New Zealand has a long tradition of accessible, affordable public higher education. The 1989 Education Act entitles students to enrol at university by right of prior educational achievement at high school or age. Combined with generous financial aid, this “open entry” has contributed to New Zealand having one of the highest participation rates in the developed world. In the aftermath of the global financial crisis and a change of government to a National-led coalition, the fiscal cost of open entry has come under the spotlight. In a series of policy changes, the government has moved to cap overall enrolments, limit students’ access to financial aid and encourage universities to exclude failing students by introducing financial penalties for low course and qualification pass rates. In principle, these changes could reduce the overall number of students at university without eroding the principle of open entry. Instead, most New Zealand universities have introduced selective admissions policies, ending the era of open entry. This paper explores the arguments for and against open entry, reviews the history of open entry in New Zealand and discusses the likely impact of recent policy developments on the higher education landscape.south Africa's Scarce and Critical Skills

Career and Technical Education (CTE) programs provide education to prepare youth and adults for careers requiring varying levels of education. CTE became popular after the Industrial Revolution and has expanded to include middle schools, high schools, community colleges, and technical schools. CTE programs cover a wide range of career areas and receive federal and state funding totaling over $1 billion annually. The Houston Independent School District offers 165 CTE courses across 67 schools to equip students with skills for the workforce or further education.
Why Career and Technical Education (CTE)

CTE addresses critical needs like replacing retiring baby boomers and developing a skilled workforce. It boosts the economy through higher incomes and community development. The Graduate Attribute agenda is key to fulfilling this promise to its students by Dundalk Institute of Technology, and this report outlines the results of our research with the goal of establishing our own graduate attribute framework. First, we review the development of the policy context driving graduate attribute development nationwide, and then turn to a discussion of relevant graduate attribute theories to ground our research. Interest rate decisions in South Korea are made by the Bank of Korea's Monetary Policy Committee. Women in STEM: Closing the Gender Gap to National Transformation
The study examined the differences between enrolment and completion of students admitted into
science, technology, engineering and technology based undergraduate courses in Michael Okpara University of
Agriculture, Umudike. The population consists of all students admitted into the university from 2004/2005 to
2005/2006 academic sessions upwards who started graduating from 2008/2009 to 2010/2011. All members of
the population were used for the study. Three research questions were asked and three hypotheses tested to
guide the study. Percentages were used to answer the research questions while t-test was used to test the
hypotheses. Results showed significant differences between male and female students’ enrolment, graduation
and non-completion rates in STEM disciplines in Michael Okpara University of Agriculture, Umudike. It is
recommended that greater attention be given to ameliorate the factors that militate against female participation
in STEM.
