This document discusses open education and TU Delft's involvement. It defines open education as resources, tools, and practices that employ open sharing to improve education worldwide. This includes open educational resources (OER), open courseware, open textbooks, and massive open online courses (MOOCs). TU Delft offers open courseware and several MOOCs through its Extension School. MOOCs allow TU Delft to educate a global audience and improve campus education. Open education benefits students by providing free or low-cost access to educational materials and online courses. OECx: Building Openly Licensed MOOCs to Enhance Re-use, Interactivity, and Le...Una Daly
The Open Education Consortium (OEC) launched a pilot in 2014 to demonstrate the power of re-using openly licensed course content to develop Massive Open Online Courses (MOOCs) and revitalize and update existing OER/OCW in the process. Converting existing OCW into MOOCs offers OEC member institutions opportunities to gather information about how learners interact with the content and offers learners greater opportunities for interactivity with instructors, peers, and the content. Partnering with edX, OEC has offered member institutions the opportunity to develop MOOCs on a leading technology platform that provides different options for how learners engage in a course. Learners may choose to audit a course or sign-up for a verified certificate for a modest fee that can be used for academic or career enrichment.
Using their existing open courseware and open educational resources (OER), members have launched MOOCs that offer high-quality learning experiences with the option of a verified (fee-based) certificate available to learners throughout the world. Participating members in the pilot include the National Chiao Tung University, Tufts University, University Polytechnic of Madrid, Open University’s TESS India project, Anne Arundel Community College, and the University of Hokkaido. The courses range from the technology of energy, biology of water and health, introduction to helicopters, corporate social responsibility, teacher education, introduction to business, and the effects of radiation.
Panelist from the MOOC development team at Open University, University Polytechnic of Madrid, and University of Hokkaido will share best practices for developing and running openly licensed MOOCs. Lesson learned about developing MOOCs with OER and strategies for enhancing student engagement and interactivity will be shared.

He explained the scientific approach to quality improvement, which involves systematic performance analysis, testing and learning, and implementing change ideas. He also highlighted the importance of client focus and a team approach to quality improvement.

CC is a non-profit organization based in the US with more than 80 affiliates around the world.
CC develops, supports, and stewards legal and technical infrastructure that maximizes digital creativity, sharing, and innovation.
More than 26k certificates have been issued
Open education gives access to a world wide audience.
But also students who want to study at TU Delft come based on MOOC experience.
We did not do a thorough research yet, but we see that our international enrolments have increased from +/- 20% more countries, the quality of applications is better (acceptance rate is higher) and up 25% resp. 40% in 2014 & 2015.
Besides access and reach of the MOOCs we also see a huge potential and impact of open and online education on our campus courses. Besides blended learning we now see a potential in other universities MOOCs
What do we see other universities do? Different initiatives to bring online education back in formal education programmes for credit.
Micromasters MIT (inverted admission), several alliances, Nano degrees, ASU Global freshman year, Charter Oak, ACE alternative credit project and Malaysia becoming the first country to create a platform to award credit recognition and transfer for MOOCs

We are talking to them about possibilities to have a improve access to higher education via for example an online linkage programme. However we need more partners (EU, other universities) to realize this big ambition.
Currently TU Delft aims at setting up an alliance with several international partners, like the University of Queensland, the University of British Columbia, EPFL, Rice University and Australian National University. Our shared ambition is to recognize and integrate MOOCs in (formal) campus education. I believe starting an alliance is a the best way to start since you work based on trust among each other quality. And it’s easier to develop working agreements and easy to handle procedures.

Lessons learned Erasmus +. Why don’t we create a virtual exchange for our online courses and MOOCs, a virtual Erasmus +What should EU do? Facilitate the network to issue credits for MOOCs for example Erasmus + has brought us great experiences, learnings more mobility, improved network between universities, structured exchange of students and staff. This models also works due to clear framework of regulations, trust and necessary incentives.
Netwerk van universiteiten die elkaars MOOCs uitwisselen. In dit netwerk examens voor elkaar te organiseren, vaak lacunes, danwel werken aan noodzakelijke vereisten voor kwaliteitszorg, danwel incentives voor docenten en beperk het niet tot de wereld maar open het aan de wereld. Immers Virtueel neemt de belemmeringen van grenzen weg.
