OBJECTIVE
      To promote Cold Mix Asphalt
 Technology (DPWH Item 308 & 304-A)
  as a cost effective material and better
    alternative to existing gravel roads
(Barangay & Farm-to-Market Roads) in the
   countryside and also for preventive
  maintenance of existing paved roads..
Aid in the economic and infrastructure
development of the Rural & Urban Districts by
     introducing COLD MIX ASPHALT
  TECHNOLOGY as a fast track solution to
  gravel road upgrading, improvement and
    maintenance of existing paved roads.

  cold mix asphalt
over existing gravel
farm-to-market and
  barangay roads.

Revolutionizing Barangay Roads
SEVENTY EIGHT PERCENT (78%) OF OUR NATIONAL
    ROADS ARE GRAVEL (UNPAVED) ROADS
Data gathered from the Dept. of Public Works & Highways
  (DPWH) shows that 157,626 kilometers (kms) of our
National Road Network are classified as Unpaved Roads.
Unpaved or Gravel Roads are mostly Municipal, Barangay
   and Farm to Market Roads. These roads are mostly
                located in the rural areas.
Effects of
Unpaved Roads
Unpaved roads are not all weather
roads - thus, it is dusty during summer
   and muddy during rainy season.
Causes undue inconvenience to
 farmers and local commuters.
Limited budget is wasted and goes only to
unending maintenance (re-gravelling/grading)
        work instead of expansion.
Unpaved Gravel Roads are major
hindrances to economic growth and
creates public perception of neglect
        by the government.

GRAVEL ROADS ARE NOT CLASSIFIED AS “PAVED ROADS”. It is
easily washed-out and deteriorates during rain downpour and
therefore cannot be compared to Cold Mix Asphalt or any other
road pavement.

COLD MIX ASPHALT is much cheaper than GRAVEL ROADS.
In the long run, COLD MIX ASPHALT is much more economical
than RE-GRAVELLING in terms of durability and length of
service.

PREVENTIVE MAINTENANCE

There are a number of preventive maintenance procedures that include
patching, crack sealing, surface treatment and use of road rejuvenators
that can prolong the life of asphalt and concrete pavements.

Preventive maintenance procedures can increase the pavements life
significantly and therefore reduce future reconstruction costs.
The RV 200 is designed to be the ultimate machine in preventive
      maintenance of asphalt and concrete pavements.
The RV 200 is designed to
produce DPWH Item 308 which
 is the most extensively used
  material for road patching.

  ROAD REJUVENATION IS CHEAPER BY 72% COMPARED TO HOT
  MIX ASPHALT OVERLAY. Comparison is based on actual material
  costs only.
OUR SOLUTION
We offer the various Provinces & Cities a Sustainable Road Development
                           Program that will :

     • Introduce Cold Mix Asphalt Technology as a better and cost effective
alternative to existing unpaved Gravel Roads and for preventive maintenance
                             of existing paved roads.
   • Transform unpaved roads into all weather roads and rejuvenate existing
paved roads using a specially formulated Cold Mix Asphalt (DPWH Item 308 &
                                       304A).
    • Optimize the budget of each Province or City for road construction and
                               maintenance projects
• Empower people to build and maintain their own roads through the concept
              of “bayanihan” / technology transfer – job generation.
       • Provide a simple inexpensive equipment to all Provinces & Cities.
    • Provide infrastructures to make asphalt readily available in the locality.
   • Assist in the evaluation of locally available material for suitability in road
                                      building.
PLAN OF ACTION
 Convince government agencies like the
    Dept of Public Works & Highways
  (DPWH), Dept of Agriculture (DA) and
Dept. of Agrarian Reform (DAR) that with
the use of asphalt, the benefits of an all
    weather and paved road could be
   attained and in the long run is more
       economical and convenient.
   Inform the Senators, Congressmen,
  Governors and Mayors to divert their
funds from the traditional regraveling of
rural roads (barangay & farm to market)
 to a more logical solution provided by
  asphalt with a high impact on project
            accomplishments.
    Explain to them the benefits of
   immediately applying preventive
 maintenace measures to their existing
   roads to avoid unnecessary road
        construction expenses.
OUR PROPOSAL

•   We propose that each province & city adopt “PROJECT: RBR” and
    implement it in their locality.
•   Each province or city nominate a qualified contractor to implement the road
    projects under Project : RBR using cold mix asphalt and the RV 200.
•   A regular budget be allocated to facilitate funding for the road development
    work of the existing gravel roads in each locality, including the purchase of
    the needed asphalt road development materials.
•   Preventive maintenance of existing roads be a priority of each province or city
    and a substantial budget for this purpose be allocated.
•   Under this arrangement, Asphalt V Rock Corp. (AVRC) shall supply each
    province or city, through its nominated contractor, with the RV 200 under a
    SUPPLY-OPERATE-TRANSFER Scheme, where the nominated contractor
    shall exclusively undertake the implementation of the road projects under
    Project : RBR.

  • 3. Our Mission is to contribute to the improvement and upliftment of the life- quality of the marginalized rural sector by providing an alternative solution to the traditional unpaved barangay and farm-to- market roads in their respective areas. WE MAKE WAYS…
  • 4. The rural sector in the remote areas of our country side should be the beneficiaries of the government’s deve- lopment programs. An all-weather road system can mean the difference between NEGLECT and PROGRESS.
  • 5. OBJECTIVE To promote Cold Mix Asphalt Technology (DPWH Item 308 & 304-A) as a cost effective material and better alternative to existing gravel roads (Barangay & Farm-to-Market Roads) in the countryside and also for preventive maintenance of existing paved roads..
  • 6. Aid in the economic and infrastructure development of the Rural & Urban Districts by introducing COLD MIX ASPHALT TECHNOLOGY as a fast track solution to gravel road upgrading, improvement and maintenance of existing paved roads.
  • 7. Introduce the RV 200 (Micro-Mobile Asphalt Plant & Paver) as the preferred equipment used to produce and pave cold mix asphalt over existing gravel farm-to-market and barangay roads. Use the RV 200 as an effective equipment for preventive maintenance of existing paved roads (asphalt & concrete).
  • 9. SEVENTY EIGHT PERCENT (78%) OF OUR NATIONAL ROADS ARE GRAVEL (UNPAVED) ROADS
  • 10. Data gathered from the Dept. of Public Works & Highways (DPWH) shows that 157,626 kilometers (kms) of our National Road Network are classified as Unpaved Roads. Unpaved or Gravel Roads are mostly Municipal, Barangay and Farm to Market Roads. These roads are mostly located in the rural areas.
  • 12. Unpaved roads are not all weather roads - thus, it is dusty during summer and muddy during rainy season.
  • 13. Causes undue inconvenience to farmers and local commuters.
  • 14. Limited budget is wasted and goes only to unending maintenance (re-gravelling/grading) work instead of expansion.
  • 15. Unpaved Gravel Roads are major hindrances to economic growth and creates public perception of neglect by the government.

OUR SOLUTION We offer the various Provinces & Cities a Sustainable Road Development Program that will : • Introduce Cold Mix Asphalt Technology as a better and cost effective alternative to existing unpaved Gravel Roads and for preventive maintenance of existing paved roads. • Transform unpaved roads into all weather roads and rejuvenate existing paved roads using a specially formulated Cold Mix Asphalt (DPWH Item 308 & 304A). • Optimize the budget of each Province or City for road construction and maintenance projects • Empower people to build and maintain their own roads through the concept of “bayanihan” / technology transfer – job generation. • Provide a simple inexpensive equipment to all Provinces & Cities. • Provide infrastructures to make asphalt readily available in the locality. • Assist in the evaluation of locally available material for suitability in road building.

PLAN OF ACTION Convince government agencies like the Dept of Public Works & Highways (DPWH), Dept of Agriculture (DA) and Dept. of Agrarian Reform (DAR) that with the use of asphalt, the benefits of an all weather and paved road could be attained and in the long run is more economical and convenient. Inform the Senators, Congressmen, Governors and Mayors to divert their funds from the traditional regraveling of rural roads (barangay & farm to market) to a more logical solution provided by asphalt with a high impact on project accomplishments. Explain to them the benefits of immediately applying preventive maintenace measures to their existing roads to avoid unnecessary road construction expenses.
  • 34. OUR PROPOSAL • We propose that each province & city adopt “PROJECT: RBR” and implement it in their locality. • Each province or city nominate a qualified contractor to implement the road projects under Project : RBR using cold mix asphalt and the RV 200. • A regular budget be allocated to facilitate funding for the road development work of the existing gravel roads in each locality, including the purchase of the needed asphalt road development materials. • Preventive maintenance of existing roads be a priority of each province or city and a substantial budget for this purpose be allocated. • Under this arrangement, Asphalt V Rock Corp. (AVRC) shall supply each province or city, through its nominated contractor, with the RV 200 under a SUPPLY-OPERATE-TRANSFER Scheme, where the nominated contractor shall exclusively undertake the implementation of the road projects under Project : RBR.
