Position Duties:
3. The primary purpose of this position is to serve as Health System Specialist
responsible for managing and directing administrative operations and for conducting
program development, analysis, and evaluation functions for all primary care at
Moncrief Army Community Hospital (MACH). The position reports to the Department
Chief to advise on program management issues and effectiveness of health care
systems and administrative policies, practices, and programs for the supported
department.
MAJOR DUTIES:
1. Plans, coordinates, directs, and advises assigned clinics/product line staff, on a
full range of administrative aspects of health care delivery. (70%)
a. Facilitates the proper, efficient, and effective use of provider capacity including
templates and schedules using all hospital information systems (e.g. CHCS and
ADS).
b. Advises and assists the department chiefs and assigned personnel on matters of
administration and management IAW guidance from the Personnel Division, Civilian
Personnel Advisory Center, Resource Management Division, Center Judge Advocate,
Safety Office, Inspector General and the Quality Management Office.
c. Serves as the department's liaison for civilian personnel management functions.
Provides advice and assistance to department personnel in performing such
functions as developing position descriptions, monitoring sick leave usage, preparing
performance standards and appraisals, obtaining management-employment
relations and Equal Employment Opportunity (EEO) guidance, submitting personnel
action requests, etc. Obtains assistance from the appropriate civilian personnel
specialist on non-routine matters requiring an in-depth knowledge of civilian
personnel policies, principles, and practices.
d. Manages awards. Assists operating officials in planning for changes in duty
assignments for department personnel consistent with the needs of the department.
Prepares and maintains department disaster plans to the alert notification roster and
emergency duty stations for members of the department.
e. Coordinates and monitors the preparation of Uniform Chart of Accounts of
Personnel Utilization Systems (UCAPERs) and Medical Experience and Performance
Report System (MEPRS) as indicated by changes in workload, assigned missions or
manpower utilization. Coordinates matters relative to department TDA with RMD.
2. Conducts studies and analysis that are designed to improve operational efficiency
and facilitate short and long-term planning. (30%)
a. Develops and implements the departments' plan and ensures consistency with
Moncrief Army Community Hospital goals. Evaluates operations to determine impact
on the plan; makes recommendations to affect necessary changes in systems,
policies and procedures. Review of various components, systems, and operations
may be required by quality assurance audits, command notifications, or individual
complaints.
4. b. Conducts workload and workflow analysis to identify problem areas and to
determine resource allocation. Develops and coordinates the organization of the
department's operating budget and reviews all expenditures prior to forwarding to
Resource Management Division (RMD) or Logistics Division. Performs financial
management functions for the department, including management of funding to
support civilian pay, awards, travel and supplies. Develops yearly unfinanced
requirements and conducts cost effectiveness and economic analysis of new
projects, missions, and supply items.
c. Reviews department's policies and procedures to ensure compliance with
applicable regulations and Joint Commission Accreditation of Healthcare
Organizations (JCAHO). Recommends and implements changes as necessary.
d. Plans, organizes, and conducts studies relating to space utilization,
interdepartmental requirements, interdepartmental coordination, employee
performance and productivity, time and motion, cost effectiveness, utilization
review, and organizational structure.
e. Monitors the use of sick leave by civilian personnel and scheduled absences for all
assigned personnel, to include ordinary leave, TDY, and permissive TDY.
f. Advises and makes recommendations to the department chiefs regarding awards,
performance evaluations, and unresolved complaints and grievances for employees
in administrative support and professional services.
g. Uses a variety of complex data systems to pull and compile data as requested by
higher headquarters, the command group, Clinical Support Division, and department
chiefs. Incumbent is familiar with all aspects of data analysis and provides in-depth,
detailed clinical workload, manpower, and efficiency management studies.
