APPLYING THE TECHNOLOGY ACCEPTANCE MODEL TO UNDERSTAND SOCIAL NETWORKING
This study examines the individuals’ participation intentions and behaviour on Social Networking Sites (SNSs). For this purpose, the Technology Acceptance Model (TAM) is utilized and extended in this study through the addition of “perceived social capital” construct aiming to increase its explanatory power and predictive ability in this context. Data collected from a survey of 1100 participants and distilled to 657 usable sets has been analysed to assess the predictive power of proposed model via structural equation modelling. The model proposed in this study explains 56% of the variance in “Participation Intentions” and 55% of the variance in “Participation Behaviour”. Participation of behavioural intention in the model’
explanatory power was the highest amongst the constructs (able to explain 28% of usage behaviour).While, “Attitude” explain around 11% of SNSs usage behaviour. The study findings also show that “Perceived Social Capital” construct has a notable impact on usage behaviour, this impact came indirectly through its direct effect on “Attitude” and “Perceived Usefulness”. Participation of “Perceived Social Capital” in the models' explanatory power was the third highest amongst the constructs. “Perceived Social Capital”, alone explain around 9% of SNSs usage behaviour.

How evaluations change with open data
The paper aims at exploring the consequences of the gradually increasing availability of Open Data for evaluation as we know it. Using concepts from the literature on evaluation and democracy, it contends that new technologies both require a new behavior by evaluators and open up possibilities in the very framework in which evaluation is done.
The pressure to open up data changes the way governments and public sector offices conceptualize, produce, and disseminate data. Responding to this demand requires that internal procedures change in fundamental, still partially unexplored ways.
Issues arise also for citizens seeking information. They face a rapid growth of internet-based sources, which both creates opportunities for research and difficulties in assessing data quality, credibility, and usability.
It also implies that public interventions--be they programmes, projects, or services--are open to public scrutiny of a new, more informed type. It increasingly involves expert, non-expert, and differently-expert scrutiny.
It is highly unlikely that Open Data will ever provide all--or even most--information needed for an evaluation. There is a risk that, in addition to opening up new research avenues and framing new evaluation questions by new actors, the availability of great masses of data on public policies obscures the need to directly observe effects and to build credible theories about phenomena.
The very existence of open data, and the possibilities they open up to public scrutiny call into question the role of internal and external evaluators. This is even more so when thinking of the opportunities opened by the ability to conjure collective intelligence in evaluation processes--using concepts already developed in the participation tradition.
The paper explores these themes based on an on-going research project. The two authors are involved in the Open Data movement in Italy and will advance their research during the next months through their work, research on existing literature, and holding workshops (e.g. within the Sapienza Seminar on Classic Evaluation Theorists).

Chris Inglis testified before the Senate Armed Services Committee about cyber-enabled information operations. He discussed three trends exacerbating the impact of technology: 1) a new geography of the internet transcending physical borders, 2) people increasingly organizing by ideology rather than proximity, and 3) private and state actors seeing cyberspace as a venue for collaboration, competition, and conflict. Any solution must address technology, people, and the procedures binding them, and emphasize collaboration between private and public sectors to improve resilience across borders.

To effectively train workers, learning must accommodate different styles and preferences as people from different generations have diverse focuses, perspectives and expectations. The theory also recognizes that assumptions about learning from formal education may not apply to on-the-job learning, and proposes that understanding learning styles can provide insight into transitional learning at work and how to enhance it.

From prosumers to swarms, crowds, e-movements and e-communities, the Internet allows for new forms of collective behavior and action anywhere on the spectrum between individ- uals and organizations. In all of these cases, online technologies function as connectivity- enhancing tools and have prompted the search for novel or inherently different collective formations and actors on the web.
However, research to date on these new collective formations on the web lacks a sociologi- cally informed and theoretical focus. Instead, loosely defined terms such as “swarm”, “crowd” or “network” are readily used as a catch-all for any formation that cannot be charac- terized as a stable corporate actor. Such terms contribute little to an understanding of the vast range of collective activities on the Internet, namely because the various collective for- mations differ significantly from each other with regard to their size, internal structure, inter- action, institutional dynamics, stability and strategic capability.
In order to bridge this gap, this study investigates two questions: One, how might the very dif- ferently structured collectives on the Internet be classified and distinguished along actor- or action-centered theory? And two, what influence do the technological infrastructures in which they operate have on their formation, structure and activities? For this we distinguish between two main types of collectives: non-organized collectives, which exhibit loosely-coupled col- lective behavior, and collective actors with a separate identity and strategic capability. Further, we examine the newness, or distinctive traits, of online-based collectives, which we identify as being the strong and hitherto non-existent interplay between the technological infrastruc- tures that these collectives are embedded in and the social processes of coordination and insti- tutionalization they must engage in in order to maintain their viability over time.
