focusing on ICT in schools is generally limited to the study of variables at classroom level. In contrast to these studies, the present research explores ICT integration from a school improvement approach. More particularly, it examines the local school policy with respect to ICT integration from both the principal’s perspective and perceptions of teachers. Furthermore, it studies the relationship between school policies and the actual use of ICT in the classroom. To answer the research questions, a representative sample of 53 primary school principals was interviewed. In addition, the interview data were supplemented with survey data of 574 teachers from the same 53 schools. What emerged from the analyses was that school-related policies, such as an ICT plan, ICT support and ICT training have a significant effect on class use of ICT. In addition, the findings from the interviews indicate that school policies are often underdeveloped and underutilised. The discussion section focuses on challenges to improve the potential of an ICT school policy.

A presentation about my research on the CSAM learning design framework and the mTSES survey instrument, prepared for the Faculty of Education at Lakehead University, (Thunder Bay and Orillia) Ontario, Canada.
The presentation gives an overview of quality management standards for learning, education and training, in particular for e-learning. It discusses the series of standards ISO/IEC 19796-1 and following.

Обсуждаются вопросы развития образовательных систем в условиях глобализации экономики и возникновения проектов трансграничного образования с развитием электронного обучения и дистанционных образовательных технологий. Рассматривается феномен усиления конкуренции университетов на рынке образования с помощью технологий электронного обучения и позиции российской системы образования в процессах развития глобальной конкуренции. Описаны ключевые факторы и предпринимаемые меры Правительством России по развитию ИТ-индустрии как базиса индустрии электронного обучения. В результате предпринятых мер государственные органы и частные компании будут охотнее закупать российскую продукцию ИКТ. Для этого государство намерено реализовать концепцию открытых данных для создания социально значимых облачных сервисов. Также планом предусматривается создание благоприятных условий экспорта российских ИКТ. Сейчас объем экспорта составляет 4,4 млрд. долл., а за пять последующих лет - планируется увеличение вдвое - до 9 млрд. долл. США. Приведены практики университетского сообщества, которые позволяют убедиться в наличии институциональных структур в сфере образования, способных при определенных условиях, взять на себя каталитическую миссию для формирования рыночного сегмента индустрии электронного обучения. Over the last 10 years, the status of educational metadata, specifically
as they relate to learning objects, has changed radically. In the heady
days of the turn of the millennium, learning objects and their metadata
were seen as being destined to forever change the shape and form of
learning; by 2007, this approach has been derisively labeled "industrialist", and said to be quickly running "out of steam."
Given such drastic changes, how are metadata to be understood in the context
of different and emerging approaches to online learning resources, above
all those labelled 'open'? This question will be the focus of this presentation by Dr. Norm Friesen, Canada Research Chair in E-Learning Practices at Thompson Rivers University and Director of the CanCore
Initiative. Dr. Friesen will consider a number of alternatives to "learning object metadata." Dr. Friesen will conclude his
presentation by discussing an alternative that incorporates both high tech and ow tech approaches --one that is currently under
development as a multi-part international standard under the auspices of ISO (the
International Organization for Standardization).
