Academic routes have always allowed young
people to delay choice and hedge their bets in
terms of career choice.
Core/specialism model builds this into technical
pathways too, but to a lesser extent.
Occupational standards and qualifications can
never keep up with cutting edge industry
practise. Will always be mapped to jobs, skills
and needs of yesterday.
Summary: A binary divide?

What is the solution?
• Look to the Nordic/Swiss
systems.
• Early and continuous
careers advice.
• Inter-company
programmes (employer
associations).
• Allow for a small number
of interdisciplinary or
general qualifications
when a technical
equivalent doesn’t exist.
• Occupational thresholds
must be high.
• Develop and test core
theory and practical skills
– KSB.
• Transfer programmes.
