32. OUR SOLUTION
We offer the various Provinces & Cities a Sustainable Road Development
Program that will :
• Introduce Cold Mix Asphalt Technology as a better and cost effective
alternative to existing unpaved Gravel Roads and for preventive maintenance
of existing paved roads.
• Transform unpaved roads into all weather roads and rejuvenate existing
paved roads using a specially formulated Cold Mix Asphalt (DPWH Item 308 &
304A).
• Optimize the budget of each Province or City for road construction and
maintenance projects
• Empower people to build and maintain their own roads through the concept
of “bayanihan” / technology transfer – job generation.
• Provide a simple inexpensive equipment to all Provinces & Cities.
• Provide infrastructures to make asphalt readily available in the locality.
• Assist in the evaluation of locally available material for suitability in road
building.
33. PLAN OF ACTION
Convince government agencies like the
Dept of Public Works & Highways
(DPWH), Dept of Agriculture (DA) and
Dept. of Agrarian Reform (DAR) that with
the use of asphalt, the benefits of an all
weather and paved road could be
attained and in the long run is more
economical and convenient.
Inform the Senators, Congressmen,
Governors and Mayors to divert their
funds from the traditional regraveling of
rural roads (barangay & farm to market)
to a more logical solution provided by
asphalt with a high impact on project
accomplishments.
Explain to them the benefits of
immediately applying preventive
maintenace measures to their existing
roads to avoid unnecessary road
construction expenses.
34. OUR PROPOSAL
• We propose that each province & city adopt “PROJECT: RBR” and
implement it in their locality.
• Each province or city nominate a qualified contractor to implement the road
projects under Project : RBR using cold mix asphalt and the RV 200.
• A regular budget be allocated to facilitate funding for the road development
work of the existing gravel roads in each locality, including the purchase of
the needed asphalt road development materials.
• Preventive maintenance of existing roads be a priority of each province or city
and a substantial budget for this purpose be allocated.
• Under this arrangement, Asphalt V Rock Corp. (AVRC) shall supply each
province or city, through its nominated contractor, with the RV 200 under a
SUPPLY-OPERATE-TRANSFER Scheme, where the nominated contractor
shall exclusively undertake the implementation of the road projects under
Project : RBR.
