Homework has been a topic of conversation in elementary education for the majority of last decade,
the pros and cons have been argued and researched time and time again. While most professionals in
the field agree that homework is needed and helpful in middle and high school, when it comes to
younger grades the information strongly shows that it is a waste of time. At its core homework has two
possible effects in the home. Homework can be seen as a rule over parents from the school to manage
their children s time outside of school or as a way to inform parents on what their children are
currently and allow them participation in their children s education (Wright). Around the time leading
up to World War One the Ladies Home Journal began advocating for an end to homework for all
children under the age of fifteen. The change continued in 1901 when California passed a law
abolishing all homework for grade levels one through eight. After the launch of Sputnik, a pro
homework movement began calling for heavier student work loads in hopes to keep students up to par
with their russian counterparts. The movement was revised as researches in the late 1960 s as they
observed the amount of stress put onto students by homework. American schools began reporting
falling test scores and lower overall performance of students in the 1980 s, which lead to a rise of the
use of homework once again. During this time the US Department of Education released a pamphlet,
